Based on the criteria and the downstream conditions, the selected SDF is the PMF. Failure of the dam would increase the hazard for loss of life downstream. As a whole, the dam is judged to be in fair condition. Deficiencies exist that are considered to be indicative of potential stability problems for the spillway. There is no functional outlet works at the dam. Maintenance at the dam is inadequate.

Based on the downstream conditions, the 1/2 PMF is selected as the SDF. Under existing conditions the spillway will pass only about 22 percent of the PMF. If all stoplogs were removed from the spillway, the spillway would pass about 51 percent of the PMF. The spillway capacity is rated as adequate provided that all stoplogs are removed. Potential stability problems exist for the dam. A slope failure occurred over one reach at an unknown time in the past. Although the damage in that reach does not appear to be serious, a similar failure could occur in a more critical area and threaten the overall stability of the dam. In addition, steel beams that support the roof of the spillway outlet channel are badly corroded and create a hazardous condition. Although some maintenance has been performed, the program should be expanded to correct all deficiencies.

Based on the size and hazard classification of the dam, the Spillway Design Flood (SDF) at the dam varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. Based on the downstream conditions, the selected SDF is the PMF. Under existing conditions, the spillway will pass about 48 percent of the PMF without overtopping of the dam. It is judged that the dam could withstand the depth and duration of overtopping that would occur during the 1/2 PMF. If the low areas on the top of the dam were filled to the design elevation, the spillway would pass about 62 percent of the PMF without any overtopping. For either condition, the spillway capacity is rated as inadequate.

A ready access to an operable valve, or other method of drawing down the reservoir level during emergencies, is required. Crystal Lake Dam is located on the headwaters of the Lehigh River in Lehigh Township, Wayne County, Pennsylvania. The overall appearance of the dam and appurtenant structures is fair. The toe of the dam and entire embankment are covered with brush and small trees, up to one inch in diameter, obscuring the slopes from view and making of visual inspection difficult. Accordingly, some deficiencies may have gone unnoticed. The embankment slopes are irregular and do not appear to have been constructed to any particular design template. Settlement of the embankment was observed on both sides of the spillway and adjacent to the corewall along the entire length of the dam. These low areas vary in depth from only a few inches to nearly three feet. Erosion all along the upstream slope was observed at, or near, the normal pool level which has resulted in a nearly vertical two-foot drop in the slope. It is reported that riprap was placed on the slope during construction, although it was somewhat sparse in many places. There is very little riprap now remaining on the upstream slope.
