Available in PDF, EPUB and Kindle. Book excerpt: In the turbulent decade since the ending of the Cold War in Europe, a new element of the international relations of Asia and the Pacific has been the emergence of multilateral security dialogues. Both in governmental arenas such as the ASEAN Regional Forum and numerous "track two" channels including the Council for Security Co-operation in Asia-Pacific, it has been a decade of creative interaction and new thinking. The Asia-Pacific Security Lexicon identifies the key phrases and ideas that have been the foundation of these dialogues, looking at their origins in international diplomacy and tracing their specific adaptation and modification to the conditions of a trans-Pacific setting. Of interest to both theoreticians and practitioners, the Lexicon is at once a handbook for regional diplomacy and an assessment of the factors that have shaped regional discussions.

We must anticipate that, for the foreseeable future, the requirement will be for the sensible management and containment of competitive instincts. The establishment of a multilateral security body in East Asia that includes all the key players, and which the major powers invest with the authority to tackle the shaping of the regional security order, remains a critical piece of unfinished business.

Book excerpt: The ending of the Cold War opened a new debate across the Pacific about the meaning of security and the new regional multilateral institutions that were beginning to emerge. The first edition of the The Asia-Pacific Security Lexicon, published in 2002, identified and defined the key concepts and ideas central to security discourse in the region. This second edition updates all of the entries and examines the origins and meanings of some of the new terms in common usage in a different historical setting, among them "e;terrorism"e;, "e;pre-emption"e;, "e;preventive war"e;, "e;a la carte multilateralism"e;, "e;coalition of the willing"e;, and China's "e;peaceful rise"e;. And it looks at how concepts such as "e;human security"e; and "e;non-traditional security"e; have evolved and found new adherents. Both a diplomatic handbook and theoretical exploration, the Lexicon is based on the analysis of more than 3,000 books, articles, conference reports, and speeches. It does not aim to resolve the disagreements about how words are used. Rather, it makes their evolution clearer for academics and practitioners seeking consensual knowledge.

Available in PDF, EPUB and Kindle. Book excerpt: Demonstrating that none of the various perspectives under review has emerged as the clear winner in the struggle for theoretical hegemony in security studies, this book shows that eclectic perspectives, like democratic realist institutionalism, can better explain peace and security in the Asian Pacific. The Asian Pacific has emerged as one of the most important regions in the world, causing scholars to pay increased attention to the various challenges, old and new, to peace and security there. Peace and Security in the Asia-Pacific: Theory and Practice is a comprehensive, critical review of the established theoretical perspectives relevant to contemporary peace and security studies in the light of recent experiences. Illuminating ongoing debates in the field, the book covers some 20 theoretical perspectives on peace and security in the Asian Pacific, including realist, liberal, socialist, peace and human security, constructivist, feminist, and nontraditional security studies. The first section of the book discusses perspectives in realist security studies, the second part covers perspectives critical of realism. The author's goal is to assess whether any of the perspectives found in nonrealist security studies are capable of undermining realism. His conclusion is that each theoretical perspective has its strengths and weaknesses, leaving eclecticism as the best way to understand the region's dynamics.

Available in PDF, EPUB and Kindle. Book excerpt: New Approaches to Human Security in the Asia-Pacific offers a distinctly Asia-Pacific-oriented perspective to one of the most discussed components of international security policy, human security. This volume of regional experts assess countries that have either spearheaded this form of security politics (Japan and Australia) or have recently advanced to become a key player on various aspects of human security in both a domestic and global context (China). The authors provide an interesting investigation into the continued relevance and promise of the human security paradigm against more 'traditional' security approaches. Accordingly the book will appeal to readers across a wide band of the social sciences (international relations, security studies, development studies and public policy) and to practitioners and analysts working in applied settings.

Book excerpt: New developments in the Asia Pacific are forcing regional officials to rethink the way they manage security issues. The contributors to this work explore why some forms of security cooperation and institutionalisation in the region have proven more feasible than others. This work describes the emergence of the professions in late tsarist Russia and their struggle for autonomy from the aristocratic state. It also examines the ways in which the Russian professions both resembled and differed from their Western counterparts.

The security dangers of the 1990s and beyond are different and more complex than those of the Cold War, and strategic thinkers both in the academic and policy-making spheres must begin to understand the new environment lest they fall into the old trap of planning for the next conflict based on the conditions of the last conflict. This book is designed to survey the new environment, assessing what has changed and what remains the same, and suggesting what types of demands future strategists will face.

Strategy and Security in the Asia-Pacific provides the analytical frameworks needed to make sense of this complex but exciting strategic universe. Offering a unique mix of global strategic thinking and Asia-Pacific security analysis, this book is for readers from Sydney to Seoul who want to put their own local security challenges in a wider regional and global context. It is also for North American and European readers requiring an understanding of the dynamic security developments in the Asia-Pacific region around which so much of global strategy is increasingly based. The really vital questions facing the international community are dealt with here: Why do governments and groups still use armed force? Has warfare really changed in the information age? Why should we be concerned about non-traditional security challenges such as water shortages and the spread of infectious disease? Is a great clash imminent between the United States and China? What are the prospects for peace on the Korean peninsula and between India and Pakistan? Can Southeast Asia survive the challenges of transnational terrorism? What does security mean for the Pacific island countries and for Australia and New Zealand? With contributions from leading commentators and analysts, Strategy and Security in the Asia-Pacific offers a comprehensive and authoritative introduction to the field.

Book excerpt: This monograph provides an analysis of the People's Republic of China's evaluation of multilateralism and its place in Chinese foreign relations in the Asia-Pacific region. In contrast to conventional scholarly wisdom, the author, Dr. Jing-dong Yuan, contends that China is not opposed to multilateral approaches. In fact, Dr. Yuan asserts that China has adopted an approach he dubs "conditional multilateralism." According to Dr. Yuan, China now recognizes that multilateral engagement is unavoidable and indeed can be useful in advancing China's interests. China's embrace of multilateralism, however, varies depending upon the particular forum and specific issue. Furthermore, Dr. Yuan contends China remains leery of entering into arrangements that might constrain its independence and flexibility. This change in China's attitude toward multilateralism is a significant one that has important implications for U.S. national security strategy and for U.S. interests in the Asia-Pacific. The Strategic Studies Institute is pleased to offer this study as a contribution to ongoing analyses and debates over the future roles China will play in the international security environment.
