Book excerpt: Lake Rene Dam consists of an earth embankment approximately 900 feet long with a maximum height of 82 feet from the downstream toe and a crest width of 60 feet. Lake Rene Dam is one of three dams which impound Lake Rene. The other two dams are Wolf Creek Dam, located at the west end of the reservoir, and Galion Bay Dam, located on the south side of the reservoir. Lake Rene Dam, which was constructed in 1955, was the original dam at the site. The original dam impounded a reservoir with a surface area of approximately 240 acres at normal pool elevation (Elevation 1658). The Wolf Creek and Galion Bay dams were constructed in 1971, increasing the surface area of the reservoir to approximately 310 acres at normal pool level of Elevation 1662.5. Based on the evaluation of the existing conditions, the condition of Lake Rene Dam is assessed to be unsafe due to numerous seeps and slumps on the downstream face of the dam and due to lack of operable outlet works for the reservoir. However, it is not an emergency condition.

The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the right abutment (looking downstream). The spillway is an earth channel excavated into the right abutment and includes neither an overflow control structure, nor an energy dissipation structure at the downstream end. The width of the channel varies from 30 feet at the upstream end to 20 feet at the downstream end. The channel follows the right abutment for approximately 200 feet, then turns left, and discharges freely over the hillside into the stream valley. The outlet works consist of a 24-inch cast-iron blowoff pipe and a concrete intake tower. The concrete intake tower is located on the upstream side of the dam approximately mid-height of the embankment. All the operating equipment on the intake tower has seriously deteriorated and is no longer functional. The blow-off pipe appears to extend 50 to 100 feet further upstream from the intake tower. No low-level intake structure was visible. Flow through the outlet conduit is controlled by a valve located at the downstream end. The valve was reportedly left open to draw down the lake.

The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

The inspection and review of data of the Brown's Lake Dam did not reveal any problems which would require emergency action. The dam appears to be in good condition and adequately maintained. Brown's Lake Dam is a high hazard-small size dam. The spillway design flood (SDF) for a dam of this size and classification is 1/2 PMF to the PMF. the PMF has been selected as the spillway design flood based on downstream potential for loss of life. The spillway and reservoir are capable of controlling the spillway design flood (PMF). Based on criteria established by the Corps of Engineers, the spillway is termed adequate. The following recommendations and remedial measures should be instituted as soon as possible. (1) A regularly scheduled maintenance program should be developed and implemented. (2) A warning system should be developed to warn downstream residents of large spillway discharges or imminent failure of the dam. (3) A safety inspection program should be implemented with inspections at regular intervals by qualified personnel. (4) The drainline valve should be operated on a regular basis.

Deficiencies noted during the inspection included the lack of functional drawdown facilities and minor seepage through the masonry near the right abutment. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF has been selected as the SDF due to the size of the dam and reservoir, and the downstream conditions. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 3 percent of the PMF without overtopping the dam. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Lake Quinn Dam is considered to be seriously inadequate, and the dam is judged to be unsafe, non-emergency.

Book excerpt: Edinboro Lake Dam is an earthfill dam with a concrete gravity spillway, approximately 200 feet long and 17.5 feet high. A concrete bridge spans the spillway crest. An 7.7 foot wide by 9.5 foot high concrete conduit exists through the earthen embankment with the entrance to the conduit located approximately 40 feet left of the left abutment of the spillway gravity section. The outlet of the conduit consists of a 36 in. corrugated metal pipe located approximately 70 feet from downstream toe of the left embankment section. The spillway is a concrete gravity structure having a length between abutments of 83 feet. There are 6 piers, each 12 in wide projecting above the crest. Between the 6 piers there exists iron supports which allow the insertion of flashboards. The spillway and reservoir are capable of controlling approximately 39% oft he PMF. Based on criteria established by the Corps of Engineers, the spillway is termed seriously inadequate due to downstream conditions associated with a failure of the gravity spillway section. Edinboro Lake Dam is Classified as an unsafe nonemergency dam.

The size classification of the facility is intermediate and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the PMF (Probable Maximum Flood). Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store only about 45 percent of the PMF prior to embankment overtopping. A breach analysis indicates that failure under less than 1/2 PMF conditions could lead to increased downstream damage and potential for loss of life. Thus, based on screening criteria provided in the recommended guidelines, the spillway is considered to be seriously inadequate and the facility unsafe, non-emergency. Calculations also indicate that if the spillway were constructed in accordance with available desing drawings, the facility could pass and/or store approximately 63 percent of the PMF.
