The poor assessment is based on the inability to closely observe the downstream slopes, potential stability problems of the abutments and the condition of the principal spillway. The structure is classified as a 'small' size, 'high' hazard dam. Corps of Engineer guidelines recommend 1/2 to one times the Probable Maximum Flood for 'small' size 'high' hazrad dams. Baggaley Dam's Spillway Design Flood is 1/2 the Probable Maximum Flood (PMF). Spillway capacity is 'inadequate' because the non-overtopping flood discharge capacity, as estimated using the HEC-1 computer program, was found to be 10 percent of the PMF. The spillway is not 'seriously inadequate' because failure of the structure would not significntly increase the flood stage and risk of loss of life downstream.

Book excerpt: Beaver Dam is an earth embankment approximately 32 feet high and 385 feet long (including spillway). The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

The size classification of the facility is intermediate and the hazard classification is considered to be high. The emergency spillway is capable of discharging the peak inflow resulting from a storm of PMF intensity and is, therefore, considered adequate. It is recommended that the owner: (a) Repair the damaged pond drain gate control and replace the missing manhole cover atop the service spillway riser. Consideration should be given to redesigning the gate control mechanism to protect it from future vandalism. (b) Consult with the U.S.D.A., Soil Conservation Service, to assess the erosion on the upstream slope in the area of the service spillway riser and implement any remedial measures deemed necessary. (c) Curtail the unauthorized vehicular travel across the embankment and repair and reseed any damaged (bare) areas. If control of unauthorized travel is not practical, some provision should be made to protect the embankment from rutting and erosion by placing a layer of gravel or stone across the crest. (d) Develop a formal operation and maintenance manual to ensure the continued proper care of the facility. In addition, a formal warning system should be implemented which provides detailed procedures to protect the lives and property of downstream residents. Included in the plan should be provisions for around-the-clock surveillance of the facility during periods of unusually heavy percipitation.

The emergency spillway is a concrete broad-crested weir structure with a 250-foot crest length located about 320 feet to the left of the right abutment. Based on the visual inspection, operational history, and available engineering data, the dam is considered to be in poor condition. The facility has been essentially abandoned by the current owner and has not been in operation or maintained since 1972. Results of the hydrologic and hydraulic analysis indicate that the facility can accommodate approximately 20 percent of the PMF before overtopping of the embankment occurs. Since the dam's hazard rating is high, and embankment failure would result in an increase in the potential for loss of life downstrean from the dam, the present spillway system is assessed as being seriously inadequate.

The dam and reservoir, owned by the Ligonier Township Municipal Water Authority, are used for water supply. The dam was found to be in good overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 35 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Ligonier Dam. Because of the relative small size of the impoundment the 1/2 PMF was chosen as the SDF. It was determined that during the 1/2 PMF the low area on the embankment would be overtopped by a depth of 0.66 foot and a duration of 4.50 hours. Because a limiting criteria of one foot or greater depth of overtopping and a duration of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.

The outlet works for the dam consist of a control tower 8 feet out from shore which houses a 16 inch gate valve. The outlet conduit is a 36 inch corrigated metal pipe which is encased in 6 inches of reinforced concrete with four anti-seep collars. The dam was found to be in good overall condition at the time of inspection. Several minor items of remedial work should be performed by the owner as soon as practicable. The spillway is considered adequate.

Book excerpt: Based on a visual examination, as well as available engineering data, the dam is considered to be in good condition. Hydrologic and hydraulic calculations indicate that the facility can pass and/or store the flow resulting from the PMF. Additional calculations, however, indicated that if not properly vented, the morning glory spillway may pass through a period when a make and break siphoning action would attend flow. This action would be accompanied by surges at the inlet and outlet ends and by thumping and vibrations within the outlet. Since no design reports are available for the appurtenances, it is not known if this condition was considered during the design. Discussions with owners representatives and local residents also indicated that remedial repair to the outlet works was required at least once and possibly twice since construction. Consequently, it is recommended that a detailed hydraulic and hydrologic analysis be performed to accurately assess the present condition of the outlet and to make any modifications deemed necessary to insure that the outlet will perform adequately under all possible operating conditions.

Book excerpt: Kenda Dam is owned and operated by the Westmoreland Recreation Society, Inc. and is classified as a Small size - High hazard dam. The dam was found to be in poor overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will not pass the 1/2 Probable Maximum Flood (1/2 PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 PMF to Probable Maximum Flood (PMF) is required for Kenda Dam. The 1/2 PMF was selected as the SDF because of the small size of the drainage area and impoundment. During the 1/2 PMF, the dam is overtopped by a maximum depth of 1.24 feet for a total duration of 7.00 hours. It is estimated that, in its present condition, the dam is likely to fail during the 1/2 PMF. Analysis performed to assess the impact of failure of the dam on the damage center downstream indicated that a significant increase in damage would occur compared to conditions if the dam did not fail. Therefore, the spillway is assessed as being seriously inadequate. It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam.
