Earlier in the ICC process, an international conference was held in Trento to address a specific issue that is still unresolved in the post-Rome negotiations: the crime of aggression. Article 5 of the ICC Statute includes aggression, yet the Statute postpones the exercise of its jurisdiction over the crime of aggression until such time as further provisions have been prepared on the definition of this crime and on the related conditions for the Court's intervention. This important volume collects the papers given by the participants at the Trento Conference. The volume is divided into three parts: the historical background of the crime of aggression; the definition of the crime of aggression, in light of proposals in the Preparatory Commission; and various points of view on the relationship between the Court's competence in adjudicating cases of alleged crimes of aggression and the Security Council's competence.

In this eye-opening book, Perry shines a spotlight on these acts, which are often hidden in the shadows of crime reports. She argues that scholarly and public attention to the historical and contemporary victimization of Native Americans as tribes or nations has blinded both scholars and citizens alike to the victimization of individual Native Americans. It is these acts against individuals that capture her attention. Silent Victims is a unique contribution to the literature on hate crime. Because most extant literature treats hate crimesÑeven racial violenceÑrather generically, this work breaks new ground with its findings. For this book, Perry interviewed nearly 300 Native Americans and gathered additional data in three geographic areas: the Four Corners region of the U.S. Southwest, the Great Lakes, and the Northern Plains. In all of these locales, she found that bias-related crime oppresses and segregates Native Americans. Perry is well aware of the history of colonization in North America and its attendant racial violence. She argues that the legacy of violence today can be traced directly to the genocidal practices of early settlers, and she adds valuable insights into the ways in which ÒIndiansÓ have been constructed as the Other by the prevailing culture. PerryÕs interviews with Native Americans recount instances of appalling treatment, often at the hands of law enforcement officials. In her conclusion, Perry draws from her research and interviews to suggest ways in which Native Americans can be empowered to defend themselves against all forms of racist victimization.

The chapters in this book take up a number of empirical, theoretical and substantive issues in criminology and mostly focus on Canada. These include wrongful convictions (which are most likely to ensnare people who are on the margin of society), how the police and other representatives of the CJS operate within an institutional and cultural context that, by and large, sees racialized Canadians as most likely to be criminal, that youth crime is really a criminalization of young people who are poor and Indigenous, as well as connecting terrorism to the dynamics of neoliberal capitalism, among others.

A detailed examination of critical issues facing Latino defendants seeks to better understand the law enforcement process. The history of immigration laws as it pertains to Mexicans and Latinos explains how Mexicans have been excluded from the United States through anti-immigrant legislation. Latino officers must cope with structural and political issues, the community, and media, as these practices and experiences within the American police system are explored. Section Two focuses on the repressive practices against Mexicans that resulted in executions, vigilantism, and mass expulsions.
