Available in PDF, EPUB and Kindle. Book excerpt: Bear Creek Lake Dam is a rock filled timber crib structure approximately 325 feet long and 17 feet high at its maximum section. An ungated drop spillway with an 158-foot long sharp crested weir is located approximately 60 feet from the right abutment (looking downstream). The 80 acre lake is used for recreation by the residents of Bear Creek Village. It is unknown when the dam was constructed. In the state inspection report of April, 1915 it is stated, 'This dam was constructed a great many years ago, but it has been repaired from time to time, so that more than likely none of the original structure is now in existence.' Examination of the results of the hydrologic and hydraulic analysis indicate that the drop spillway is capable of passing 11 percent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the capacity of the drop spillway is classified as 'seriously inadequate.' The dam is considered to be 'unsafe (non-emergency).'

Book excerpt: Dam G is a homogeneous earthfill embankment with a concrete core-wall. The embankment is 490 feet long and 19 feet high at maximum section. There are two outlet works at the dam. The first outlet works, which is near the right end of the embankment, consists of a concrete intake structure, two 24-inch diameter cast-iron pipes, and a valve house. This outlet works is connected to the water supply system. The second outlet works, which is near the left end of the dam, is similar to the first except it consists of a single 24-inch diameter pipe. The second outlet works provides the emergency drawdown capability. The concrete chute spillway is at the left abutment of the dam. Its crest is 3.0 feet below the design elevation of the top of the dam and is 75 feet long. The approach channel is short and concrete paved. The exit channel is a continuation of the chute. A bridge extends across the spillway crest. It is supported by two piers.

Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Sunrise Lake Dam is judged to be in good condition. The spillway capacity is rated as adequate. The spillway can pass the Probable Maximum Flood (PMF) without overtopping of the dam. The headwall at the conduit outlet is tilted and is considered to be unsatisfactory. In the absence of stability computations showing that an adequate factor of safety exists, the downstream slope is considered to have a marginal factor of safety because of the steepness of the slope.

The dam is considered to be unsafe (non-emergency). Based on visual observations made during the date of the inspection, the dam is considered to be in poor condition.

In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure. Phase I inspections are not intended to provide detailed hydrologic and hydraulic analyses. In accordance with the established Guidelines, the spillway design flood is based on the estimated 'Probable Maximum Flood' for the region (greatest reasonably possible storm runoff), or fractions thereof. The spillway design flood provides a measure of relative spillway capacity and serves as an aid in determining the need for more detailed hydrologic and hydraulic studies, considering the size of the dam, its general condition and the downstream damage potential.

An ungated overflow masonry spillway is located at the approximate midpoint of the embankment. Silver Lake Dam has a maximum storage capacity of 51 acre feet and a maximum height of 15 feet. The dam is therefore classified as 'Small' size structure. Because of the potential for the possible loss of a few lives and appreciable property losses in the damage area, located about 0.6 miles downstream, the dam is considered to be a 'Significant' hazard structure. The selected Spillway Design Flood (SDF) for Silver Lake Dam ('Small' size, 'Significant' hazard) is the one hundred year storm. An examination of the hydrologic and hydraulic analyses indicates that the spillway is not capable of passing the SDF without the dam being overtopped. The spillway is classified as 'Inadequate'. Based on visual observations and a review of the information obtained from the Pennsylvania Department of Environmental Resources, Silver Lake Dam appears to be in fair condition.

The recommended Spillway Design Flood (SDF) for the size and hazard category of the dam varies between 1/2 of the Probable Maximum Flood (PMF) and the PMF. Based on the criteria and the downstream conditions, the selected SDF is the PMF. Based on existing conditions, the spillway will pass about 20 percent of the PMF before overtopping of the dam occurs. Failure of the dam would increase the hazard to loss of life downstream. If the dam were raised to its design elevation, the spillway would pass about 28 percent of the PMF. The spillway capacity would still be rated as seriously inadequate. As a whole, the dam is judged to be in poor condition. Lack of maintenance has caused the spillway to deteriorate to such an extent that it is on the verge of collapse. It is unlikely that the spillway could withstand any flood of significant duration. (Author).

Deficiencies noted during the inspection included the lack of functional drawdown facilities and minor seepage through the masonry near the right abutment. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF has been selected as the SDF due to the size of the dam and reservoir, and the downstream conditions. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 3 percent of the PMF without overtopping the dam. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Lake Quinn Dam is considered to be seriously inadequate, and the dam is judged to be unsafe, non-emergency.

Book excerpt: Wild Acres Lake Dam is located on a branch of Hornbecks Creek in Delaware Township, Pike County, Pennsylvania. The facility is an integral part of the surrounding development known as Wild Acres. The community is nestled in the mountains of Pike County less than five miles west of U.S. Route 209 which parallels the Delaware River in this area. Observations made during the visual inspection indicate the embankment and adjacent dike are in good condition. Heavy brush growth and small trees were observed along the embankment crest and upstream face. No evidence of seepage through the downstream embankment face, excess settlement, sloughing, erosion or animal burrows was encountered by the inspection team. Some rock slope protection has been displaced immediately adjacent the spillway right wingwall, leaving small bare areas on both the upstream and downstream embankment faces. The top of the concrete corewall exhibits excessive cracking and spalling along its entire length except for that portion associated with the dike along the right abutment which is in relatively good condition.
