The growing importance of multiple electoral arenas suggests that scholars should be cautious about examining single levels in isolation. Taking the multilevel structure of electoral politics seriously requires a re-examination of how the incentives created by electoral institutions affect the behaviour of voters and party elites. The standard approach to analysing multilevel elections is the second-order election (SOE) model, in which national elections are considered to be first-order elections while other elections are second order. However, this model does not provide micro mechanisms that determine how elections in one arena affect those in another, or explain variations in individual voting behaviour. The objective of this book is to explain how party and voter behaviour in a given election is affected by the existence of multiple electoral arenas. It provides original qualitative and quantitative data to examine European, national, and subnational elections in France, Germany, and Spain from 2011-2015. The volume examines party mobilization efforts across multiple electoral arenas, as well as decisions by individual voters with respect to turnout, strategic voting, and accountability. This book provides the first systematic analysis of multilevel electoral politics at three different levels across multiple countries. Book excerpt: All federal systems face an internal tension between divisive and integrative political forces, striking a balance between providing local autonomy and sub-national representation on one hand, and maintaining an integrated political community and sufficient integration to maintain stability on the other hand. This book argues that parties and voters strategically respond to the incentives of federal institutional design to shape the development of arenas of political competition that are either predominantly independent or integrated across levels of the federation. Drawing on a rich collection of original data, including a dataset of aggregate level electoral data from over 2200 federal and state-level elections in seven federations, as well as the author's original dataset on party organizational linkage from a survey of sub-national party elites, this book demonstrates how two aspects of institutional design — the degree of decentralization and the method of power allocation, affect the development of integrated or independent politics as observed through voter behaviour, party systems and party organization. Using a mixed method research design, it demonstrates how voters and parties react to federal institutional design. It also provides nuance in the causal processes at play, demonstrating how party organization, party system structure and voter behaviour interact, to produce a federalism that is predominantly integrating and stability-enhancing or one that is predominantly autonomy- and accountability-enhancing. Electoral Shocks: The Volatile Voter in a Turbulent World offers a novel perspective on British elections, focusing on the role of electoral shocks in the context of increasing electoral volatility. It demonstrates and explains the long-term trend in volatility, how shocks have contributed to the level of electoral volatility, and also which parties have benefited from the ensuing volatility. It follows in the tradition of British Election Study books, providing a comprehensive account of specific election outcomes- the General Elections of 2015 and 2017-and a more general and novel approach to understanding electoral change. The authors examine five electoral shocks that affected the elections of 2015 and 2017: the rise in immigration after 2004, particularly from Eastern Europe; the Global Financial Crisis prior to 2010; the coalition government of the Conservatives and the Liberal Democrats between 2010 and 2015; the Scottish Independence Referendum in 2014; and the European Union Referendum in 2016. The focus on electoral shocks offers an overarching explanation for the volatility in British elections, alongside the long-term trends that have led to this point. It offers a way to understand the rise and fall of the UK Independence Party (UKIP), Labour's disappointing 2015 performance and its later unexpected gains, the collapse in support for the Liberal Democrats, the dramatic gains of the Scottish National Party (SNP) in 2015, and the continuing period of tumultuous politics that has followed the EU referendum and the General Election of 2017. Book excerpt: Citizen Support for Democratic and Autocratic Regimes takes a political-culture perspective on the struggle between democracy and autocracy by examining how these regimes fare in the eyes of their citizens. Taking a globally comparative approach, it studies both the levels as well as the individual- and system-level sources of political support in democracies and autocracies worldwide. The book develops an explanatory model of regime support which includes both individual- and system level determinants and specifies not only the general causal mechanisms and pathways through which these determinants affect regime support but also spells out how these effects might vary between the two types of regimes. It empirically tests its propositions using multi-level structural equation modeling and a comprehensive dataset that combines recent public-opinion data from six cross-national survey projects with aggregate data from various sources for more than 100 democracies and autocracies. It finds that both the levels and individual-level sources of regime support are the same in democracies and autocracies, but that the way in which system-level context factors affect regime support differs between the two types of regimes. The results enhance our understanding of what determines citizen support for fundamentally different regimes, help assessing the present and future stability of democracies and autocracies, and provide clear policy implications to those interested in strengthening support for democracy and/or fostering democratic change in autocracies.
