Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: The evidence that women both drive agricultural production and rely on it for their livelihoods means that greater financial and informational service provision to women, especially through digital channels, could increase the efficiency and effectiveness of their labor. While the numerous barriers to women's access to Digital financial Services (DFS) are clear, clarifying the best methodologies by which to overcome these is both dependent on situational context and still subject to research and testing. This report provides the state of play of current and promising efforts that use mobile technology and digitized data to close the gap in access to finance for women in agriculture. It includes three components: 1) a review of the financial characteristics and needs of women in agriculture, based on an extensive literature review; 2) a stock taking of initiatives that use mobile technologies and digitized data for agricultural finance and women's financial inclusion; and 3) an analysis of gaps in existing initiatives that would increase access to DFS by women farmers, laborers and women-owned agricultural MSMEs. The report also examines the regulatory environment around DFS and ways that regulators are working to increase responsible access to women.

Book excerpt: As new technologies and business models evolve, they have a growing impact on economies and societies worldwide. Digital transformation has enabled countries to foster inclusive and sustainable development, particularly in traditionally disadvantaged areas. The digital age has advanced mobile technology that has improved global communication accuracy, economic activity, social inclusion, and productivity in industries such as agriculture, health, education, and finance. However, although telephone penetration is increasing in developing countries, their use for financial services provision is still at an early stage and mostly associated with traditional banking. Due to this, bridging the financial inclusion gap between urban and rural poor has remained a challenge. While there are some developing countries that have embraced mobile phone-based money also known as 'Mobile Money' to serve low-income, unbanked populations, it is still unclear what characteristics, preferences, and needs could motivate its ignition other developing countries. Through an in-depth review of literature on financial inclusion and technology usage, this paper is primarily focused on bringing mobile money (MM) best practices that can be used to enhance financial inclusion in developing countries. Results indicate that individual's perception of technology including perceived usefulness, perceived ease of use, trust and perceived risks, followed by social and organizational factors are core for the use of MM to enhance financial inclusion.

Book excerpt: The aim of this publication is to provide a comprehensive assessment of the current state of financial inclusion among the Kenyan youth, especially those residing in rural and financially underserved areas. In particular, the study seeks to illustrate the clear linkage between the substantial financial access gap faced nowadays by the Kenyan youth and their inability to pursue high value-added entrepreneurial opportunities, chiefly in the agribusiness sector. The study sets out to analyze the core constraints and opportunities associated with the provision of tailored financial services to young Kenyans (especially first-time entrepreneurs), while showcasing the essential role that key supporting actors (such as the government, international development institutions, NGOs, foundations and many others) can play in fostering the provision and uptake of such services.

It also seeks to showcase how digital financial services have been used – in both traditional and innovative ways – to mitigate the impact of the COVID-19 crisis on economies and societies, by both public and private actors.

Book excerpt: Digital financial services have been a key driver of financial inclusion in recent years. While there is evidence that financial inclusion through traditional services has a positive impact on economic growth, do the same results carry over for digital financial inclusion? What drives digital financial inclusion? Why does it advance more in some countries but not in others? Using new indices of financial inclusion developed in Khera et. al. (2021), this paper addresses these questions for 52 developing countries. Using cross-sectional instrument variable procedure, we find that the exogenous component of digital financial inclusion is positively associated with growth in GDP per capita during 2011-2018, which suggests that digital financial inclusion can accelerate economic growth. Fractional logit and random effects empirical estimation identifies access to infrastructure, financial and digital literacy, and quality of institutions as key drivers of digital financial inclusion. These findings are then used to help inform policy recommendations in areas related to the digitization of financial services to promote financial inclusion.

Ever since people have grown crops, raised livestock, and caught fish, they have sought information from one another. Today, ICT represents a tremendous opportunity for rural populations to improve productivity, to enhance food and nutrition security, to access markets, and to find employment opportunities in a revitalized sector. ICT has unleashed incredible potential to improve agriculture, and it has found a foothold even in poor smallholder farms. ICT in Agriculture, Updated Edition is the revised version of the popular ICT in Agriculture e-Sourcebook, first launched in 2011 and designed to support practitioners, decision makers, and development partners who work at the intersection of ICT and agriculture. Our hope is that this updated Sourcebook will be a practical guide to understanding current trends, implementing appropriate interventions, and evaluating the impact of ICT interventions in agricultural programs.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on Kenya’s path-breaking mobile money project M-Pesa, this book examines and critiques the narratives and institutions of digital financial inclusion as a development strategy for gender equality, arguing for a politics of redistribution to guide future digital financial inclusion projects. One of the most-discussed digital financial inclusion projects, M-Pesa facilitates the transfer of money and access to formal financial services via the mobile phone infrastructure and has grown at a phenomenal rate since its launch in 2007 to reach about 80 per cent of the Kenyan population. Through a socio-legal enquiry drawing on feminist political economy, law and development scholarship and postcolonial feminist debate, this book unravels the narratives and institutional arrangements that frame M-Pesa’s success while interrogating the relationship between digital financial inclusion and gender equality in development discourse. Natile argues that M-Pesa is premised on and regulated according to a logic of opportunity rather than a politics of redistribution, favouring the expansion of the mobile money market in preference to contributing to substantive gender equality via a redistribution of the revenue and funding deriving from its development. This book will be of particular interest to scholars and students in Global Political Economy, Socio-Legal Studies, Gender Studies, Law & Development, Finance and International Relations.

Book excerpt: The publication looks at innovations happening at all stages of the food value chain: from production to manufacturing and retailing. This also includes the extended value chain, for example input supply, financial services and agribusiness support services. Yields are improving and primary production is becoming more resilient as a result of digital technologies such as precision agriculture, agricultural drones, and digital farming services and marketplaces; and novel business models such as plant factories, crowdsourcing for farmers. Data and robotics help lift productivity and food safety in the manufacturing process. Online grocery commerce and food delivery services are revolutionizing the way consumers purchase food. Distributed ledger technology, such as blockchain, allows making payments and tracing back food products along the chain in order to increase transparency and trust. New business models are springing up to shorten the chain by removing or shifting stages and to make it fairer and greener, stimulated by enabling technologies and changing customer behaviours. Innovations such as these are discussed and illustrated by almost 200 practical examples from 21 countries in the Asia-Pacific region, across various types of firms and commodities. By observing emerging trends and providing concrete examples, the book discusses the nature of these innovations, how they are affecting food systems and value chains, positively or negatively, and how to deal with trade-offs. It concludes with a reflection on the impacts of these innovations, the policy solutions identified, and lessons learned to future-proof the region’s food systems, particularly in the wake of the COVID-19 pandemic.
