Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is intermediate and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be the Probable Maximum Flood (PMF). The spillway capacity is adequate for passing 43 percent of the PMF peak inflow without overtopping the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, which shall include the raising of the embankment profile uniformly to at least its design crest elevation; (2) that the downstream toe and an area 20 feet beyond the toe be cleared on a regular basis of all brush, weeds and trees, permitting close observation of the seepage; and (3) that the slab joints in the spillway channel be filled with a joint material.

Book excerpt: Maple Lake Dam is an earthfill embankment 14.4 feet high and 283 feet long, excluding spillway. The emergency spillway is located at the left abutment, consisting of an earth channel having a trapezoidal cross section. The bottom width of the spillway at the reservoir outlet is 56 feet. A service spillway, consisting of a 12-inch riser pipe and an 8-inch diameter outlet pipe, is located approximately 100 feet from the right abutment. The outlet works was reported to consist of an 8-inch diameter asbestos cement pipe, extending upstream of the riser pipe to the reservoir and terminating with two sections of an 8-inch diameter vitrified clay pipe, having a concrete plug at the inlet. Based on visual inspection, the Maple Lake Dam is judged to be in good condition. Under the present conditions, the spillway will pass approximately 37 percent of the PMF. Should the top of the dam be restored to its design elevation, the spillway could pass the SDF without overtopping the dam.

The condition of Lake Walter Dam is considered to be good. The only significant condition noted which requires further attention is the lack of erosion protection in the emergency spillway discharge channel. The swampy condition at the toe of the dam is not considered to be significant at this time; however, the condition should be monitored to document if seepage is developing.

The overall evaluation of the facilities indicates that Lake Kimberly Dam is in poor condition. The growth of trees, brush and weeds should be removed, and the upstream slope should be protected from wave action. The crest profile is irregular and should be brought to a uniform elevation higher than the emergency spillway elevation in order to prevent overtopping. The downstream slope should be repaired where the slough has occurred and where the outlet pipe has eroded the embankment. The outlet pipe should be extended beyond the downstream toe of the embankment, and a rock protected plunge pool should be constructed at the end of the outlet pipe.

The spillway can pass 29 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. Failure of the dam would cause an increase hazard to loss of life downstream. As a whole, the dam is judged to be in fair condition. The spillway gravity weir does not have any significant deviations from the guidelines for stability, since the toe pressure is well below the allowable. There is no evidence of instability on the embankment.

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in poor condition. The size classification of the facility is small and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) ranges between the 1/2-PMF (Probable Maximum Flood) and PMF. Since the dam is near the lower end of the small size classification range and because of the lack of extensive downstream development, the SDF for this facility is considered to be the 1/2-PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store only about 20 percent of the PMF prior to dam overtopping. a breach analysis indicates that failure under 1/2-PMF conditions would probably not lead to increased property damage or loss of life at existing residences. Thus, based on the screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. The facility was phased out of operation in 1965 and has since not been subject to a schedule of routine maintenance. Since the facility no longer serves its original purpose (water supply) and in essence, has been abandoned, it is recommended that the owner dismantle the embankment in accordance with PennDER, Division of Dam Safety, regulations.

The impoundment created by the dam is used for recreation and fishing. Erosion was observed around both downstream ends of the spillway training walls. Minor erosion was also noted along the upstream face of the embankment at normal pool level. Brush and some small trees are growing on the downstream face of the embankment. Clear seepage was flowing from the toe of the embankment near the outlet pipe.

The embankment appears to be well maintained, except for a small area at the downstream toe around the principal spillway pipe outlet. The principal spillway is a 34-inch drop inlet structure with an 18-inch outlet pipe. The emergency spillway, located in the left abutment, has a well defined channel.
