Right now, over five million Americans hold flood insurance policies from the National Flood Insurance Program, which estimates that flooding causes at least six billion dollars in damages every year. Like rivers after a rainstorm, the financial costs are rising along with the toll on residents. And the worst is probably yet to come. Most scientists believe that global climate change will result in increases in flooding. The authors of this book present a straightforward argument: the time to stop a flooding rivers is before is before it floods. Floodplain Management outlines a new paradigm for flood management, one that emphasizes cost-effective, long-term success by integrating physical, chemical, and biological systems with our societal capabilities. It describes our present flood management practices, which are often based on dam or levee projects that do not incorporate the latest understandings about river processes. And it suggests that a better solution is to work with the natural tendencies of the river: retreat from the floodplain by preventing future development (and sometimes even removing existing structures); accommodate the effects of floodwaters with building practices; and protect assets with nonstructural measures if possible, and with large structural projects only if absolutely necessary.

In recent decades, water management has been moving towards nature-based solutions. These are assumed to be much more multi-purpose than traditional “grey infrastructures” and seem to be regarded as a panacea for many environmental issues. At the same time, such measures require more – and mostly privately owned – land and more diverse stakeholder involvement than traditional (grey) engineering approaches. They also present challenges related to different disciplines. Nature-based solutions for flood risk management not only require technical expertise, but also call for interdisciplinary insights from land-use planning, economics, property rights, sociology, landscape planning, ecology, hydrology, agriculture and other disciplines to address the challenges of implementing them. Ultimately, nature-based flood risk management is a multi-disciplinary endeavor. Featuring numerous case studies of nature-based flood risk management accompanied by commentaries, this book presents brief academic reflections from two different disciplinary perspectives that critically highlight which specific aspects are of significance, and as such, underscore the multi-disciplinary nature of the challenges faced.

Book excerpt: Floodplains in California and elsewhere are extremely productive habitats with high levels of biodiversity, yet they are often permanently disconnected from rivers by urban or agricultural development. This poses a potential threat to the many native fish, bird and other species that evolved to take advantage of seasonal floodplain inundation. The traditional restoration approach to this problem would recreate historical floodplain in some places by restoring natural hydrologic and successional processes. However levees, dams, and development prevent this approach in much of California. Reconciliation ecology recognizes this limitation, and encourages instead the re-engineering of human dominated landscapes so that native species and human uses can sustainably co-exist. Flood control bypasses are a particularly promising location for reconciling historical fish and bird uses of floodplain habitats with human uses. However the reconciliation approach requires nuanced management of a complex multi-purpose system. This study proposes the use of formal multi-objective optimization to help planners choose management options that best improve habitat quality for fish and birds with minimal costs to farmers or wetland managers. Models like the one developed here can integrate large amounts of data and knowledge, and explicitly account for the relationships and tradeoffs among different objectives. This is especially useful in reconciliation planning where many uses and variables interact on a landscape, and deliberate re-engineering requires considering many decisions simultaneously. Results suggest several land use changes and inundation management strategies on the Yolo Bypass that can significantly improve seasonal bird and fish habitat at very little cost to farmers and other human uses. The model applications herein demonstrate the usefulness of multi-objective optimization in reconciling managed floodplains, and provide a framework for integrating new knowledge and testing varying assumptions to improve management over time.

Climate change alone is a significant complication but in addition complexities exist trying to identify the most appropriate set of interventions, the area with the highest economical benefit and the most opportune time for implementation. All of these elements pose difficulties to decision makers. Recently, there has been a shift in the current practice for appraising potential strategies and consideration is now being given to ensure flexible, adaptive strategies to account for the uncertain climatic conditions. Real Options in particular is becoming an acknowledged approach to account for the future uncertainties inherent in a flood risk investment decision. Real Options facilitates adaptive strategies as it enables the value of flexibility to be explicitly included within the decision making process. Opportunities are provided for the decision maker to modify and update investments when knowledge of the future state comes to light. In this thesis the use of Real Options in flood risk management is investigated as a method to account for the uncertainties of climate change. Each Intervention strategy is purposely designed to capture a level of flexibility and have the ability to adapt in the future ifrequired. A state of the art flood risk analysis tool is employed to evaluate GB the risk associated to each strategy over future points in time. In addition to Real Options, this thesis also en- explores the use of evolutionary optimisation algorithms to aid the decision making process when identifying the most appropriate long term strategies. Although the risk analysis tool is capable of quantifying the potential benefits attributed to a strategy, it is not necessarily able to identify the most appropriate. Methods are required which can search for the optimal solutions according to a range of performance metrics. Single and multi-objective genetic algorithms are investigated in this thesis as a method to search for the most appropriate long term intervention strategies. The Real Options concepts are combined with the evolutionary multiobjective optimisation algorithm to create a decision support methodology which is capable of searching for the most appropriate long term economical yet robust intervention strategies which are flexible to future change. The methodology is applied to two individual case studies, a section of the Thames Estuary and an area on the River Dodder. The results show the inclusion of flexibility is advantageous while the outputs provide decision makers with supplementary knowledge which previously has not been considered.

The systems approach draws on the fields of operations research and economics to create skills in solving complex management problems. The text is organized into four parts. Part I provides an introductory discussion of disaster management including an overview of the main terms used. Part II is devoted to the introduction of systems theory, mathematical formalization and classification of methods. The material presented in this section should be of practical relevance during the process of selecting an appropriate tool for the solution of a problem. Part III is technical in nature, providing a simulation approach and a detailed description of system dynamics simulation. This section details two areas of application: flood evacuation simulation, and disaster risk assessment. Part IV ends with a chapter covering steps to improve disaster management. Finally parts of the book can be used as a tool for specialized short courses for practitioners. For example a course on 'System analysis for emergency management optimization' could be based on Chapters 3, 4 and parts of Chapter 6. Included in the book is a CD with three computer programs Vensim PLE, LINPRO, and COMPRO. Vensim PLE (Personal Learning Edition) is state-of-the-art simulation software used for the implementation of system dynamics simulation. The other two programs are: LINPRO, a linear programming optimization tool; and COMPRO, for the implementation of the multi-objective analysis tool of compromise programming.
