Book excerpt: There is no consensus on how strongly the Tax Cuts and Jobs Act (TCJA) has stimulated U.S. private fixed investment. Some argue that the business tax provisions spurred investment by cutting the cost of capital. Others see the TCJA primarily as a windfall for shareholders. We find that U.S. business investment since 2017 has grown strongly compared to pre-TCJA forecasts and that the overriding factor driving it has been the strength of expected aggregate demand. Investment has, so far, fallen short of predictions based on the postwar relation with tax cuts. Model simulations and firm-level data suggest that much of this weaker response reflects a lower sensitivity of investment to tax policy changes in the current environment of greater corporate market power. Economic policy uncertainty in 2018 played a relatively small role in dampening investment growth.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1919, this book traces the growth of War Debt during the First World War, examines the real meaning of the Debt and discusses the proposals for clearing it. As the chief contemporary proposal put forward for meeting the interest and repaying the principal of the Debt was the "Conscription of Wealth", or the "Capital Levy", this provides a main focus for the analysis. The author also examines whether the methods of financing war — by borrowing the required money — is sound and whether it should be replaced by taxation. A plan for the reform of income tax is put forward, designed to yield two-thirds of the revenue needed for a Peace Budget that also addresses the War Debt.

Book excerpt: Social care for older people is a non-core welfare programme financed by a secondary area of the English state that has suffered significant reductions in spending over the past decade. Policymakers recognise that social care has a structural funding problem and there is a broad consensus that an alternative sustainable funding approach is needed to deliver appropriate and equitable levels of social care provision, but policymakers have consistently failed to reform how social care is financed. This thesis explores why implementing meaningful funding reform has proved to be so difficult and suggests possible paths to more sustainable care funding.

Available in PDF, EPUB and Kindle. Book excerpt: As housing supply in England reaches crisis point, Duncan Bowie provides a critical review of housing policy under successive UK governments. From Blair’s New Labour and Cameron’s Coalition government to the 2016 Housing and Planning Act, Bowie demonstrates how successive governments have failed to provide adequate, affordable housing, leading to a chronic lack of provision. Exploring the inter-relationship between housing, planning and land policies, Bowie puts forward a reform programme based on an alternative set of policy priorities and delivery mechanisms, arguing the case for an integrated approach on land, taxation, planning and public investment to provide radical solutions to a growing crisis.

Available in PDF, EPUB and Kindle. Book excerpt: The edited book brings together country experts on populism, ethno-territorial politics, and party competition. It consists of twelve empirical chapters, covering seven Western European states (Austria, Belgium, France, Italy, Spain, Switzerland, and the UK) as well as four Central European states (Croatia, Hungary, Serbia, and Poland). It is a collaboration by scholars from across Europe which contributes to the growing literature on populism by focusing on a relatively unexplored research agenda: the intersection of territoriality, ethno-politics, and populism. Presenting an original perspective contributing experts use case studies to highlight the territorial dimension of populism in different ways and identify that a deeper understanding of the interactions between populist actors and ethno-territorial ideologies is required. This book will be of interest to academics, researchers, and students of European politics, populism, and ethno-territorial politics.

Available in PDF, EPUB and Kindle. Book excerpt: You are paying much more in tax than you think you are What Everyone Needs to Know About Tax takes an entertaining and informative look at the UK tax system in all its glory to show you just how much you pay, how the money is collected and how it affects ordinary people every day. Giving context to recent controversies including the Panama Papers, tax avoidance by multinationals, Brexit and more, this book provides a straightforward explanation of tax and the policy behind it for non-specialists — no accounting or legal knowledge is required. The system's underlying logic is illustrated through three 'golden rules' that explain many of the UK tax regime's oddities, and the discussion focuses on the way things are rather than utopian ideas about how they might be. Case studies show how the VAT on a plumber's bill all adds up; why fraudsters made a movie to throw HMRC off their scent; how a wealthy couple can pay so little tax on a six-figure income; and the way tracing the money you paid for your iPad sheds light why the EU is demanding Apple pay billions extra in tax. Ever the political battlefield, tax is too important for you to rely on media hype for information. It affects everyone, every day, and it pays for voters and taxpayers to know more. This book leaves aside technical detail and the arcana of the tax code to give you a real-world look at how tax works. Learn about the many ways that the tax system separates us from our money Discover how Brexit could change the way we pay taxes Understand how changing tax policy affects people's everyday lives See through the rhetoric surrounding controversies in the media With tax, we have to admit that there are no easy answers. No one enjoys paying them, but without them, the Government would shut down. Seeing through politicians' cant and superficial press coverage is critical for your ability to make the decisions that benefit you; What Everyone Needs to Know About Tax gives you the background and foundational knowledge you need to be a well-informed taxpayer.
