Book excerpt: Namibia’s main liberation movement, the South West Africa People’s Organisation (SWAPO), relied heavily on outside support for its armed struggle against South Africa’s occupation of what it called South West Africa. While East Germany’s solidarity with Namibia’s struggle for national self-determination has received attention, little research has been done on West Germany’s policy towards Namibia, which must be seen against the backdrop of inter-German rivalry. The impact of the wider realities of the Cold War on Namibia’s rocky path to independence leaves ample room for research and new interpretations. In West Germany and Namibia’s Path to Independence, 1969-1990: Foreign Policy and Rivalry with East Germany, Thorsten Kern shows that German division played a vital role in West Germany’s position towards Namibia during the Cold War. West German foreign policy towards Namibia, at the height of the Namibian liberation struggle, is investigated and discussed against the backdrop of rivalry with East Germany. The two states’ deeply diverging policies, characterised in this context by competition for infuence over SWAPO, were strongly affected by the Cold War rivalry between the capitalist West and the communist East. Yet ultimately the dynamics of rapprochement helped to bring about Namibia’s independence. This book is based upon a doctoral dissertation presented to the University of Cape Town in 2016. Kern conducted research in the National Archives of Namibia and in German archives and his work draws on interviews with contemporary witnesses.

A History of Namibia opens with a chapter by John Kinahan covering the evidence of human activity in Namibia from the earliest times to the nineteenth century, and for the first time making a synthesis of current archaeological research widely available to non-specialists. In subsequent chapters, Marion Wallace weaves together the most up-to-date academic research (in English and German) on Namibian history, from the mid-eighteenth century to the present. She explores histories of migration, production and power in the pre-colonial period, the changes triggered by European expansion, and the dynamics of the period of formal colonialism. In addition, international and regional organizations have also performed peacekeeping functions. Since the establishment of the first UN peacekeeping mission, UNEF I, in 1956, international lawyers have raised questions about the legal aspects of these operations. Traditionally, they analyzed the constitutional basis for peacekeeping and tried to allocate the authority under the UN Charter for peacekeeping among the Security Council, the General Assembly and the Secretary General. They discussed the use of force by peacekeepers, the applicability of international humanitarian law, as well as the responsibilities and liabilities of peacekeepers. Since the end of the cold war, peacekeeping operations have become more complex. In the first forty years, peacekeepers functioned mainly as buffer zones between warring parties and monitored cease-fires. Nowadays, they are increasingly engaged in internal rather than international conflicts and perform a multitude of tasks. Among others, they act as civilian administrators, oversee elections and monitor human rights. These changes have raised new legal problems. Which human rights obligations exist for peacekeepers? Do peacekeepers have to intervene if they witness war crimes and acts of genocide? How are they protected under international law? What is the legal framework of UN administrations like in Kosovo and East Timor? Increasingly, guerrilla forces have overcome enormous disadvantages and succeeded in extending the period of violent conflict, raising the costs of war, and occasionally winning. Noriyuki Katagiri investigates the circumstances and tactics that allow some insurgencies to succeed in wars against foreign governments while others fail. Adapting to Win examines almost 150 instances of violent insurgencies pitted against state powers, including in-depth case studies of the war in Afghanistan and the 2003 Iraq war. By applying sequencing theory, Katagiri provides insights into guerrilla operations ranging from Somalia to Benin and Indochina, demonstrating how some insurgents learn and change in response to shifting circumstances. Ultimately, his research shows that successful insurgent groups have evolved into mature armed forces, and then demonstrates what evolutionary paths are likely to be successful or unsuccessful for those organizations. Book excerpt: Manganese nodules lying on the ocean floor beyond national jurisdiction and containing such strategic minerals as cobalt, copper, manganese and nickel are currently considered to constitute the highest-valued deep ocean mineral resource and regarded by many as the "common heritage of mankind". Not surprisingly, the exploitation of minerals from the sea bed was one of the most controversial issues discussed at the Third United Nations Conference on the Law of the Sea from 1973 to 1982, which led to the adoption of a new Convention on the Law of the Sea in Jamaica in December of 1982. However, the still ongoing international debate on the Convention I s regime to govern deep-sea mining reveals that the central economic problems involved are far from being defi nitely settled. In view of the importance of this issue, the Kiel Institute of World Economics launched in 1980 a major research project on allocational and distributional aspects of the use of ocean resources. It is with pride that this volume is now put before the public. Together with its predecessors, it is the fruit of a truly international project. Not only does the present volume constitute the first complete synopsis of the large and horticulturally important family Crassulaceae published since the treatment by Berger (1930), but the handbook series as a whole is a landmark in succulent plant literature. The history of the project that eventually led to the publication of the present handbook series was outlined in the Preface to the Monocotyledons Volume, published in the summer of 2001. A short summary of its history will therefore suffice. Handbooks devoted to succulent plants (including cacti) have a long-standing tradition. First treatments covering the family Cactaceae were already published in the 19th century, but the first handbook dealing with the so-called "other succulents", authored by Hermann Jacobsen, was only published in 1954 - 1955, then called "Handbuch der sukkulenten Pflanzen". A revised and en larged English edition was published in 1959 and was repeatedly reprinted subsequently.
