Book excerpt: Excerpt from Manual of the Statutes and Ordinances Relating to the Public Health: Also the Rules and Regulations Governing the Health Department, 1890 This Manual of the Statutes and Ordinances relating to the Public Health has been prepared for convenience of reference. The principal subdivisions of the Health Department are also described, and the Rules and Regulations governing them are given. For many of the intelligent summaries of the decisions of the Supreme Court of Massachusetts, cited in connection with the Statutes relating to health, we are indebted to the Manual recently issued by the State Board of Health of Massachusetts. The first Board of Health in Boston was established in 1799, under the special statute of February 13, 1799. The first collected edition of the statutes under which this Board acted was published in 1811, and contained also the regulations of the Board. This Board had, in substance, the same powers as the present Board of Health, and was abolished by the first City Charter. The present Board of Health was established by the ordinance of December 2, 1872, and has published annual reports since 1873. From 1822 to 1873 the functions of the Board were exercised through the City Council. The Health Department, created by the Revised Ordinances of 1890, continues the Board as established in 1872 and first organized on January 15, 1873.
