Book excerpt: Big Boulder Dam is owned by the Big Boulder Corporation and serves as a recreation lake and water supply for snow making at the lodge. The dam was built in the summer of 1957, and is classified as an 'Intermediate' size dam by virtue of its 1,971 acre-foot maximum storage capacity. Big Boulder Lake is formed by Dam A across Grass Lake Creek and Dam B, a saddle dam on the watershed divide. In the event that Dam B fails, extreme property damage and a possibility for the loss of life exists downstream along Swamp Run, thus classifying the structure as a 'High' hazard dam. The hydrologic and hydraulic calculations presented indicate that the spillway system for this structure is rated as 'Adequate' as it will pass the PMF. On the basis of the visual inspection on 11 May 1979, and review of available construction and design documentation, the dam and appurtenances of Big Boulder Reservoir appear to be functioning satisfactorily with the exception of undesirable seepage at the downstream toe of Dam A. The resident engineer's reports leave some question as to the quality of foundation preparation.

Book excerpt: Greene-Dreher Dam is a 20-foot high earthern embankment, 1,000 feet long which impounds a 152 acre-foot flood water retention pool. Total estimated volume of fill is approximately 30,000 cubic yards. The zoned embankment was constructed on natural soils without a cutoff trench or a grout curtain. The embankment contains three material zones; Zone 1, a relatively impervious core of silt and and silty sand; Zone 2, composed of silty gravel and silty sand; and an outer shell of Zone 3 material, described as rock larger than 6 inches in diameter. The embankment crest is 12 feet wide at a design settled elevation of 2,036 feet, and both upstream and downstream slopes are 3H:1V. The downstream section of the embankment contains a filter blanket approximately 2 feet thick, 30 feet wide and 320 feet long. The filter blanket is drained by a 6-inch diameter perforated corrugated metal pipe connected to a 6-inch diameter pipe which outlets adjacent to the principal spillway outlet.

The upstream slope is 2.5H:1V and grass covered. The downstream slope was measured to be 2H:1V and grass covered. The reservoir drain consists of a 24 inch corrugated metal pipe with a concrete endwall located 270 feet from the left abutment. The spillway consists of a 42 foot long ogee section, 150 feet from the left abutment. The inspection and review of data of the YMCA Dam did not reveal any problems which require emergency action. The dam appears to be in fair condition. The seepage which was noted along the toe of dam should be monitored and evaluated by a professional engineer knowledgeable in earth dams. The evaluation should be implemented immediately. The spillway and reservoir are capable of controlling approximately 81% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed adequate.

The dam was built as part of a residential community and was completed in 1963. Visual inspection indicates that the spillway system of Placid Lake Dam is in fair condition. It is recommended that the following measures be undertaken immediately. (1) A detailed hydrologic/hydraulic investigation should be performed to determine the best method of increasing the spillway capacity. (2) The flashboard structure should be permanently removed from the top of the spillway drop inlet. (3) An investigation should be made into the actual cause of the apparent piping voids in the vicinity of the inlet conduit. (4) The spillway conduit joints should be sealed and the two downstream pipe lengths should be monitored for possible horizontal movement. (5) Erosion of the upstream face should be halted and the damaged embankment repaired. (6) The inlet sluice gate and the reservoir drain gate valve should be lubricated and exercised on a regular basis to insure their operational status. (7) All trees and brush should be removed from the downstram embankment face, the embankment returned to its original condition, and measures taken to establish a good stand of vegetation. (8) The rock dam in the diversion channel should be removed.

The visual inspection and review of design and construction documentation indicate that the embankment and outlet structure are in good condition, the concrete weir is in fair condition, and the vegetation is in poor condition. The overall assessment is considered to be fairly good at the present time. In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'Significant' hazard potential classification is the 100 Year Flood to one-half the Probable Maximum Flood (PMF). As the dam's total capacity in nearer the lower limit of the size classification and because of the limited number of occupied structures downstream, the 100 Year Event would be an adequate spillway design flood. However, one-half the PMF has been used in this case because of the actual spillway capacity. Hydrologic and hydraulic computations presented in Appendix D indicate the spillway is capable of passing the full PMF without overtopping the embankment, resulting in an 'Adequate' spillway classification for this dam.

The downstream slope is 2.5H:1V with a 12 foot wide berm that serves as an access road along the downstream face of the embankment. The impervious Zone 1 core upstream slope is 2H:1V and the downstream slope is 1.5H:1V. The 14 foot wide embankment crest is at a design elevation of 272.9. Both upstream and downstream slopes are protected with grass. Embankment seepage is controlled by a drain trench near the downstream toe, which contains a 12-inch perforated drain pipe which discharges through the impact basin at the downstream toe.

In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

This outlet works is connected to the water supply system. The second outlet works, which is near the left end of the dam, is similar to the first except it consists of a single 24-inch diameter pipe. The second outlet works provides the emergency drawdown capability. The concrete chute spillway is at the left abutment of the dam. Its crest is 3.0 feet below the design elevation of the top of the dam and is 75 feet long. The approach channel is short and concrete paved. The exit channel is a continuation of the chute. A bridge extends across the spillway crest. It is supported by two piers.

The dam and its appurtenant facilities are considered to be in fair condition. The dam is classified as a Small size structure with a High hazard classification consistent with its potential in the event of sudden failure for extensive property and loss of life downstream along Perkiomen Creek. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood for this 'Small' size dam and 'High' hazard classification is 0.5 to the full Probable Maximum Flood (PMF). As the total storage capacity is nearer the lower limited for the Small size classification, and as the watershed controlled by Deep Creek Dam is small compared to the watershed controlled by downstream knight Dam, the selected spillway design flood is 0.5 PMF. Hydrologic and hydraulic calculations indicate that the spillway structure is capable of discharging about 0.21 PMF without overtopping the embankment at the right abutment. If the right abutment and embankment were raised to the original design elevation, the spillway would be capable of discharging about 0.38 PMF without overtopping. The 0.4 PMF is judged to cause failure of the embankment by overtopping, but failure does not significantly increase the danger to human life or property; thus, the spillway rating for this structure is considered to be Inadequate but not Seriously Inadequate.

Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in fair condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is one-half the PMF. The spillway capacity is adequate for passing 23 percent of the PMF peak inflow without overtopping the dam. Overtopping by the SDF is expected not to cause failure of the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, (2) that the cracked spillway slab be repaired, (3) that the downstream end of the spillway be protected from washouts during large discharges, (4) that the upstream gates be maintained and operated on a regular basis, and (5) that the downstream blow-off valves be maintained and operated on an annual basis.

In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood is 0.5 to 1.0 PMF (Probable Maximum Flood). As the height of this dam is near the lower limit for small size dams, and the existing total capacity is about one-third of the upper limit, the selected spillway design flood is 0.5 PMF. Hydrologic and hydraulic computations presented in Appendix D indicate that, under existing conditions, the spillway can pass about 0.59 PMF without overtopping the embankment. Under design conditions, the spillway can pass about 0.88 PMF without overtopping. Therefore, the spillway system of this structure is considered to be adequate.
