This study explores and analyzes Myanmar's external trade and its trade relations with Southeast Asian nations, many of which are members of the Association of Southeast Asian nations (ASEAN), and raises issues and prospects of economic cooperation with neighbouring countries in the region, including the option for active participation in ASEAN.

IRASEC and the Observatory on Illicit Trafficking wanted to fill this gap by giving the floor to Professor Winston Set Aung, the founder and the director of the Asia Development Research Institute, and director of the Asia Language and Business Academy in Myanmar. He is also an MBA lecturer at the Institute of Economics in Yangon and is involved in several international and regional research programs in partnership with various research institutes including the Institute of Asian Studies, Chulalongkorn University, Thailand; Tokyo University, Japan; and the Institute for Security and Development Policy of Sweden, Stockholm Environmental Institute. The focus of Professor Winston Set Aung’s study is to provide a Myanmar-centric perspective on informal or illegal trade. This paper describes the exchange rate practices in Myanmar, develops a model of foreign exchange markets, and presents the efficiency costs imposed by quasi-fiscal operation under the current exchange rate regime. The results of our model-based analyses indicate that the equilibrium exchange rate under the unified market could be at around K 400-500 per U.S. dollar, and using the equilibrium exchange rate (instead of the official exchange rate) as the accounting rate increases trade openness to more than 20 percent from less than 1 percent measured by official statistics. The total efficiency loss caused by the current multiple exchange rate regime is estimated at about 14-17 percent of GDP in 2006/07.

With an appropriate policy mix, improved business environment and a stable, but reformed political system, the country is expected to fulfill its considerable potential and move ahead with delivering on economic development. As Myanmar starts to rebuild its trade and investment links with the region and the global economy, policymakers and business leaders will need various data, information and advice from analysts and researchers to be able to make proper decisions. Unfortunately this will not be a straightforward process as macroeconomic, trade and investment data for the country are incomplete, and available data are not always reliable. Furthermore, because of the years of isolation imposed on Myanmar, the trade and investment flows recorded during those years do not necessarily reflect the flows that actually occurred, or the patterns of specialization and competitiveness that would have occurred without such isolation. This paper presents a picture of the country's trade and foreign direct investment (FDI) patterns in the past two decades and an introductory survey of selected policies that affect Myanmar's trade and FDI potential within its new political and macroeconomic framework. To provide more complete guidance on the integration of Myanmar's producers into the regional and world economies, a traditional trade competitiveness diagnostics study is necessary. Such an analysis will only be possible once more complete datasets have been compiled after some time of normal trade and investment relations.

Book excerpt: This study analyzes the relationship between foreign trade and economic growth in Myanmar over the period 1990-2014. It covers the annual data of GDP, Export and Import of Myanmar from 1980 to 2014. This study adopts two major methodological approaches - exploratory data analysis and descriptive analysis. For the first approach, Augmented Dickey-Fuller (ADF) unit root test and Granger causality test are used under the framework of Vector Autoregressive (VAR) model, which have almost never been studied for the Myanmar case. The second approach includes the analysis of Myanmar's foreign trade trend with descriptive statistics. The results show that foreign trade did not generate a significant effect on the economic growth of Myanmar. Rather, import growth was negatively influenced by the economic growth of Myanmar. It is found out that exports had been determined by the GDP growth. Thus, growth-driven export strategy had been applied for the period of 1990-2014. Also, there was only one causal run from export growth to import growth. The results conclude that foreign trade did not have significant impact on the economic growth of Myanmar over the period of 1990-2014.
