Book excerpt: Based on visual inspection, past performance, field surveys and calculations, Glenwood Lake Dam is judged to be in poor condition. The recommended Spillway Design Flood (SDF) for the size (small) and hazard classification (high) of the dam is between the one-half Probable Maximum Flood (1/2 PMF) and the full PMF. Based on the small size and storage capacity, it is judged that the SDF of 1/2 PMF is appropriate for the Glenwood Lake Dam. Under the present conditions, the spillway will pass approximately 10 percent of the PMF without overtopping the dam. Overtopping depths of 1.1 feet and 2.12 feet were calculated for flood magnitudes of 20% and 50% of the PMF, respectively. It was judged that the dam will begin to fail under an overtopping depth of one- foot. Because the present spillway capacity would not pass the SDF without overtopping the dam and failure of the dam would increase the downstream hazard to life and property, the spillway is rated as seriously inadequate and the dam is rated as unsafe, non-emergency. The facility is not properly maintained, as evidenced by the extensive growth of trees on the embankment and the condition of the outlet works valve pit. There is no warning system and evacuation plan in effect at the present time.

The embankment is 490 feet long and 23 feet high at the maximum section. The spillway is an irregular excavated channel at the right abutment of the dam. An outlet works with a 24-inch diameter cast-iron pipe and a valve at the downstream toe is located near the middle of the embankment. A dike is located about 500 feet right of the embankment. It is 284 feet long and 3 feet high at maximum section. The dam is located on Rattlesnake Creek approximately 3.4 miles west of Moscow, Pennsylvania.

Because a portion of the masonry gravity dam is founded on earth and there are no erosion protection measures at the toe, it is assumed that the dam could not withstand the depth and duration of overtopping that would occur for the PMF or the 1/2 PMF. Failure of the dam would cause an increased hazard to loss of life downstream. As a whole, the dam is judged to be in fair condition. Stability studies performed as part of this report indicate that the dam does not have any significant deviations from the Office of the Chief of Engineers (OCE) guidelines for stability. Maintenance at the dam and operating facilities is inadequate. There is no program for regular inspection of the dam.

Book excerpt: Maple Lake Dam is an earthfill embankment 14.4 feet high and 283 feet long, excluding spillway. The emergency spillway is located at the left abutment, consisting of an earth channel having a trapezoidal cross section. The bottom width of the spillway at the reservoir outlet is 56 feet. A service spillway, consisting of a 12-inch riser pipe and an 8-inch diameter outlet pipe, is located approximately 100 feet from the right abutment. The outlet works was reported to consist of an 8-inch diameter asbestos cement pipe, extending upstream of the riser pipe to the reservoir and terminating with two sections of an 8-inch diameter vitrified clay pipe, having a concrete plug at the inlet. Based on visual inspection, the Maple Lake Dam is judged to be in good condition. Under the present conditions, the spillway will pass approximately 37 percent of the PMF. Should the top of the dam be restored to its design elevation, the spillway could pass the SDF without overtopping the dam.

Results of the hydrologic and hydraulic analysis indicate that the peak discharge of the 100-year flood is 200 cfs. The existing facility will not pass the 100-year flood without overtopping the dam. Although the dam has withstood frequent overtopping since its construction, the maximum depth of past overtopping could not be verified. Therefore, in the absence of a spillway and based on the downstream hazard, the facility is rated inadequate. Although there is significant leakage and seepage through the dam, the available information is insufficient to evaluate its structural stability. The Dam is not properly maintained, as evidenced by the heavy growth of trees on the embankment and the numerous burrows on its downstream slope. (Author).

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the facility is considered to be in good condition. The size classification of the facility is intermediate and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the PMF (Probable Maximum Flood). Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store only about 45 percent of the PMF prior to embankment overtopping. A breach analysis indicates that failure under less than 1/2 PMF conditions could lead to increased downstream damage and potential for loss of life. Thus, based on screening criteria provided in the recommended guidelines, the spillway is considered to be seriously inadequate and the facility unsafe, non-emergency. Calculations also indicate that if the spillway were constructed in accordance with available desing drawings, the facility could pass and/or store approximately 63 percent of the PMF.

Book excerpt: Lake Sophia Dam consists of an earth embankment approximately 340 feet long with a maximum height of 29 feet from the downstream toe and a crest width of 9 feet. The upstream side of the dam is protected by a small amount of riprap and the downstream face is covered with grass. The flood discharge facilities for the dam consist of a concrete open-channel spillway located near the left abutment. The outlet facilities consist of a 12-inch-diamenter corrugated metal pipe extending through the embankment along the original streambed. Based on the evaluation of existing conditions, the condition of Lake Sophia Dam is considered to be unsafe/nonemergency due to seriously inadequate spillway capacity. The flood discharge capacity was evaluated according to to the recommended procedure and was found to pass approximately 15 percent of the PMF without overtopping the dam. Results of the breach analysis indicate that downstream damage would be significantly increased due to a dam failure.

The lack of embankment protection from spillway flows and the inadequate spillway capacity are the primary deficiencies which cause concern for the safety of this dam. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for this facility is in the range of the 100 year flood to 1/2 the Probable Maximum Flood (PMF). Based on the size of the dam and degree of downstream hazard, the selected SDF is the 100 year flood. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and outlet works discharge capacity will not pass the SDF (100 year flood) prior to overtopping the embankment. In accordance with the criteria outlined and evaluated in Section 5.5 of this report, the discharge capacity for Duck Pond Dam is considered to be inadequate.
