Book excerpt: Howells Run Dam consists of an earth embankment 670 feet long with a maximum height of 63 feet from the downstream toe. A 50-foot-wide concrete chute spillway located on the right abutment (looking downstream) serves as both primary and emergency spillway for the reservoir. Based on the evaluation of the conditions as they existed on the dates of inspection (May 16 and 30, 1978) and as revealed by visual observations, the condition of Howells Run Dam is assessed to be good. The spillway has the recommended capacity to pass the probable maximum flood. Therefore, the spillway is adequate. Operation of the outlet pipe gate was not observed. The owner reports that the gate has never been operated and therefore its operational condition is questionable. It is recommended that the owner monitor the uncontrolled seeps on each side of the spillway channel and take necessary remedial measures if seeps are found to be increasing.

The appurtenant structures of the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream) and outlet works near the right abutment. Based on the evaluation of the existing conditions, the condition of Storage Dam is considered to be good. Numerous seeps were observed along the left abutment, but these seeps are not considered to be a threat to the integrity of the embankment. However, a slump and an associated wet area were observed along the toe of the dam near the left abutment. This condition should be investigated and necessary repairs performed. The flood discharge capacity of the Storage Dam spillway was evaluated according to the recommended procedure and it was found to be 40 percent of the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge capacity of the dam is classified to be inadequate.

Book excerpt: Based on a visual inspection, review of post-construction engineering studies, and available engineering data, the Hinckston Run Dam is considered to be in good condition. Deficiencies were limited to general deterioration of the concrete spillway section, and apparent inoperability of the valves within the intake tower. The size classification of the facility is intermediate, and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate the facility can pass and/or store about 38 percent of the PMF prior to overtopping of the embankment. Overtopping, even under floods of PMF magnitude, is not expected to cause failure of the unusually massive embankment configuration which is composed of erosion-resistant, hot-poured slag. Thus, the spillway system is considered to be inadequate, but not seriously inadequate.

The only condition noted which requires attention is the lack of adequate erosion protection on the left side of the emergency spillway channel against the embankment. This condition is considered to pose breach potential in the event of large flows through the spillway. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass approximately 50 percent of the probable maximum flood (PMF) without overtopping the embankment.

Based on the evaluation of the existing conditions, the condition of Bear Rock No. 2 Dam is considered to be unsafe/nonemergency. The structural condition of the embankment is considered to be good. The spillway capacity was evaluated according to the recommended procedure and was found to pass 30 percent of the probable maximum flood (PMF) without overtopping the embankment.

No conditions were noted at this time that would significantly affect the structural performance of the dam. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

The following recommendations should be implemented immediately on continuing basis: (1) The owner should determine the nature and extent of modifications needed and implement these measures to provide adequate spillway capacity; (2) Around-the- clock surveillance should be provided during unusally heavy rainfall and/or runoff. In addition, a formal warning system should be developed to alert downstream residents in the event of an emergency; and (3) The owner should develop and follow a formal operating and maintenance plan and should inspect the dam regularly.

Book excerpt: The condition of Doverspike No. 2 Dam is considered to be good, except that the dam has no outlet works and no formally engineered spillway facilities. A low spot on the crest of the dam located at the junction of the embankment and the right abutment appears to be the intended spillway overflow section. On the dates of inspection, the pool level was found to be approximately 5 feet below the low spot on the crest of the dam, and as reported by the representative of the owner, the pool is normally maintained at that level by seepage and evaporation losses from the reservoir. According to the recommended criteria, intermediate size dams in the significant hazard category are required to pass from 50 percent of the probable maximum flood (PMF) to full PMF. In view of the downstream damage potential, the lower limit of the recommended range is considered to be applicable to this dam. The flood discharge capacity was evaluated according to the recommended procedure and the dam was found to impound less than 20 percent of the PMF without overtopping the embankment. Therefore, the flood discharge capacity of the dam is classified to be inadequate.
