However, the spillway (main and auxiliary) will not pass the Probable Maximum Flood (PMF) without overtopping the dam. Therefore, based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as inadequate. The spillway will pass one-half the PMF without overtopping the dam. Therefore, based on the OCE criteria established for these studies, the spillway capacity is not rated as seriously inadequate. The existing spillway can accommodate a flood with a peak inflow of 67 percent of the PMF peak flow. The spillway capacity is controlled by the elevation of a low area on the top of dam near the spillway. If the top of the dam were brought up to the design elevation, the spillway would accommodate a flood with a peak inflow of 118 percent of the PMF peak inflow. The spillway would then be rated as adequate. (Author).

The core trench is 10 feet wide and averages approximately 5 feet deep. The embankment is homogeneous and contains no distinct zones. The spillway is located on the left (north) abutment. The spillway approach is cut in earth and is trapezoidal in shape. The concrete ogee weir is 80 feet long. The spillway approach channel is approximately 600 feet long. The spillway exit channel is approximately 230 feet long and consists of a concrete lined chute. The drawdown conduit consists of a 48 inch concrete pipe. The drawdown conduit is regulated by a valve located in a control tower in the upstream portion of the embankment.

Book excerpt: The Lake of the Four Seasons Dam consists of two earthfill impounding structures. The main embankment (dam) is an earthfill dam, 1500 feet long and 29 feet high. At the left abutment of the main embankment (dam) are two spillways. One spillway consists of a concrete culvert type spillway, modified to function as an orifice. Immediately adjacent to the concrete structure at the left abutment is an open earth cut channel which serves as a temporary auxiliary spillway for the dam. The second impounding structure (dike) is located approximately 1/2 mile southwest of the main embankment. The dike is approximately 600 feet long, and 26 feet high. A permanent concrete ogee spillway is located approximately 500 feet southwest of the dike on the left abutment. The spillway and reservoir are capable of controlling approximately 54% of the PMF. Definitions used by the Corps of Engineers indicate that the spillway should be rated as inadequate. However, the temporary and permanent (as designed) auxiliary spillway has the potential for erosion of the exit channel and subsequent erosion of the toe of dam. It is possible that a failure of the dam could result at less than 1/2 PMF by erosion of the embankment toe.

Book excerpt: Mill Water Pond Dam is owned by the Bethlehem Mines Corporation. The dam was originally built as an industrial water supply dam for the Grace Mine. As the mine is no longer in operation, water from the reservoir is no longer used. The dam and its appurtenant facilities are considered to be in good condition. The dam is classified as a Small size structure with a High hazard classification, consistent with the dam's location immediately above an occupied dwelling and above commercial buildings and other residences farther downstream on Conestoga Creek. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood for this Small size dam and High hazard classification is one-half to the full Probable Maximum Flood (PMF). As the dam height and total capacity are near the lower limit of the size classification, the selected spillway design flood is one-half the PMF. Mining of the deep iron ore body has caused extensive subsidence. The mine waste rock is disposed of downstream of the subsidence area. Therefore, currently, Mill Water Pond intercepts surface runoff only from about 0.31 square mile immediately above the dam. Hydrologic and hydraulic computations presented in Appendix D indicate the maximum spillway capacity is greater than the peak PMF inflow from the reduced watershed. Therefore, the spillway system of this structure is considered to be Adequate.

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in fair condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2-PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possible loss of life that could be associated with a sudden breach of the embankment, the SDF is considered to be the PMF. Results of hydrologic and hydraulic analysis indicate the spillway for Wadham Creek Dam is capable of passing and/or storing the PMF. Consequently, the spillway is considered adequate.

Book excerpt: SCS PA 477 is a 52-foot-high, 1,550-foot-long dam. The embankment contains an impervious core constructed over a cutoff trench under the dam centerline. About 1,270 feet of the embankment is roughly parallel to U.S. Route 22/Interstate 78. The remaining 280 feet of the embankment forms an angle of about 60 degrees with the highway. The shorter leg contains the maximum section and the principal spillway. The principal spillway consists of a concrete drop inlet riser, a 222 foot long, 30 inch reinforced concrete pipe with eight anti-seep collars, and an impact basin. The emergency spillway was excavated through rock at the right abutment. The grass-lined trapezoidal channel is approximately 150 feet wide and 30 feet wide. The dam and its appurtenant facilities are considered to be in good condition. Calculations indicate that the existing spillway systems are capable of passing the Probable Maximum Flood (PMF) without overtopping. Therefore, the spillway system is considered to be adequate.

Book excerpt: Shickshinny Lake Dam is an earthfill dam, 365 feet long and 33 feet high. The crest width of the dam is 17 feet. The upstream slope is 3H:1V and the downstream slope is 2.5H:1V. Both the upstream and downstream slopes are grass covered. Some riprap exists on the upstream slope. The principal spillway consists of a reinforced concrete riser and a 30 inch reinforced concrete pipe which passes under the dam. The top of the riser unit is provided with an anti-vortex device. A gate valve is provided on an inlet pipe just inside the riser unit. Based on our hydraulic and hydrologic analysis it was determined that the spillway and reservoir are capable of controlling approximately 52% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. No major deficiencies were observed during the inspection. Seepage was noted at the left abutment contact and did not appear to be excessive. Erosion was observed at the outlet structure for the spillway and drainline.
