Book excerpt: WATRIAMA AND CO (the title echoes Kipling's STALKY AND CO!) is a collection of biographical essays about people associated with the Pacific Islands. It covers a period of almost a century and a half. However, the individual stories of first-hand experience converge to some extent in various ways so as to present a broadly coherent picture of 'Pacific History'. In this, politics, economics and religion overlap. So, too, do indigenous cultures and concerns; together with the activities and interests of the Europeans who ventured into the Pacific and who had a profound, widespread and enduring impact there from the nineteenth century, and who also prompted reactions from the Island peoples. Not least significant in this process is the fact that the Europeans generated a 'paper trail' through which their stories and those of the Islanders (who also contributed to their written record) can be known. Thus, not only are the subjects of the essays to be encountered personally, and within a contextual kinship, but the way in which the past has shaped the future is clearly discernible. Watriama himself features in various historical narratives. So, too, certain of his confreres in this collection, which is the product of several decades of exploring the Pacific past in archives, by sea, and on foot through most of Oceania.

This is especially the case when tourism intersects with other important arenas for cultural production, both directly and indirectly. Touring Pacific Cultures captures the central importance of tourism to the visual, material and performed cultures of the Pacific region. In this volume, we propose to explore new directions in understanding how culture is defined, produced, experienced and sustained through tourism-related practices across that region. We ask, how is cultural value, ownership, performance and commodification negotiated and experienced in actual lived practice as it moves with people across the Pacific? ‘This collection is a welcome addition to tourism studies, or perhaps we should say post- or para-tourism. Book excerpt: Enele Ma`afu, son of Aleamotu`a, Tu`i Kanokupolu, grew up during a time of unprecedented social and political change in Tonga following the advent of Christianity. Moving to Lau, Fiji, in 1847 when he was about 21, he skilfully exploited kinship links to establish a power base there and in eastern Cakaudrove. His achievements were recognised in 1853 when his cousin King Tupou I appointed Ma`afu as Governor of the Tongans in Fiji. Acting as a putative champion of the lotu, Ma`afu undertook successful military campaigns elsewhere in Fiji and, after adding the Yasayasa Moala and the Exploring Isles to the nascent Lauan state, he was able to establish the Tovata ko Lau, a union of Lau, Cakaudrove and Bua, with himself as head. His power was formally recognised in 1869 when the Lauan chiefs appointed him as Tui Lau, a new title in the polity of Fiji. Ma`afu was now able to challenge Cakobau for the mastery of Fiji. After serving as Viceroy during the farcical planter oligarchy known as the Kingdom of Fiji, Ma`afu underwent a severe humiliation when, in order to maintain his power in Lau, he was forced to accede to the wishes of Fiji’s other great chiefs in offering their islands to Great Britain. He would end his days as Roko Tui Lau, a ‘subordinate administrator’ in the Crown Colony of Fiji, presiding over a province characterised by corruption and maladministration but where the legacy of his earlier innovative land reforms has endured.

Book excerpt: Few people today know that in the nineteenth century, Hawai‘i was not only an internationally recognized independent nation but played a crucial role in the entire Pacific region and left an important legacy throughout Oceania. As the first non-Western state to gain full recognition as a coequal of the Western powers, yet at the same time grounded in indigenous tradition and identity, the Hawaiian Kingdom occupied a unique position in the late nineteenth-century world order. From this position, Hawai‘i’s leaders were able to promote the building of independent states based on their country’s model throughout the Pacific, envisioning the region to become politically unified. Such a pan-Oceanian polity would be able to withstand foreign colonialism and become, in the words of one of the idea’s pioneers, “a Power in the World.” After being developed over three decades among both native and non-native intellectuals close to the Hawaiian court, King Kalākaua’s government started implementing this vision in 1887 by concluding a treaty of confederation with Sāmoa, a first step toward a larger Hawaiian-led pan-Oceanian federation. Political unrest and Western imperialist interference in both Hawai‘i and Sāmoa prevented the project from advancing further at the time, and a long interlude of colonialism and occupation has obscured its legacy for over a century. Nonetheless it remains an inspiring historical precedent for movements toward greater political and economic integration in the Pacific Islands region today. Lorenz Gonschor examines two intertwined historical processes: The development of a Hawai‘i-based pan-Oceanian policy and underlying ideology, which in turn provided the rationale for the second process, the spread of the Hawaiian Kingdom’s constitutional model to other Pacific archipelagos. He argues that the legacy of this visionary policy is today re-emerging in the form of two interconnected movements—namely a growing movement in Hawai‘i to reclaim its legacy as Oceania’s historically leading nation-state on one hand, and an increasingly assertive Oceanian regionalism emanating mainly from Fiji and other postcolonial states in the Southwestern Pacific on the other. As a historical reference for both, nineteenth-century Hawaiian policy serves as an inspiration and guideline for envisioning de-colonial futures for the Pacific region.

But the shots of Sarajevo shattered the Pacific as well as Europe. Within weeks of the outbreak of World war I Western Samoa - German territory to be taken in the war - New Guinea, and the Micronesian lands, were occupied by Australian, New Zealand, and Japanese forces. Current historiography claims that World War I made little difference to the indigenous populations of the Pacific and that this change in colonial masters had little effect on those they ruled. The Neglected War challenges this interpretation. World War I and its aftermath, Hermann Hiery claims, had a tremendous effect on the Pacific Islands, Hiery details the policies pursued by Australia, New Zealand, and Japan, showing how each viewed and treated the indigenous populations. Administered by military officers with little civil oversight, the new colonial regimes employed the mandates they had received at the Paris Peace Conference with impunity. Hiery’s scrupulous review of the evidence, gathered from largely unknown primary sources, has uncovered a story of masquerades and coverups, negligence and duplicity, leading in some cases to full blown atrocities. Most of all, he tells the story of Pacific Islanders ,how they coped with the dramatic changes brought about by the war, and how they tried to influence its consequences. Many Islanders were fully aware that their political destiny was to be redefined after the war, and a few even saw it as an opportunity to achieve independence. This is also the story of their failure. Behind the evidence gathered here lie fundamental questions. How important are the differences in the nature of particular colonial regimes, and what effect do such differences have on indigenous peoples? How do indigenous peoples interpret disparities in colonial rule? This revisionist work addresses these issues while shedding light on a crucial time in the history of the Pacific.
