In the context of the current worldwide economic crisis, the challenge of effective and inclusive development cooperation seems more pressing then ever. Today, German and European decision-makers, local authorities, the private sector and civil society, are taking an increasing interest in culture in its various forms as a contributing factor to development on a human scale. It has shown that cultural awareness shows off in terms of economic performance and human development, but also that cultural resources are infinite if one knows how to apply their creative potential. Examples at local as well as at German, European and worldwide levels, show that culture as a resource for development has a high potential for attracting businesses, job creation, generating income and investment, while providing a matrix in which anyone can invent the terms of his or her development. Since culture is dynamic by nature, it provides various well-suited opportunities in the context of the current global crisis and the proceeding loss of identity within our global village. Might not culture, given its rich diversity, be part of the solution for sustainable and more equitable development? Should we not move culture to the forefront of our thinking on models for development and for international dc? And, if yes, what are the obstacles for cultural management? The current context of decreasing availability of public funds for cultural institutions, paired with changing societal expectations and a booming art market make for a new dynamic in the museum sector. The goal of this study is to analyse how primarily publically funded French museums and privately funded American museums adjust to these changes, and to define if one model of financing is better adapted to securing long-term financial stability than the other. A detailed look at the development of cultural policies in both countries establishes the direct correlation between their respective political histories and their museum management policies. The museum financing models, analysed on the basis of data provided by the institutions themselves as well as their financial supporters, reveals significant differences in their evolution. Over the past decade in particular, the French model has undergone major changes in the search for several innovative ways of reaching financial stability, while the American model remained comparatively stable, suggesting that American museums had established a measure of equilibrium in the structure of their financing much earlier than the French. The case study analysis of the Louvre and the Metropolitan Museum of Art illustrates and confirms the study's findings.

"Why, then," Edward Arian asks, "after more than two decades of public subsidy at both federal and state levels, have we failed to achieve cultural democracy?" In this book, Arian makes an eloquent appeal for cultural democracy as a national policy and offers a number of successful state and local programs as models.The Unfulfilled Promise demonstrates that cultural experience is essential for both personal and community development, and for the maintenance of a free and humane society. Therefore, it is a public right, not unlike health or education, and is characterized as such in the enabling legislation of public arts subsidies and agencies. It is clear, however, that public funds, both federal and state, primarily have been used for the gratification of a small elite segment of the population whose cultural milieu is white, Western European, noncontemporary art in traditional, formalized settings. This means that in a country of great cultural pluralism, such as ours, the masses are deprived of the artistic experiences within their own cultures and communities that could be provided by public funding. Moreover, an equally important declared purpose of subsidy, namely, the nurturing and stimulation of our creative artists, is neglected at a great cultural loss.Arian carefully analyzes what is at stake in the competition for cultural experience and how public support has been coopted through the process of interest group politics. Instead, he proposes a policy of cultural democracy consisting of equal representation in decision making and support for all cultures, increased support directed to the specific needs of creative artists, and democratic participation in funding and program determinations at the local level.
