Book excerpt: The authors argue that with the election of the Abe Government in December 2012, Japanese politics has entered a radically new phase they describe as the “2012 Political System.” The system began with the return to power of the Liberal Democratic Party (LDP), after three years in opposition, but in a much stronger electoral position than previous LDP-based administrations in earlier decades. Moreover, with the decline of previously endemic intra-party factionalism, the LDP has united around an essentially nationalist agenda never absent from the party’s ranks, but in the past was generally blocked, or modified, by factions of more liberal persuasion. Opposition weakness following the severe defeat of the Democratic Party of Japan (DPJ) administration in 2012 has also enabled the Abe Government to establish a political stability largely lacking since the 1990s. The first four chapters deal with Japanese political development since 1945 and factors leading to the emergence of Abe Shinzō as Prime Minister in 2012. Chapter 5 examines the Abe Government’s flagship economic policy, dubbed “Abenomics.” The authors then analyse four highly controversial objectives promoted by the Abe Government: revision of the 1947 ‘Peace Constitution’; the introduction of a Secrecy Law; historical revision, national identity and issues of war apology; and revised constitutional interpretation permitting collective defence. In the final three chapters they turn to foreign policy, first examining relations with China, Russia and the two Koreas, second Japan and the wider world, including public diplomacy, economic relations and overseas development aid, and finally, the vexed question of how far Japanese policies are as reactive to foreign pressure. In the Conclusion, the authors ask how far right wing trends in Japan exhibit common causality with shifts to the right in the United States, Europe and elsewhere. They argue that although in Japan immigration has been a relatively minor factor, economic stagnation, demographic decline, a sense of regional insecurity in the face of challenges from China and North Korea, and widening gaps in life chances, bear comparison with trends elsewhere. Nevertheless, they maintain that “[a] more sane regional future may be possible in East Asia.”

As early as the nineteenth century, the women of central Japan's Nagano prefecture in particular provided abundant and cheap labor for a number of industries, most notably the silk spinning industry. Rural women from Nagano could also be found working, from a very young age, as nursemaids, domestic servants, and farm laborers. In whatever capacity they worked, these women became the objects of scrutiny and reform in a variety of nationalist discourses--not only because of the importance of their labor to the nation, but also because of their gender and domicile (the countryside was the centerpiece of state ideology and practice before and during the war, during the Occupation, and beyond). Under the Shadow of Nationalism explores the interconnectedness of nationalism and gender in the context of modern Japan. It combines the author's long-term field research with a painstaking examination of the documents behind these discourses produced at various levels of society, from the national (government records, social reformers' reports, ethnographic data) to the local (teachers' manuals, labor activists' accounts, village newspapers). Book excerpt: In the 1930s and 1940s Marxist academics and others interested in liberal political reform often faced virulent accusations of treason from nationalist critics. In Arbiters of Patriotism, John Person explores the lives of two of the most notorious right-wing intellectuals responsible for leading such attacks in prewar and wartime Japan: Minoda Muneki (1894–1946) and Mitsui Kōshi (1883–1953) of the Genri Nippon (Japan Principle) Society. As fervent proponents of Japanism, the ethno-nationalist ideology of Imperial Japan, Minoda and Mitsui appointed themselves judges of correct nationalist expression. They built careers out of publishing polemics condemning Marxist and progressive academics and writers, thereby ruining dozens of livelihoods. Person traces Japanism’s rise to literary and philosophical developments in the late-Meiji (1868–1912) and Taisho (1912–1926) eras, when vitalist theories championed emotion and volition over reason. Founding their ideas of nationalism on the amorphous regions of the human psyche, Japanists labeled liberalism and Marxism as misunderstandings of the national particularities of human experience. For more than a decade, government agents and politicians used Minoda’s and Mitsui’s publications to remove their political enemies and advance their own agendas. But in time they came to regard both men and other nationalist intellectuals as potential thought criminals. Whether collaborating with the government to crush the voices of class struggle or becoming the targets of police surveillance themselves, Minoda and Mitsui came to embody the paradoxically hegemonic yet arbitrary nature of nationalist ideology in Imperial Japan. In this thorough examination of the Genri Nippon Society and its members, Arbiters of Patriotism provides a tightly argued and compelling account of the cosmopolitan roots and unstable networks of Japanese ethno-nationalism, as well as its self-destructive trajectory.
