This completely revised new edition of the standard text, first published twenty years ago, traces the history of the country from early times to the present day. The authors give particular attention to the evolution of Malay polities and their close links with indigenous groups who lived on the oceans and in the deep jungles of the region, from Sumatra to Borneo. This provides the background to the establishment of the Malay port of Melaka, which was conquered by the Portuguese in 1511, foreshadowing the establishment of a British colonial regime in the late nineteenth century. Although the large numbers of Chinese and Indian migrants who arrived to work in the tin and rubber industries contributed to economic expansion, colonial policies did not encourage communal interaction. The authors trace the process by which post-independence leaders in Malaya attempted to counter the legacy of ethnic hostility while answering Malay demands for an affirmation of their rights and a stronger commitment to Islam. The incorporation of the Borneo states of Sarawak and Sabah into the Federation of Malaysia in 1963 rendered the goal of welding a nation from areas that were geographically separated and culturally disparate even more problematic. The intense emotions attached to issues of race were made tragically evident in the racial riots of May 1969, which this book sees as a watershed in modern Malaysian history. As Malaysia enters the twenty-first century, the government is determined to oversee the transition to an economy focused on manufacturing and advanced technology, and to eliminate poverty and the association between occupation and race. While several recent studies deal with the impact of colonial rule and Malaysia's spectacular economic transition, this book is unique because it tracks developments from early times and identifies continuities as well as change. Book excerpt: This book is a study of the political development of the Malaysian state of Sabah under the administration of Parti Bersatu Rakyat Jelata Sabah (Berjaya - Sabah People's United Party), which controlled the state legislature between 1976 and 1985. It attempts to disentangle the three dominant themes within social scientific studies of Sabah: the issues of federalism, the politics of ethnicity, and the political economy of development. The book argues that the emergence of a developmental discourse under the Berjaya regime in Sabah can largely be traced to its failure to reconcile the localized ethnic politics of Sabah with the demands of a strong central state and thus the need to find an alternative strategy of political support and control. While this strategy proved effective when developmental growth was high during the first Berjaya administration (1976-81), the relative collapse of the state economy from 1982 onwards exposed its ethnic predilections and prefigured declining support for the regime, particularly among the non-Muslim bumiputera groups. Despite the consolidation of federal support for Berjaya under the Mahathir administration, the unravelling of the Berjaya project was by this stage unstoppable. In the final analysis, the attempt to create a more compliant state administration under Berjaya came undone precisely because it failed to take into account the localized dimension of politics in Sabah.

It was only after it was agreed that ethnicity, in itself, is subject to change, were the questions of how and why it changes, possible to answer. This multiplicity of ethnic identities requires that we think of each society as one with multiple ethnic dimensions, of which any can become activated in the process of political competition - and sometimes several of them within a short period of time. Focusing on Malaysia and Indonesia, this book traces the variations of ethnic identity by looking at electoral strategies in two sub-national units. It shows that ethnic identities are subject to change - induced by calculated moves by political entrepreneurs who use identities as tools to maximize their chances of winning elections or expanding support base - and highlights how political institutions play an enormous role in shaping the modes and dynamics of these ethno-political manipulations. The book suggests that in societies where ethnic identities are activated in politics, instead of analysing politics with ethnic distribution as an independent variable, ethnic distribution can be taken as the dependent variable, with political institutions being the explanatory one. It examines the problems of voters’ behaviour, and parties’ and candidates’ strategy in a polity that is, to a significant extent, driven by ethnic relations. Pushing the boundaries of qualitative research on Southeast Asian politics by placing formal institutions at the centre of its analysis, this book will be of interest to students and scholars of Southeast Asian Politics, Race and Ethnic Studies, and International Relations.

What would motivate the people who had for generations hunted and gathered forest products there to act so destructively? In this volume, Amity Doolittle illuminates this and other contemporary land-use issues by examining how resources were used historically in Sabah from 1881 to 1996 and what customary rights of access to land and resources were enjoyed by local people. Drawing upon anthropology, political science, environmental history, and political ecology, she looks at how control over and access to resources have been defined, negotiated, and contested by colonial state agents, the postcolonial Malaysian state, and local people. The study is grounded in methodological and theoretical advances in the field of political ecology, merging the traditions of human ecology and political economy and looking at environmental conflicts in terms of the particulars of place, culture, and history. Doolittle assumes that environmental problems have causes that are complex and changing and that solutions must be specific to time and place. Using a political ecology perspective allows her to focus on the root causes of environmental degradation, exposing the underlying political, economic, and social forces at work. The challenge in the twenty-first century, she writes, is to move beyond blaming local people for resource degradation and to find ways to achieve equitable access to natural resources and more sustainable land use practices. Property and Politics in Sabah, Malaysia has great relevance to development studies, political ecology, environmental planning, anthropology, and legal studies in natural resource management.
