Book excerpt: This document reviews the energy use and technology of the industrial sector in California and methodology for making energy use projections to 2050. The industrial sector in California consumes 25% of the state's total energy use and roughly the same portion of the greenhouse gas (GHG) emissions. Most studies examining California's industrial sector and future energy use and GHG emissions are conducted in highly aggregated fashion based historical trends and assumptions about improvements at the sectorial level. None have conducted comprehensive bottom-up assessment examining technological change for each subsector and energy services. The first section describes the purpose of this study, gives an overview of California's industrial energy profile including energy use, major fuel types, and different industrial subsectors in energy modeling system. The section also discusses historical GHG emissions from the industrial sector. Section II examines California's manufacturing energy use, focusing on electric and natural gas energy intensity of manufacturing subsectors by Standard Industrial Classification (SIC) group, and then estimates electricity and natural gas consumption by subsector and end-use services using various methods. The third section describes the energy structure of California's non-manufacturing industries-- oil & gas extraction and combined heat and power (CHP). The study examines the distributions of CHPs in terms of capacity and number of sites in California and the potentials. Industrial end use technologies are examined in Section IV, including detailed description regarding their fuel use and efficiency across all industrial subsectors. This study uses a bottom-up approach to project the structure of the California's energy system efficiencies, costs, service demand growth, energy consumption, and GHG emissions to 2050. The projections are made based on a 2005 base year energy calibration and industrial output forecast taking into account technological change. Scenario analysis is conducted to evaluate the impact of various technology adoption and industrial structure changes on future energy use and GHG emissions. This study demonstrates that all the measures discussed in this study including development of technology efficiency, adoption of best available technology and industrial output reduction could reduce California's industrial GHG emissions at some levels, but none of them alone would make a substantial reduction, beyond 32%. Therefore, the industry needs an integrated strategy framework incorporating all feasible solutions, entailing both technology and economic output, in order to achieve the state's GHG emissions reduction target. This study explores the possible options for California industrial GHG reduction without taking economic factors into consideration. Future work will try to discover the most cost-effective climate strategies to meet the state's carbon mitigation target.

Book excerpt: A baseline profile of Los Angeles County industries is developed using three dimensions of sustainability: greenhouse gas emissions, social sustainability based on wages for workers, and economic viability based on size and growth, with primary emphasis on the first two factors. The metric for assessing greenhouse impacts in different industries and geographic areas is the ratio of jobs to emissions indexed three ways: direct emission from establishment activities, direct emissions from gasoline consumed by customers driving to establishments in private light duty vehicles, and the full life cycle emissions from the supplier chain linked to each establishment as well as from on-site work at each establishment.Direct establishment emissions are estimated using the California multi-regional input-output (MRIO) life-cycle assessment (LCA) model. Life cycle emissions are estimated using the U.S. Economic Input-Output Life Cycle Assessment (EIO-LCA) model. Correction factors for calibrating the models to Los Angeles County are derived from county-level California Energy Commission data breaking out energy consumption by industry as well as from annual changes in the ratio of industry energy consumption to the amount of value added by industries.Overall consumption of electricity and natural gas by industries in the county has remained roughly constant since 2008, with slight progress in increasing the amount of value added to the economy per terajoule of energy consumed. The steep downward trajectory in energy consumption required to meet state and national goals for reducing greenhouse gas emissions is not yet evident. Progress toward sustainability requires an industry trajectory that adds 1) higher levels of value to the economy for each terajoule that is consumed, 2) cleaner sources of power that release less greenhouse gas per terajoule consumed, and 3) higher wages so that all workers are paid enough to support a minimum standard of living.

Book excerpt: We present an analysis of methane (CH4) emissions using atmospheric observations from five sites in California's Central Valley across different seasons (September 2010 to June 2011). CH4 emissions for spatial regions and source sectors are estimated by comparing measured CH4 mixing ratios with transport model (WRF-STILT) predictions based on two 0.1 degree CH4 (seasonally varying "California-specific" (CALGEM) and a static global (EDGAR42)) prior emission models. Region-specific Bayesian analyses indicate that for California's Central Valley the CALGEM- and EDGAR42-based inversions provide consistent annual total CH4 emissions (32.87±2.09 vs. 31.60±2.17 Tg CO2eq yr−1; 68% C.I., assuming uncorrelated errors between regions). Summing across all regions of California, optimized CH4 emissions are only marginally consistent between CALGEM- and EDGAR42-based inversions (48.35±6.47 vs. 64.97±11.85 Tg CO2eq), because emissions from coastal urban regions (where landfill and natural gas emissions are much higher in EDGAR than CALGEM) are not strongly constrained by the measurements. Combining our results with those from a recent study of the South Coast air basin narrows the range of estimates to 43 - 57 Tg CO2eq yr−1 (1.3 - 1.8 times higher than the current state inventory). These results suggest that the combination of rural and urban measurements will be necessary to verify future changes in California's total CH4 emissions.
