Book excerpt: In 1994, the Clinton Administration issued a report, 'Science in the National Interest', which identified new national science goals. Two of the five goals are related to science communications: produce the finest scientists and engineers for the 21st century, and raise scientific and technological literacy of all Americans. In addition to the guidance and goals set forth by the Administration, NASA has been mandated by Congress under the 1958 Space Act to 'provide for the widest practicable and appropriate dissemination concerning its activities and the results thereof'. In addition to addressing eight Goals and Plans which resulted from a January 1994 meeting between NASA and members of the broader scientific, education, and communications community on the Public Communication of NASA's Science, the Science Communications Working Group (SCWG) took a comprehensive look at the way the Agency communicates its science to ensure that any changes the Agency made were long-term improvements. The SCWG developed a Science Communications Strategy for NASA and a plan to implement the Strategy. This report outlines a strategy from which effective science communications programs can be developed and implemented across the agency. Guiding principles and strategic themes for the strategy are provided, with numerous recommendations for improvement discussed within the respective themes of leadership, coordination, integration, participation, leveraging, and evaluation. Book excerpt: The National Aeronautics and Space Administration (NASA) is widely admired for astonishing accomplishments since its formation in 1958. Looking ahead over a comparable period of time, what can the nation and the world expect of NASA? What will be the agency's goals and objectives, and what will be the strategy for achieving them? More fundamentally, how will the goals, objectives, and strategy be established and by whom? How will they be modified to reflect changes in science, technology, national priorities, and available resources? In late 2011, the United States Congress directed the NASA Office of Inspector General to commission a "comprehensive independent assessment of NASA's strategic direction and agency management." Subsequently, NASA requested that the National Research Council (NRC) conduct this independent assessment. In the spring of 2012, the NRC Committee on NASA's Strategic Direction was formed and began work on its task. The committee determined that, only with a national consensus on the agency's future strategic direction—along the lines described in the full NRC report—can NASA continue to deliver the wonder, the knowledge, the national security and economic benefits, and the technology that have been typified by its earlier history. NASA's Strategic Direction and the Need for a National Consensus summarizes the findings and recommendations of the committee.

The hardback version is ISBN 9781680920512 and the paperback version is ISBN 9781680920505. The NASA Space Flight Program and Project Management Handbook (NASA/SP-2014-3705) is the companion document to NPR 7120.5E and represents the accumulation of knowledge NASA gleaned on managing program and projects coming out of NASA's human, robotic, and scientific missions of the last decade. At the end of the historic Shuttle program, the United States entered a new era that includes commercial missions to low-earth orbit as well as new multi-national exploration missions deeper into space. This handbook is a codification of the "corporate knowledge" for existing and future NASA space flight programs and projects. These practices have evolved as a function of NASA's core values on safety, integrity, team work, and excellence, and may also prove a resource for other agencies, the private sector, and academia. The knowledge gained from the victories and defeats of that era, including the checks and balances and initiatives to better control cost and risk, provides a foundation to launch us into an exciting and healthy space program of the future.

The first is to manage two of the communications networks that enable spaceflight operations and research, and the second is to integrate agency-wide telecommunications issues. In 2005, NASA asked the NRC to review the effectiveness of the SCO in carrying out its responsibilities by assessing the overall quality of the space communications program. This report presents a review of each of the program elements within the SCOâ€"the space network, NASA's integrated space network (NISN), spectrum management, standards management, search and rescue, communications and navigation architecture, technology, and operations integration. The review focuses on formulation of plans for each element, plan development methodology, connections with the broader community, and overall capabilities. Recommendations for improving SCO operations and organization are provided.

With many hundreds of satellites launched into space and close to 200 human spaceflights, NASA is a proven leader in space exploration. Most of the US space exploration efforts have been led by NASA, including the Apollo moon-landing missions, the Skylab space station, and later the Space Shuttle. Currently, NASA is supporting the International Space Station and is overseeing the development of the Orion Multi-Purpose Crew Vehicle, the Space Launch System and Commercial Crew vehicles. NASA is also responsible for the Launch Services Program which provides oversight of launch operations and countdown management for unmanned NASA launches. The Historical Guide to NASA and the Space Program contains a chronology, an introduction, appendixes, and an extensive bibliography. The dictionary section has over 500 cross-referenced entries on space missions, astronauts, technical terms, space shuttles, satellites and the international space station. This book is an excellent access point for students, researchers, and anyone wanting to know more about NASA and space exploration.

The guidance and control of spacecraft depend on reliable communication. Scientific data returned to earth are irreplaceable, or replaceable only at the cost of another mission. In deep space, communications propagation is good, relative to terrestrial communications, and there is an opportunity to press toward the mathematical limit of microwave communication. Yet the limits must be approached warily, with reliability as well as channel capacity in mind. Further, the effects of small changes in the earth's atmosphere and the interplanetary plasma have small but important effects on propagation time and hence on the measurement of distance. Advances are almost incredible. Communication capability measured in 18 bits per second at a given range rose by a factor of 10 in the 19 years from Explorer I of 1958 to Voyager of 1977. This improvement was attained through ingenious design based on the sort of penetrating analysis set forth in this book by engineers who took part in a highly detailed and amazingly successful pro gram. Careful observation and analysis have told us much about limitations on the accurate measurement of distance. It is not easy to get busy people to tell others clearly and in detail how they have solved important problems. Joseph H. Yuen and the other contribu tors to this book are to be commended for the time and care they have devoted to explicating one vital aspect of a great adventure of mankind.

Available in PDF, EPUB and Kindle. Book excerpt: Every successful organization needs high-performance teams to compete and succeed. Yet, technical people are often resistant to traditional "touchy-feely" teambuilding. To improve communication, performance, and morale among NASA’s technical teams, former NASA Astrophysicist Dr. Charlie Pellerin developed the teambuilding process described in "How NASA Builds Teams"—an approach that is proven, quantitative, and requires only a fraction of the time and resources of traditional training methods. This "4-D" process has boosted team performance in hundreds of NASA project teams, engineering teams, and management teams, including the people responsible for NASA’s most complex systems — the Space Shuttle, space telescopes, robots on Mars, and the mission back to the moon. How NASA Builds Teams explains how the 4-D teambuilding process can be applied in any organization, and includes a fast, free on-line behavioral assessment to help your team and the individual members understand each other and measure the key driver of team performance, the social context. Moreover, these simple, logical processes appeal strongly to technical teams who eschew "touchy-feely" training. Pellerin applies simple, elegant principles from his physics background to the art teambuilding, such as the use of a coordinate system to analyze the characteristics of team performance into actionable elements. The author illustrates the teambuilding process with entertaining stories from his decade as NASA’s Director for Astrophysics and subsequent 15 years of working closely with NASA and outside business teams. For example, he tells how the processes in the book enabled him to initiate the space mission to fix the Hubble Space Telescope’s flawed mirror. Free downloadable resources will help you: Identify your teammates’ innate personalities Diagram your culture (And compare it to your customer’s) Measure the coherency of your project’s paradigm (Get this wrong and you will be fired!) and Learn to meet people’s need to feel valued by you. Further, you can download and use Pellerin’s most powerful tool for influencing the outcome of any difficult situation: the Context Shifting Worksheet.

Book excerpt: Perhaps just as perplexing as the biggest issues at the core of Earth science is the nature of communicating about nature itself. New Trends in Earth-Science Outreach and Engagement: The Nature of Communication examines the processes of communication necessary in bridging the chasm between climate change and natural hazard knowledge and public opinion and policy. At this junction of science and society, 17 chapters take a proactive and prescriptive approach to communicating with the public, the media, and policy makers about the importance of Earth science in everyday life. Book chapters come from some 40 authors who are geophysical scientists, social scientists, educators, scholars, and professionals in the field. Bringing diverse perspectives, these authors hail from universities, and research institutes, government agencies, non-profit associations, and corporations. They represent multiple disciplines, including geosciences, education, climate science education, environmental communication, and public policy. They come from across the United States and around the world. Arranged into five sections, the book looks at geosciences communication in terms of: 1) Education 2) Risk management 3) Public discourse 4) Engaging the public 5) New media From case studies and best practices to field work and innovations, experts deliver pragmatic solutions and delve into significant theories, including diffusion, argumentation, and constructivism, to name a few. Intended for environmental professionals, researchers, and educators in the geophysical and social sciences, the book emphasizes communication principles and practices within an up-to-the-minute context of new environmental issues, new technologies, and a new focus on resiliency.
