Book excerpt: Annotation Myanmar is in need of a structural transformation from an agrarian economy to one based more on a mix of modern activities, including manufacturing and services. Modernising the agricultural sector by building linkages to complementary non-agricultural activities - an - agricultural value chain - approach - could set in motion this process of structural transformation. Furthermore, given Myanmar's level of economic development, its large rural population and the weight of agriculture in the economy, a development strategy that puts agriculture and rural development at its core has the potential to make a significant positive impact for millions. This third report of the Multi-dimensional Review of Myanmar synthesises the findings and recommendations from the first two reports according to the following priorities as defined by stakeholders in Myanmar: supporting the agri-food sector's ability to respond to market demand for quality products; introducing innovative models of delivering extension services and training to upgrade agronomic and technical skills; providing the conditions for a vibrant financial system that meet the needs of rural areas; strengthening land rights; engaging citizens in the policy making process; and managing and maximising the benefits of emigration from rural areas.

Book excerpt: Myanmar is emerging from decades of military rule, central planning and economic isolation as it implements political and economic reforms and, as a result, faces fewer international sanctions. The country has great potential for rapid development due to its vast natural resources, abundant labour force and geostrategic location. To assist efforts, ESCAP and OECD conducted a multi-dimensional policy review of Myanmar from the end of 2012 in coordination with the Government of Myanmar. During the review, the lack of information on the business conditions on the ground was found to be a serious impediment to the development of appropriate polices. To address this, a joint business survey with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) was conducted, providing a rich dataset of 3 000 firms in all sectors and regions to help in understanding characteristics and the challenges they face. This publication explores the results in depth, in order to develop policies that address challenges and promote private sector development in Myanmar.

This book was released on 2020-05-29 with total page 17 pages. Available in PDF, EPUB and Kindle. Book excerpt: The measures taken by the Government of Myanmar to contain the transmission of COVID-19 are a necessary and appropriate response. In-depth analysis of measures of this magnitude on firms, households, government, and the economy as a whole is key to the design of policy interventions that can mitigate the economic losses and support a sustained and robust recovery. The economic losses to Myanmar’s economy in 2020 due to the COVID-19 pandemic will be huge – a drop in production on the order of between 6.4 and 9.0 trillion Kyat – and likely will push the economy into a recession or lead to stagnant growth, at best, for the year. Although lockdown policies provide exemptions for most agricultural activities, linkages to other sectors indirectly affect the agri-food sector significantly. The agricultural sector is expected to contract by between 1.1 and 2.4 percent in 2020, and recovery will be slow. Closure of factories will have a large negative economic impact due to the strong linkage effects between manufacturing and upstream primary agriculture and downstream marketing services. Reopening the manufacturing sector is crucial for economic recovery in Myanmar.

Available in PDF, EPUB and Kindle. Book excerpt: After 3 years of historic reforms, Myanmar has entered a pivotal stage in its socioeconomic development. Natural, cultural, and demographic advantages are positioning the country for long-term success, but many challenges and potential pitfalls lie ahead. This publication examines how to leverage the opportunities and offers solutions to the challenges. For Myanmar to achieve its economic transition, considerable investments will have to be made in infrastructure and developing human capital, and progress made on building institutional capacity, a regulatory environment for the private sector to flourish, and a modern finance sector. In all reform efforts, the government should embrace good governance, and strive for inclusive, environmentally sustainable, and regionally connected growth. Ensuring that the benefits of growth are shared broadly and regionally balanced stands out in a crowded development agenda.

Book excerpt: This book offers the assessment of Myanmar’s societal changes, development aspects, and political situation over the course of the nation’s short lived democratic transition disrupted by the coup d’état on 1 February 2021. A multitude of authors with different expertise add new dimensions of analysis to provide a foundation for any future international cooperation in Myanmar’s center and peripheries. The military’s institutionalization of its influence and control in political, economic and social affairs has negatively affected the safety, security and peace of people and their communities at the periphery. This in turn has led the people to undertake local grassroots initiatives towards securing a genuine democratic transition at the local and national level. The chapters probe into Myanmar’s transition and political crisis through in-depth discussion on the issues such as, but not limited to, state fragility, community resilience, political leadership, ethnic women’s organizations, human security, education equality, IDPs and non-state actors, ethnic community-based health organizations, the 2020 election, peace process, development issues, the coup’s destruction, and a new-born unity. The book covers an important collection of inputs from young and prominent scholars alike, offering a valuable resource for general readers, students, and practitioners. The editors present this volume as a vital collection to literature at a time of heated political crisis and societal responses on her current course since the contributors highlight the state of Myanmar by also focusing on the margins, the grassroots, and the recent coup.

Available in PDF, EPUB and Kindle. Book excerpt: Having achieved robust economic growth and remarkable macroeconomic stability over the past 15 years, Paraguay has set a course to become not only more prosperous, but also more inclusive by 2030. To deliver on its development ambition, the country will have to overcome a number of crosscutting constraints that limit progress towards widely shared improvements in citizen well-being, as identified in Volume 1 of the review. Putting Paraguay on a more inclusive development path requires co-ordinated actions to increase the capacity of the state to redistribute, to improve the delivery of public services, and to break the persistence of poverty and inequality across generations. This report discusses policy actions and priorities in three critical areas to make Paraguay’s development more inclusive. It presents in-depth analysis and recommendations to improve the effectiveness of social protection, the delivery of health services, and the formation of skills for all Paraguayans.

Book excerpt: Despite deteriorating economic and developmental conditions, worsening environmental problems, and troubles arising from the unresolved status of its ethnic minorities, Myanmar seems no closer to a political resolution. Myanmar's economy continues to stagnate, with severe implications for its people. Low levels of international assistance have exacerbated the situation. Myanmar the state, community and the environment examines the missed opportunities by government and opposition groups to find a way out of the political impasse and improve the standard of living of the people of Myanmar. This collection provides insights into the country's economic development, in particular the vital rice-marketing sector and the attempts to expand existing industrial zones. It focuses, for the first time, on Myanmar's environmental governance with in-depth case studies, and on the increasing need for effective environmental protection and sustainability..
