Book excerpt: Geopolitical Exotica examines exoticized Western representations of Tibet and Tibetans and the debate over that land’s status with regard to China. Concentrating on specific cultural images of the twentieth century—promulgated by novels, popular films, travelogues, and memoirs—Dibyesh Anand lays bare the strategies by which “Exotica Tibet” and “Tibetanness” have been constructed, and he investigates the impact these constructions have had on those who are being represented. Although images of Tibet have excited the popular imagination in the West for many years, Geopolitical Exotica is the first book to explore representational practices within the study of international relations. Anand challenges the parochial practices of current mainstream international relations theory and practice, claiming that the discipline remains mostly Western in its orientation. His analysis of Tibet’s status with regard to China scrutinizes the vocabulary afforded by conventional international relations theory and considers issues that until now have been undertheorized in relation to Tibet, including imperialism, history, diaspora, representation, and identity. In this masterfully synthetic work, Anand establishes that postcoloniality provides new insights into themes of representation and identity and demonstrates how IR as a discipline can meaningfully expand its focus beyond the West. Disguised as a merchant, Hamid was actually an employee of the Survey of India, carrying concealed instruments to enable him to map the geography of the area. Hamid did not live to provide a first-hand count of his travels. Nevertheless, he was the advance guard of an elite group of Indian trans-Himalayan explorers -- recruited, trained, and directed by the officers of the Great Trigonometrical Survey of India -- who were to traverse much of Tibet and Central Asia during the next thirty years. Derek Waller presents the history of these explorers, who came to be called "native explorers" or "pundits" in the public documents of the Survey of India. In the closed files of the government of British India, however, they were given their true designation as spies. As they moved northward within the Indian subcontinent, the British demanded precise frontiers and sought orderly political and economic relationships with their neighbors. They were also becoming increasingly aware of and concerned with their ignorance of the geographical, political, and military complexion of the territories beyond the mountain frontiers of the Indian empire. This was particularly true of Tibet. Though use of pundits was phased out in the 1890s in favor of purely British expeditions, they gathered an immense amount of information on the topography of the region, the customs of its inhabitants, and the nature of its government and military resources. They were able to travel to places where virtually no European count venture, and did so under conditions of extreme deprivation and great danger. They are responsible for documenting an area of over one million square miles, most of it completely unknown territory to the West. Now, thanks to Waller's efforts, their contributions to history will no longer remain forgotten.

The Empire wanted to train local agents to gather in-depth intelligence about Tibet--a mysterious kingdom closed off to all outsiders for years--in order to consolidate their position in South Asia and outplay Russia in the Great Game. Equipped with hidden compasses, hundred-bead rosaries (to discreetly measure distances), and an excellent knowledge of Buddhism and the local language, Das set out into the harsh early winter of 1881, through the snow-filled passes of Sikkim and Nepal on his second foray into Tibet. Though an agent of its enemy, Das fell in love with the land of his mission. He stayed at the Tashilhunpo monastery for five months transcribing ancient Buddhist texts, studying the language and teaching English to the Panchen Lama. In his diary, he noted the various customs of dress, cuisine, architecture and the local politics throughout his journey. He also wrote about ordinary village life as he saw it--the extortion of the common people by the Chinese, and the ravages of smallpox in places with little or no medical help. When he finally reached Lhasa, he was struck by the grandeur of the city's ancient shrines and the monasteries dotting its mountains. He even managed an audience with the thirteenth Dalai Lama, then an eight-year-old boy with 'rosy cheeks'. Journey to Lhasa is the account of a treacherous yet illuminating adventure, which paints an intimate portrait of a people and a place that today exist only in memory.

Book excerpt: In the 1990s, Greater China became the subject of debate as the site of either the danger of the “China threat” or the promise of Confucian capitalism. William A. Callahan argues that Greater China presents challenges not only to economic and political order but also to international relations theory. In fact, Greater China, though absent from geopolitical maps and international law, is very much present in economic and cultural exchange and exemplifies the contingent state of international politics. Callahan deconstructs the mainstream geopolitical and political-economic understandings of Greater China, tracing its emergence through an ethnographic analysis of four political “problems” in East Asia: the South China Sea disputes, Sino-Korean relations, the return of Hong Kong, and cross-straits relations.
