Book excerpt: Most accounts of the Spanish transition to democracy have been celebratory exercises at the service of a stabilizing rather than a critical project of far-reaching reform. As one of the essays in this volume puts it, the “pact of oblivion,” which characterized the Spanish transition to democracy, curtailed any serious attempt to address the legacies of authoritarianism that the new democracy inherited from the Franco era. As a result, those legacies pervaded public discourse even in newly created organs of opinion. As another contributor argues, the Transition was based on the erasure of memory and the invention of a new political tradition. On the other hand, memory and its etiolation have been an object of reflection for a number of film directors and fiction writers, who have probed the return of the repressed under spectral conditions. Above all, this book strives to present memory as a performative exercise of democratic agents and an open field for encounters with different, possibly divergent, and necessarily fragmented recollections. The pact of the Transition could not entirely disguise the naturalization of a society made of winners and losers, nor could it ensure the consolidation of amnesia by political agents and by the tools that create hegemony by shaping opinion. Spanish society is haunted by the specters of a past it has tried to surmount by denying it. It seems unlikely that it can rid itself of its ghosts without in the process undermining the democracy it sought to legitimate through the erasure of memories and the drowning of witnesses' voices in the cacaphony of triumphant modernization.

But it has not fully absorbed the uniquely unsettling nature of Latin American race relations, which perpetuate prejudice and inequality, yet are marked by métissage, pervasive borrowing and mimesis. Moreover, it has not integrated its own disruptive feminist branch, and it has taken little interest in either the interwoven history of indigenous religion and hegemonic Catholicism or the evangelical tsunami which has upended so many assumptions about the region’s culture. The book concludes that in Latin America, where inequality and violence are more severe than anywhere else, and where COVID-19 has revealed the deplorable state of the institutions charged with ensuring the basic requirements of life, the time has come to instate a universalist concept of social justice, encompassing a comprehensive approach to race, gender, class and human rights.

La historia de la moda femenina se remonta a los inicios de la humanidad, donde los primeros signos de decoraciones y adornos ya demostraban una preocupación por la apariencia y la diferenciación de roles sociales entre hombres y mujeres. Book excerpt: Since the 1970s, neoliberalism has evolved from ideology to political programme, from political programme to public policy, and from public policy to constitutional rule. This process of change has been made possible through the endorsement of an uncritical, a-historical, and apolitical economic theory that legitimized technocratic despotism, financial deregulation, precarious labour, and constitutional-political emptying. This book examines critical perspectives in mainstream neoliberal development analysis. It examines the neoliberal experiment as a global historical construct through the cases of Africa, Latin America, and Europe. The analysis begins in 1980 with the Structural Adjustment Plans in Latin America and Africa, followed in 1990 by Maastricht in the case of Europe and the euphoric shift that took place, typified by the Africa Rising narrative, which attempts to promote the idea of an economically emerging continent. It also considers the weakness of the state resulting from neo-liberal austerity and fiscal stabilization policies, which have amplified the inability to collectively deal with the social, economic, and political impact of the COVID-19 crisis. One of the key features of the book is the extensive comparative analysis between regions, using case studies, including examples from African countries. The authors connect the different regional perspectives, included in the book, in a clear and coherent way, such that it will appeal to students and scholars interested in the social, economic, and political outcomes of globalization and will also be of interest to official development agencies and third sector organizations in Latin America, Sub-Saharan Africa and Europe.
