Book excerpt: On April 22, 1982, the National Airspace Review (NAR) plan was published in the Federal Register (47 FR 17448). The plan encompassed a review of airspace use and the procedural aspects of the Air Traffic Control (ATC) system. This comprehensive plan contained an administrative structure and some detailed task assignments which have resulted in recommendations to the FAA. On April 13, 1984, a revision to the original plan was published in the Federal Register (49 FR 14823). This December 19, 1984, notice outlines changes which have been made to the April 13, 1984, revision. The NAR Plan has been retitled as the National Airspace Review Enhancement (NARE) Plan to reflect the expanded scope of this undertaking. Included is the addition of studies to review the airspace allocation, procedural, and regulatory aspects of improvements scheduled under the National Airspace System (NAS) plan and the shift of program sponsorship from the Associate Administrator for Air Traffic to the Director of Management Systems. Only the studies scheduled through June 30, 1985 are firm commitments. The other studies through 1990 are tentative pending a more detailed review by the Executive Committee.

NextGen is a fundamentally transformative change that is being implemented incrementally over a period of many years. Currently, the FAA is putting into place the foundation that provides support for the future building blocks of a fully operational NextGen. NextGen is a challenging undertaking that includes ground systems, avionics installed in a wide range of aircraft, and procedures to take advantage of the new technology. Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System. This report makes recommendations to include both ground and air elements and document the plan's relationship to the other activities and procedures required for certification and implementation into the National Airspace System.

Each of the three areas covered in this report is treated in detail in the report and supported by quantitative data placed in appendices. Book excerpt: The National Airspace Review (NAR) Enhancement Program is a cooperative government/industry effort to review airspace allocations and the procedural and regulatory aspects of scheduled improvements envisioned under the National Airspace System (NAS) Plan as well as other plans. Its purpose is to identify long-term operational considerations of enhanced systems as they evolve. Improved capabilities resulting from equipment already developed or in the process of development will be examined, with attention being focused on operational considerations rather than specific generation of system requirements. Task Group 4-6.1 of the NAR Enhancement Program convened in Washington, D.C., from January 8 - 10, 1985, and January 29, 1985. This task group was responsible for reviewing and analyzing operational considerations based on the development of enhanced airport surface detection equipment. The recommendations contained herein will be submitted to the Administrator, Federal Aviation Administration, through the NAR Enhancement Executive Steering Committee (EXCOM), for consideration and disposition.
