Book excerpt: Many regions in North America are experiencing water shortages, and these conditions are expected to worsen. The next generation of irrigation scheduling applications must therefore be capable of providing operational advice in support of deficit irrigation strategies. However, the theoretical, technical, and practical challenges associated with deficit irrigation scheduling are far more complex than conventional (full) irrigation. This dissertation presents three distinct systems for addressing the analytical challenges of deficit irrigation management. The first section of the dissertation presents a simulation framework for agro-ecological simulation. The objective was to develop a method to enable the assembly of simulation models from previously and independently developed component models. Based on a requirements analysis of existing simulation models we developed the ModCom simulation framework. ModCom provides a set of interface specifications that describe components in a simulation. ModCom also provides implementations of the core simulation services. The framework interfaces use well-defined binary standards and allows developers to implement the interfaces using a broad range of computer languages. The Second section describes the Irrigation Efficiency Model (IEM). IEM explicitly analyzes irrigation efficiency, accounts for spatial variability of soil properties and irrigation uniformity, performs simultaneous scheduling for all fields in the farm, accounts for energy use and its associated costs, and uses both ET and soil moisture measurements to enhance the accuracy of the irrigation schedules. IEM was developed specifically for implementing Deficit Irrigation and therefore includes analyses that go beyond the requirements of conventional irrigation scheduling. The third section describes Irrigation Management Online (IMO), a web application for optimum irrigation management. This system uses IEM to generate and deliver irrigation scheduling recommendations. IMO has been developed specifically to support irrigation management when either water supplies or delivery system capacities are limited. To mitigate the complexities of irrigation constraints the system has been designed so that the irrigation manager is an integral part of the irrigation optimization procedure. The final section outlines some of the key challenges that the next generation of schedulers must overcome in order to meet the needs of agricultural irrigation in an increasingly water short future. In addition, this section will discuss how irrigation advisory programs will need to operate differently in terms of what they do and how they do it.

Book excerpt: Une nouvelle méthodologie fondée sur l'interfaçage de la géochimie et de la biologie a été utilisée pour étudier la durabilité d'un système d'agriculture irriguée face aux changements globaux (climat et urbanisation). L'étude de sa durabilité nécessite une vision dynamique spatio-temporelle de l'évolution d'un agrosystème irrigué, ici le système « irrigation - prairie (plante) - sol - nappe ». Pour cela, deux démarches sont utilisées : l'étude de terrain et la modélisation. L'étude de terrain comprend des suivis temporels et spatiaux de la qualité des eaux de surface, de la nappe phréatique et de la qualité du foin des prairies. La modélisation consiste en un modèle biogéochimique prenant en compte l'ensemble des compartiments réactionnels du système. Le fil directeur est constitué par les mécanismes d'acquisition de la composition chimique de l'eau lors de son transfert dans le sol depuis eau d'irrigation jusqu'à l'eau de nappe. Ces mécanismes sont étudiés du double point de vue de leurs bilans géochimiques et des réactions sol / solution. L'acquisition de données porte ainsi sur : (1) la composition chimique des eaux d'irrigation et des eaux souterraines de la nappe ; (2) la minéralogie des sols ; (3) la nature des engrais apporté ; (4) la quantité des éléments chimiques prélevés et exportés par les plantes. Le modèle biogéochimique consiste à interfacer le modèle de culture STICS et le modèle de géochimie PHREEQC. Ce modèle est capable de rendre compte de l'évolution des eaux lors de leur parcours dans le sol et de mettre en évidence les processus majeurs qui déterminent la qualité de l'eau ; en sortie, il permet d'établir des indicateurs géochimiques pertinents pour la gestion du système. Cette méthode est appliquée aux prairies irriguées en la Crau, au Sud de France. Le système d'irrigation gravitaire par les eaux de la Durance depuis le 16e siècle sur la Crau a construit un système agricole durable en amenant des alluvions sur les terres irriguées, sur lequel poussent les prairies (le foin de Crau (AOP)). De plus cette irrigation participe à plus de 70% au renouvellement des eaux de la nappe phréatique. L'analyse des données sur une longue durée (1960-2013), l'acquisition de données récentes et la modélisation montrent l'originalité et la durabilité de cet agrosystème irrigué et sa résilience face à une augmentation de température de 2°C, tant en ce qui concerne les rendements que la qualité du foin. Cependant dans la perspective des changements globaux, les prévisions tablent sur une disponibilité en eau pour l'irrigation en diminution, de plus des changements d'occupation du sol (10% de la surface totale), avec une réduction des prairies irriguées. Ceci risque de remettre en cause la durabilité de l'agrosystème irrigué et partant l'approvisionnement en eau à partir de la nappe de toute l'économie locale (300 000 habitants, les industries lourdes du site de Fos-sur-Mer).

Pour cela, elle s'appuie sur l'analyse de nombreux cas concrets : surtout au niveau français, mais aussi des pays en développement, comme le Pakistan, ou encore l'étude bibliographique de pays comme les Etats-Unis. Cette recherche a aussi mobilisé la théorie économique, abondante sur la tarification d'un bien public produit à rendements d'échelle croissants et sur l'information via la théorie de l'agence. La méthode proposée comporte plusieurs étapes. La première consiste a déterminer les acteurs-clé de la gestion de l'eau dans la zone analysée : schématiquement, l'Etat, le gestionnaire et les agriculteurs. Il faut alors identifier et hiérarchiser les objectifs de ces acteurs, en terme d'efficience, d'équité et de recouvrement des coûts de gestion du système. Des modèles de comportements doivent ensuite être élabores. Ils doivent intégrer les différents objectifs et les contraintes mais sans oublier le niveau d'information dont disposent les divers acteurs : ces derniers sont en effet opportunistes et profiteront de toute asymétrie d'information dans la gestion pour maximiser leur utilité individuelle, souvent au détriment du bien-être collectif dans un contexte de conflits d'usages. Ces modèles permettent de déterminer les réactions des différents acteurs face à la mise en place de divers instruments de gestion de l'eau comme la tarification, le quota ou le marché de l'eau. Enfin, les résultats obtenus doivent être comparés aux objectifs recherches pour déterminer l'instrument à adopter. De manière générale, la tarification permet une allocation de la ressource en indiquant aux différents usagers la rareté de l'eau mais aussi de recouvrir les charges supportées par le gestionnaire. Le quota est un instrument d'allocation autoritaire de la ressource et de ce fait peut facilement tenir compte de critères d'équité. Enfin, les marches de l'eau permettent une réallocation de la ressource lorsque l'allocation initiale n'a pas permis d'atteindre l'efficience. C'est pourquoi, du fait des différents objectifs qu'ils permettent d'atteindre, ces instruments, au lieu d'être concurrents peuvent être utilises simultanément.
