Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comprehensive analysis of the Common Agricultural Policy which imposes high costs on taxpayers and consumers yet has proved very difficult to reform. Particular emphasis is placed on new developments affecting the shape of the CAP, including the outcome of the GATT Uruguay Round negotiations, Eastern enlargement, and developments in environmental policy. A distinctive feature of the book is the attention given to situating European agriculture within its global context and in relation to the food processing and agricultural supply industries.

Book excerpt: Since 2005, the European Union has provided farmers with subsidies that are not linked directly to production of specific crops, through the single payment scheme (SPS), as part of reforms to its common agricultural policy. This book investigates to what extent the SPS has led to the capitalization of support into land values in the EU. Economic theory and empirical findings suggest that the way in which agricultural support is provided to farmers has an influence on land markets. Subsidies tend to become capitalized into land values to some degree, affecting both the sales and rental prices of land. These effects in turn have a bearing on the transfer efficiency of the support and structural change in agriculture. Drawing from a combination of data sources, 11 country and 18 regional studies, this extensive empirical analysis offers preliminary findings of the reaction of EU land markets and asset values to the changes in EU policy.

Available in PDF, EPUB and Kindle. Book excerpt: What is the balance of the European Union’s Common Agricultural Policy more than half a century after its birth? Does it illustrate the virtues of the European model of coordinated capitalism, as opposed to US-style liberal capitalism? Or is it an incoherent set of instruments that exert diverse negative impacts and, like Frankenstein’s monster, seems to have escaped the control of its designers? The Political Economy of the Common Agricultural Policy does not criticize the CAP from the liberal standpoint that views most public interventions in the economy as bad for efficiency and welfare. The CAP has been costly to Europeans, both as consumers and as taxpayers, and has also generated a number of negative impacts upon third countries, but these costs and impacts have been more moderate than is suggested. This book proposes that the issue with the CAP is not a generic problem of coordinating capitalism but, instead, a more specific problem of low-quality coordination. The text argues that profound reform of the European Union’s institutions and policies is required to counter the rapid rise of a more Eurosceptical state of mind but – in the case of agricultural policy – history casts serious doubts on the capacity of the European network of agriculture-related politicians to lead such a reform. This key work is essential reading for researchers, graduate students, and master’s level docents of the Common Agricultural Policy and – more broadly – European Union policy and reform.

Book excerpt: Ulrich Koester researches and teaches at the Institute for Agricultural Economics at the Christian-Albrechts-University of Kiel, Germany. He has been a member of the Scientific Advisory Board of the Ministry of Food, Agriculture and Forestry for over 20 years. Moreover, he gained experience working with the International Food Policy Research Institute in Washington D.C. and with numerous international organizations, including the World Bank, FAO, the European Commission, the European Parliament and the European Court of Auditors. His teaching experience is based on courses taught at more than ten universities in general economics and agricultural economics. Part I of the book lays the theoretical foundations for understanding price formation in product and factor markets. In addition to neoclassical theory, institutional economics is of particular importance. Part II presents and evaluates agricultural policy with special reference to the EU, whereby the evaluation framework goes beyond the usual welfare theory analysis. The book is also a valuable aid for students of economic policy, especially because of its detailed evaluation of individual agricultural market policy instruments. The book is aimed at students at universities, technical colleges as well as politicians interested in rational agricultural policy making.

This book was released on 2012 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines the impact of climate change on cropland in Africa. It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.
