However, the benefits of this trade liberalization have hidden environmental costs that seldom get noticed or accounted. The purpose of this research was to evaluate the hidden cost on water resources by first assessing the virtual water content (VWC) of various types of livestock and livestock products and then quantifying the virtual water flow (VWF) related to trade in livestock and its products between Canada and United States. The study also examined the North American Free Trade Agreement (NAFTA) and evaluated its implications for Canadian water resources.

Book excerpt: This paper examines NAFTA's treatment of water as a "good" (NAFTA Chapter 3) and water as an "object of investment" (NAFTA Chapter 11). Chapter 3 of NAFTA defines what constitutes a good and contains prohibitions against trade restrictions of such goods, while Chapter 11 contains the requirement for all NAFTA parties to provide equal treatment of investors and their investments. In both cases, we conclude that the market-based instruments and measures that the province of Alberta is exploring--the "pricing" of water and the "regulated trading" of water allocations or water licenses--do not obligate the province, or any other province in Canada, to begin bulk water exports under NAFTA.

As trade surges along the US-Mexico border region, population growth and increased demand has stressed both water quality and quantity in this already water-stressed region. This paper examines NAFTA in light of these water resources issues, and the effectiveness of the Environmental Side Agreements to find solutions.
