This thoughtful commentary on project (and program, and portfolio) management as it has developed and has been practiced over the last 60-plus years, and as it may be over the next 20 to 40, draws on examples from many industry sectors around the world. Better price certainty and on-time delivery of good quality assets have been obtained by using PFI contracts. Only 22 per cent of public building projects had exceeded the cost initially expected by the public sector. Under previous contracts up to 73 per cent had overshot the original estimate. Only eight per cent of projects were delayed by more than two months. Public sector project managers were generally satisfied with the design, construction and performance of their PFI buildings. However, NAO did not try to judge whether PFI was the best procurement method for all public sector construction projects.

The Qualifications covered non-compliance with international reporting standards on the treatment of some contracts; lack of audit evidence on the valuation of inventory (worth some £3 billion) and of capital spares (worth some £7 billion); and on the regularity of the Accounts because of the failure to obtain approval for the remuneration package of the Chief of Defence Materiel. The MoD was also five months late in submitting its audited accounts to Parliament. The National Audit Office had found errors in its sample examination of accruals and so the MoD decided to resolve these problems before submitting the accounts. The MoD said they did not have the necessary expertise to manage the financial complexity that featured in the implementation of the Strategic Defence and Security Review so sought assistance. The MoD should ensure its people have the right skills to deal with all financial problems so that they do not need to bring in expensive external accountants. There is also concern about the MoD's reluctance to estimate the full costs of its operations in Afghanistan, Iraq and Libya. The NAO did not consider that the MoD has adequate information, especially with respect to recording the cost of its activities and outputs, to run its business effectively. The MoD should set out its commitment to improving its management information. It is also vital that defence spending remains at more than 2 per cent of GDP in line with the UK's NATO commitment.

Book excerpt: Getting full value for money from the significant investment in the Typhoon project will depend on the Ministry of Defence successfully progressing the delivery of multi-role capability so that the aircraft can be deployed when required and affordably. The 2010 Strategic Defence and Security Review underlined how Typhoon is core to the RAF's combat aircraft capability and emphasised the Government's commitment to develop Typhoon into a fully multi-role aircraft which can conduct both air-to-air and ground attack missions. Typhoon already successfully undertakes air defence tasks and so far MOD has committed a total of £564 million to upgrade Typhoon for the ground attack role. However, it is unlikely to become the aircraft of choice for most ground attack missions until 2018. The cost of the Typhoon project has risen substantially. Despite the MOD's now buying 72 fewer aircraft (down from 232 to 160, a reduction of 30 per cent), the forecast development and production cost has risen by 20 per cent to £20.2 billion. This is a 75 per cent increase in the unit cost of each aircraft. The cost of supporting each aircraft has also risen by a third above that originally expected. Key investment decisions were taken on an over-optimistic basis and costs have risen at a rate the MOD did not predict. The objectives of four partner nations on the project are not fully aligned and decision-making is slow. There have also been problems with spares and other support which mean the RAF is not flying Typhoon as much as planned.
