El resultado principal del estudio incluye el desarrollo de un nuevo modelo lógico del Sistema y su proceso de M&E, apoyado en los enfoques de los Sistemas de Innovación y la Teoría del Programa, basados en la comprensión del papel de los actores. relaciones, procesos, actividades y "cuellos de botella", que prácticamente constituyen subsistemas con sus propias dinámicas. Como una propuesta de política pública, se presentan las características que este mecanismo debe tener para orientar el Sistema a través de la 'toma de decisiones ilustrada", así como consideraciones y recomendaciones para llevar a cabo su implementación. Esta nueva mirada del Sistema, desde la evolución de los en-foques de la gestión del conocimiento, constituye un elemento transformador que vale la pena seguir explorando con la finalidad de contar con sistemas nacionales y territoriales de innovación, direccionados y coordinados hacia el logro de sus metas, que puede ser replicado en otros subsistemas nacionales y que permita, además, superar métodos tradicionales como la gestión por resultados, cuya visión se queda corta al momento de identificar las causas de resultados no esperados y admitir resolverlos con el ejercicio del M&E.

La Red RAET contó con la cooperación de otros colegas del mundo involucrados en el tema de la medición de la innovación en la industria agro alimentaria. La inquietud que motivó la entrada analítica al campo de la innovación obedeció precisamente a la necesidad de prestar atención a un comportamiento lento y fluctuante del sector y a las permanentes dudas sobre su capacidad de hacer la transición que se requiere hacia una agricultura moderna. Basta entender por agricultura moderna al conjunto de tres capacidades: competir en el mercado global de bienes de origen agropecuario que va más allá de lo agroalimentario, producir con calidad los alimentos para los nacionales y, afectar positivamente los territorios donde opera. No se podía dejar por fuera acontecimientos del país que, aunque diferentes entre sí han sido muy influyentes, uno es el pasado reciente y aún el presente, caracterizado por marcos institucionales en conflicto y presencia de la economía apropiativa especialmente en el ámbito rural, y otro es el Sistema de Ciencia y Tecnología agro con dificultades para definir un modelo conveniente.
