It offers a comparative approach to the main trends in the development of public cultural policies in Europe. What are the stated objectives of public policies, how are they organised and funded, what sectors do they cover and how do they deal with audiences and artists? These issues are illustrated by extracts from cultural policy reviews of eight European countries: Austria, Estonia, Finland, France, Italy, The Netherlands, the Russian Federation and Sweden.

Available in PDF, EPUB and Kindle. Book excerpt: Anniversaries are a time for reflection and planning. The 10th anniversary of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions provides its Parties and non governmental stakeholders with a significant opportunity to recall its origins, critically review the achievements and, on this basis, form an ambition for the implementation of the Convention for the next ten, twenty, even thirty years. One of the questions asked during this anniversary year is whether or not the implementation of the Convention reflects the vision of its authors. In other words, has it led to the positive changes its drafters envisaged? What steps have been taken to reach the four main goals of the Convention: support sustainable systems of governance for culture; achieve a balanced flow of cultural goods and services and increase the mobility of artists and cultural professionals; integrate culture in sustainable development frameworks; and promote human rights and fundamental freedoms. This new Global Report series presents evidence on the implementation of the Convention goals, with a proposed set of indicators to monitor change and progress over time. Based on the quadrennial periodic reports submitted so far by Parties, as well as other sources, this maiden edition is a first effort to take stock and share information on the challenges encountered, in particular in emerging policy areas, such as digital, public service media, preferential treatment as well as gender and artistic freedom. It investigates how cultural policies may have been re-shaped as a result of efforts to implement the Convention. This Report is also intended to provide evidence for the implementation of the United Nations 2030 Sustainable Development Agenda.

Book excerpt: What are the key issues facing the makers of European cultural policy in the 2lst century? How is cultural policy at the metropolitan, national and European level addressing recent developments that are complicating the cultural and social realities of contemporary Europe? This book offers an innovative assessment of these questions and aims to provoke debates about the way forward for cultural policy in Europe. Based on extensive theoretical and empirical research by an interdisplinary team of international scholars, this volume critically addresses the way in which cultural policy has evolved until now, and develops new conceptual and theoretical perspectives for re-imagining cultural change and complexity. The book offers an interesting set of studies on transcultural flows between some major European metropoles (such as Berlin, London and Paris), on the rather closed realities of other European capitals (like Rome or Ljubljana) as well as on new cultural trends emerging in cities both at the heart and at the periphery of Europe (Vienna and Belgrade). Each contribution questions the relationship between cultural diversity, cultural policy and immigration. The book thus provides new insights into the limitations of the national framework for cultural policy and into the emerging transnational dynamics in European cities.

Book excerpt: Political entities use culture to support their soft power potential, to generate goodwill, to frame international agenda in particular ways, to erect and re-enact boundaries and/or to create societal linkages across them. While the importance of culture has been on the rise in the realm of foreign affairs, its role in this field remains one of the most under-studied aspects of state policy. In this book, a range of international experts take an unprecedented look at what role external cultural policy plays in foreign affairs. The book features historical case studies ranging from European 'civilizing' engagement with nineteenth-century China to uses of Abstract Expressionism as an instrument in the ideological struggles of the Cold War. Conceptual issues ranging from the dynamics of the 'Anglosphere' to the effects of what some term the 'culture of liberal democracy' are addressed. Current trends in the uses of culture in the EU's external relations both from the perspective of institutional developments, policies and practices in the EU and from the perspective of countries engaged by the EU's cultural policies are also discussed in greater detail. The systematic, theoretically informed and empirically supported analyses make this book an indispensable read for scholars and policy makers wishing to gain a new understanding of the role that culture plays in foreign affairs.

Available in PDF, EPUB and Kindle. Book excerpt: The areas of media and cultural policy offer a unique prism through which to understand wider processes of European integration. Questions of European identity, citizenship and community or polity-building clearly resolve themselves as questions of the (non-)emergence of a European ‘communicative space’. At the same time, as a more specific area of policy study, the role which has or may be played by the European institutions themselves in the fostering of such a ‘communicative space’ raises questions as to both the effectiveness and the legitimacy of their interventions. This volume in the European Studies series brings fresh, interdisciplinary insight into this relatively understudied area, making the case for a renewed look at the trajectory of cultural and media policies in the EU. Distinctively, the collection offers a historical and socio-political analysis of major media policies in the European Union, allowing for the contextualisation of recent developments; turns its attention to areas largely neglected by scholarly publishing, such as the press, the culture of the newsroom, and the role of media in an enlarged Europe; and addresses media and cultural policies as an interrelated part of EU construction, through questions of identity and political representation. Media and Cultural Policy in the European Union will be of interest to scholars and students of Cultural and Media Studies, European Studies, and European Integration, as well as appealing to broader Social Science audiences concerned with the politics and policy of cultural diversity.

Available in PDF, EPUB and Kindle. Book excerpt: What happens when cultural policy turns digital? Digital Transformation and Cultural Policies in Europe analyzes and compares different digital cultural policies of Europe. Through case studies of seven European countries (UK, Germany, Croatia, Sweden, Spain, Norway, and Switzerland) as well as the analysis of EU digital cultural policy, the book investigates what happens when cultural policy gets changed and challenged by digital culture. Based on a thorough discussion of key concepts and analytical perspectives, this collection also offers a unique multi-disciplinary contribution that shows how digital cultural policy is hyperconvergent. These policies contain established ideas of cultural policy - such as democratization, welfare, access, and national, protectionist ideas - brought together within a digital framework, while also adding new cultural policy tools and instruments, such as digital standards, international regulations, directives, etc. The book shows how digital cultural policies are works in progress, struggling to align their aspirations with their effectiveness. Overall, this book provides a valuable tool for understanding the current policy framework of digital culture. It will be of interest not only to scholars and students in cultural and creative industries but also to creative professionals and policy makers.
