Book excerpt: Today, increases of so-called ‘low-skilled’ and temporary labour migrations of Pacific Islanders to Australia occur alongside calls for Indigenous people to ‘orbit’ from remote communities in search of employment opportunities. These trends reflect the persistent neoliberalism within contemporary Australia, as well as the effects of structural dynamics within the global agriculture and resource extractive industries. They also unfold within the context of long and troubled histories of Australian colonialism, and of complexes of race, labour and mobility that reverberate through that history and into the present. The contemporary labour of Pacific Islanders in the horticultural industry has sinister historical echoes in the ‘blackbirding’ of South Sea Islanders to work on sugar plantations in New South Wales and Queensland in the late nineteenth and early twentieth centuries, as well as in wider patterns of labour, trade and colonisation across the Pacific region. The antecedents of contemporary Indigenous labour mobility, meanwhile, include forms of unwaged and highly exploitative labouring on government settlements, missions, pastoral stations and in the pearling industry. For both Pacific Islanders and Indigenous people, though, labour mobilities past and present also include agentive and purposeful migrations, reflective of rich cultures and histories of mobility, as well as of forces that compel both movement and immobility. Drawing together historians, anthropologists, sociologists and geographers, this book critically explores experiences of labour mobility by Indigenous peoples and Pacific Islanders, including Māori, within Australia. Locating these new expressions of labour mobility within historical patterns of movement, contributors interrogate the contours and continuities of Australian coloniality in its diverse and interconnected expressions.

Unlike the movement of capital, and despite significant returns to mobility, labor movement remains highly restricted and politically sensitive. To circumvent this problem, the use of bilateral labor agreements (BLAs) may serve as a potential complementary means of increasing temporary labor mobility, particularly among workers in the services sector. BLAs are generally not part of trade agreements, nor are they designed to promote services exports by the sending country, although they could be used to do so. Let Workers Move: Using Bilateral Labor Agreements to Increase Trade in Services assesses what has been achieved so far in trade agreements in terms of the temporary movement of services providers and explores how BLAs might allow countries--especially developing countries--to focus on the temporary movement of very specific categories of workers, such as computer programmers or electricians within the construction sector. It also reviews case studies from Europe, North America, the Caribbean, and the Pacific to examine the viability and performance of BLAs as a complement to other efforts to liberalize the temporary movement of people. This book will be useful to policymakers interested in expanding opportunities for services trade, academics in developing countries interested in trade as a development tool, and experts involved in trade negotiations. It sets out some working hypotheses on the determinants and socioeconomic implications of South-South migration. Contrary to popular perception that migration is mostly a South-North phenomenon, South-South migration is large. Available data from national censuses suggest that nearly half of the migrants from developing countries reside in other developing countries. Almost 80 percent of South-South migration takes place between countries with contiguous borders. Estimates of South-South remittances range from 9 to 30 percent of developing countries' remittance receipts in 2005. Although the impact of South-South migration on the income of migrants and natives is smaller than for South-North migration, small increases in income can have substantial welfare implications for the poor. The costs of South-South remittances are even higher than those of North-South remittances. These findings suggest that policymakers should pay attention to the complex challenges that developing countries face not only as countries of origin, but also as countries of destination.

Book excerpt: The East Asia and Pacific (EAP) region has an international emigrant population of more than 21 million people who remitted US$112 billion to their home countries in 2013. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. An aging population in many East Asian countries will create significant labor shortages, leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia, with important implications for reducing poverty and supporting sustainable economic development in the region. In this context, International Migration and Development in East Asia and the Pacific analyzes the impact of migration on development of the EAP region and examines how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration. This report shows that in labor-sending countries remittances help reduce poverty significantly by increasing income for migrants’ families. At the country level, remittances have a significant role in helping finance trade deficits and in bolstering reserves, not only in the small Pacific Island economies but also in large economies such as Vietnam and the Philippines. For labor-receiving countries, such as Malaysia, Singapore, and Hong Kong SAR, China, migrant workers form a significant part of the workforce, especially in labor-intensive manufacturing, construction, plantation agriculture, fishing, and household services. Migrant workers thus help relieve labor shortages, boost output, and maintain competitiveness. The role of migrant workers will become more important in the future given the rapid population aging in many labor-receiving East Asian countries. Given these factors, the key question concerning international migration in East Asia and the Pacific is not whether it is desirable but how it should be managed in the future. International Migration and Development in East Asia and the Pacific discusses a range of policy options in both labor-sending and labor-receiving countries to address this question.
