Phase 2 of the program is currently scheduled to end in late Fiscal Year 1993, with a decision whether to proceed to the experimental flight vehicle phase (Phase 3) to be made at that time. The need for routine space access and U.S. aeronautical leadership makes NASP a national priority. The costs and uncertainties of NASP, however, necessitate reducing its risks. The author raises the following points: (1) the rate of technical progress, cost projections, and potential applications of NASP technology are uncertain; (2) NASP development costs and possible increases may force tradeoffs with other research and development in subsonic aircraft and launch vehicle technology; and (3) the 1988-1989 fiscal year budget will require decisions on major funding increases for flying "technology demonstrators." The author suggests some policy options to be examined: (1) maintain NASP research efforts, but deemphasize operational applications; (2) hedge NASP research by expanding efforts in other space and aeronautical transport programs; and (3) increase National Aeronautics and Space Administration responsibility for NASP work and ease classification restrictions."--Rand abstracts.

Book excerpt: The National Aerospace Plane (NASP) program plans were to develop an experimental aircraft, the X-30, to explore the entire hypersonic velocity flight range. The program's objectives included support of future national security, civil applications, and a reduction in the costs of space launch. This Executive Summary provides an independent assessment of the NASP program. The report discusses a number of features that should be included in demonstration programs with the goal of proving that relevant technologies are sufficiently mature to support the development of vehicles capable of hypersonic missions over a range of flight goals, including, but not restricted to, the special X-30 case as originally proposed (single stage to orbit, very major reliance on multicycle air heating engines.) This Executive Summary includes a review of the early NASP program, from which the authors draw several conclusions concerning NASP, then presents a comparative assessment of NASP's role in the military, and a discussion of missions. This is followed by discussion of critical considerations in technology, prudent risk management, cost estimates, and programmatic issues.

Book excerpt: U.S. efforts to develop and demonstrate an aerospace plane that could achieve low earth orbit using a single stage are focused in the National Aero- Space Plane (NASP) Program. However, the program faces an uncertain future as it competes with other programs for limited federal funding at the same time its costs have escalated and its technologies remain to be developed within an ambitious schedule. Because of these and other concerns, three congressional committees asked GAO to examine various aspects of the NASP Program. This report discusses (1) the status of the program's technology development, (2) changes in the program's projected cost and schedule, (3) the requirements for and the potential mission applications of future operational NASP-derived vehicles and efforts to spin off NASP-developed technology, and(4) issues to be decided in reassessing the direction of the program.

The Air Force became concerned about the NAI's possible consequences on Air Force programs and budget if NAI program decisions differed from Air Force priorities. To examine this issue, it asked the NRC for an independent review of the NAI. This report presents the results of that assessment. It focuses on three questions asked by the Air Force: is NAI technically feasible in the time frame laid out; is it financially feasible over that period; and is it operationally relevant.
