Book excerpt: This book is the first comprehensive and systematic English-language treatment of Mexico's economic history to appear in nearly forty years. Drawing on several years of in-depth research, Juan Carlos Moreno-Brid and Jaime Ros, two of the foremost experts on the Mexican economy, examine Mexico's current development policies and problems from a historical perspective. They review long-term trends in the Mexican economy and analyze past episodes of radical shifts in development strategy and in the role of markets and the state. This book provides an overview of Mexico's economic development since Independence that compares the successive periods of stagnation and growth that alternately have characterized Mexico's economic history. It gives special attention to developments since 1940, and it presents a re-evaluation of Mexico's development policies during the State-led industrialization period from 1940 to 1982 as well as during the more recent market reform process. This reevaluation is critical of the dominant trend in economic literature and is revisionist in arguing that, in particular, the market reforms undertaken by successive Mexican governments since 1983 have not addressed the fundamental obstacles to economic growth. Development and Growth in the Mexican Economy also details the country's pioneering role in launching NAFTA, its membership in the OECD, and its radical macroeconomic reforms. Carefully argued and meticulously researched, the book presents a wide-ranging, authoritative study that not only pinpoints problems, but also suggests solutions for removing obstacles to economic stability and pointing the Mexican economy toward the road to recovery.

Book excerpt: In the spring of 1976, I had the privilege of serving on a Stanford Research Institute team engaged in examining various facets of the Mexican economy. That study provided the opportunity to visit many government ministries and talk with some of Mexico's leading economists. These professional experiences stimulated me to undertake full-scale research on the growth potential of the Mexican economy, a subject in which I had long been interested and on which I had written from time to time, beginning with my book Income Distribution Policies and Economic Growth in Semi-Industrialized Countries: A Comparative Study of Iran, Mexico, Brazil, and South Korea. 1 The present volume might be regarded as the culmination of this endeavor. The methodological approach here is partly descriptive and partly empirical-illustrative formal models are built on both qualitative and theoretical foundations. To sharpen the issue and put the Mexican economy in perspective, international comparisons are made through-out.

Available in PDF, EPUB and Kindle. Book excerpt: Iron ore is widely distributed over the world and has been mined from ancient times, but Mexico, with a good supply of ore, was a relative newcomer to the ranks of iron- and steel-producing nations. This distinctive book offers a history of the Mexican iron and steel industry through the 1960s. Archaeological evidence, the author states, shows that the indigenous peoples of Mexico had developed a technology of metallurgy—relying on gold, silver, copper, tin and bronze—before the arrival of the Spaniards, but those same peoples had no knowledge of iron. That knowledge and accompanying technology arrived with the conquistadores. Extremely slow development characterized the progress of iron mining in Mexico and until the twentieth century ore mining and metal forging continued to be handled on a small scale. By the turn of the century two occurrences had combined to give Mexico an embryonic steel market: the railroad grid had come to link Mexico’s diverse regions and Porfirio Díaz had used his personal power to eliminate interstate tariff barriers to trade. In 1900 the first integrated steel mill in Latin America was established in Monterrey—the city that was to become the capital of Mexico’s manufacturing sector. Forty years later, shortages of steel imports provided the motivation for the second stage of growth of the steel industry. Much of the book is devoted to the study of this period of growth. William E. Cole tells the whole story in this scholarly study, which has as its twofold purpose a complete examination of the iron and steel industry of Mexico and an assessment of the impact of that industry on other sectors of the economy. Much space is devoted to an analysis of the role of the Mexican government in promoting and regulating the steel industry and to discussion of the efficiency of the promotional tools employed by the government. Further, he studies the status of the industry in the 1960s, its production and its consumption, and presents a projection for the future.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2001. An analysis of the political economy of Mexico's financial reform. It is organized in three parts. The first part - chapters one to four - develops the framework, both historical and institutional. The first chapter outlines the theoretical discussion on state autonomy and develops a simple analytical framework to study public policy decisions. The subsequent three chapters address three main themes: external dependency of domestic states on international capital, political change under President Carlos Salinas and financial policy in Mexico. The second part presents the analysis of three main institutional changes to the financial system - development banking reform, commercial banking privatisation and autonomy of the central bank. Each specific case study shows how the reforms conformed to the ideas of the dominant consensus on economic policy and how they delivered an inefficient incentive structure. The third part - chapter eight - brings together all the elements to explain Mexico's 1994 financial crisis.

Book excerpt: Economic Policy Reform in Mexico: A Case Study for Developing Countries is a five-chapter text about political economy that tries to assess the economic developments in Mexico, especially the attempt at economic reform in the early 1970s. The first chapter examines the period of Stabilizing Development to provide a framework necessary for judging the environment in which the attempts at economic reform were undertaken. This chapter is a piece of applied economics that tries to assess the too frequent attacks against that phase of economic policy. The following three chapters discuss the economic policy objectives of Echeverria's administration, the attempt at tax reform, and the change in the structure and practices of public spending. The final chapter evaluates the experience and draws some inferences about the nature of decision making in economic policy and the constraints faced by a government that wants to use economic policy as an instrument for the promotion of social welfare. This book will prove useful to economists, historians, and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: The relationship between trade policy and industrialization has provoked much controversy. Can trade policy promote economic growth in developing countries? Those actively working in the area are becoming increasingly sceptical about the conventional advice given by international policy advisors and organizations. This volume builds upon earlier theoretical and empirical research on trade policy and industrialization but is the first cross-the-board attempt to review developing country experiences in this realm for twenty years. The experience of fourteen developing countries in the 1970s and 1980s is assessed by the contributors, each of whom have a detailed understanding of their country's recent experience.
