Cette convention a pour objectif de donner aux Etats un outil leur permettant de mieux protéger leur identité culturelle. L'ouvrage a pour premier objectif d'offrir une réflexion sur les enjeux qui ont entouré cette ratification et qui toucheront sa mise en œuvre. Les réflexions proposées ont été présentées lors d'un symposium organisé par l'Association internationale de science politique à l'automne 2006, à Montréal, afin non seulement d'évaluer le chemin parcouru - depuis l'idée force d'enchâsser dans un document certaines règles visant à protéger les cultures nationales ou régionales contre une certaine marchandisation des produits culturels -, mais d'envisager certaines perspectives d'avenir une fois la convention adoptée. Plusieurs pays ont mis en place des outils réglementaires et l'objectif de la convention est justement d'aider les États à se doter de cadres juridiques permettant la mise en valeur de toutes les cultures. Mais le grand défi pour les chercheurs et le droit international sera d'évaluer si cette convention est un outil efficace et de mesurer son effet comme outil de promotion et de sauvegarde des cultures du patrimoine mondial.
