Project control is a critical linking factor between a number of the key drivers of successful acquisition, including management information, governance and assurance, risk and cost estimating, and ultimately budgeting and funding. The report describes four main levels of a gold standard practice pyramid: establishing and sustaining the right cultural environment; creating clear structure and boundaries; measuring progress and making decisions focused on successful project delivery; reporting to enable strategic decisions. The report finds the strongest message emerging from the analysis is that it is the "softer" factors about building and sustaining relationships (the bottom level of the pyramid) upon which success is predicated. There is a wide variety of performance against the gold standard, and this report presents recommendations to help ensure projects adopt practices closer to the standard. The decision was for the MOD to build two carriers but operate only one, pending the next SDSR. This ship will be converted, using catapults and arrestor gear, to fly a different, more capable, version of the JSF to the one previously planned. This carrier will be available at sea only for an average of 150-200 days each year and fewer of the aircraft will operate from the carrier initially. The introduction of Carrier Strike will be delayed by two years, to 2020. Given the decision to retire the Harrier aircraft and the existing aircraft carrier immediately, there will be a decade-long gap without aircraft carrier capability. The changes will save some £3.4 billion over ten years. Today's report highlights the complex inter-relationship between the various cost, short-term affordability, military and industrial factors involved in the Carrier Strike decision. From the papers it saw, the National Audit Office could not understand how those factors were brought together to enable the MOD to reach a judgement on value for money. The NAO identifies two principal risks to value for money on Carrier Strike. First, the SDSR is unaffordable unless there is a real terms increase in defence funding from 2015 onwards. Secondly, the SDSR decision has introduced more technical, cost and schedule uncertainty.

This report follows on from a two volume NAO report published in November 2006 (HCP 23-I/23-II, 06/07 - ISBNs 9780102943740; 9780102943733), into the major projects of the Ministry of Defence. Evidence was taken by the Committee based on the NAO report, covering three main issues: the impact of the cost saving measures identified by the Departmental reviews in 2005-06; the performance of individual projects; the Department's initiatives to improve acquisition performance. The Department undertook a review of the 20 post-Main Gate projects, which reduced costs by £781 million. With £91 million a HM Revenue & Customs rebate, and £242 million the result of better management of commercial and contractual arrangements. But, £448 million of the costs were reclassified as expenditure in other procurement or support budgets or towards corporate management. The re-allocations have, according to the Committee, achieved cost reductions for individual projects, but do not represent a saving for the Department as a whole. Total forecast costs for the approved projects amounts to £27 billion, some 11% over budget. Forecast in-service dates slipped 33 months in-year, and there is a cumulative delay of 433 months for projects over their lives so far. The Department is now placing increased emphasis on through life management of Defence projects, involving the life-cycle management of the projects, services and activities.
