Book excerpt: The UN has adopted a "responsibility to protect" mandate for humanitarian intervention in civil wars - but there is no institutional basis for carrying out that mandate. Patricia Marchak argues that unless would-be interveners have an understanding of local issues, agents who speak local languages, and a military force fully prepared to undertake both peaceful and military missions on short notice, UN and other attempts to intervene are unlikely to succeed. While UN-sponsored international criminal courts have been successful in obliging leaders to accept responsibility for their actions during bitter internal wars, Marchak argues that they may not be the best means of bringing truth and reconciliation to survivors. Based on the principle of individual responsibility, they are not designed to deal with collective crimes against humanity and genocide, nor are they good instruments for dealing with the breakdown of societies. Bringing together her own field interviews, documentary material, and secondary sources, Marchak critically assesses the recent history of international interventions and criminal prosecutions. She examines three cases in detail: Cambodia, Rwanda, and the former Yugoslavia in its current forms of Bosnia and Serbia, considers their international context prior to and during internal wars, and argues that each case has to be understood in its own context and history - there is no common pattern and no easy fix that could mend broken societies after the wars. No Easy Fix is of interest to anyone concerned with how the international community deals with civil wars that involve serious crimes against humanity.

Tako prenosi znanje i na druge, da se duboko zamisle nad životom koji vode u današnje moderno vreme. Nadam se da će objaviti još knjiga koje rasvetljavaju put umu pravednika i duboko verujućeg čoveka. Uz poštovanje ovog dela, želim ti uspeh i veliku čitanost!

This development is visible through the new challenges posed to modern Peace Support Operations (PSO), intended as an umbrella definition covering different types of post-conflict peace operations, be these mandated under Chapter VI or Chapter VII of the United Nations Charter, with either peace-keeping, peace-enforcing or even peace-building goals. The aim of this volume is primarily to provide guidance, in the format of a handbook, to those deployed in the field and who are confronted with legal issues. In order to achieve this goal, the handbook is structured as follows: after this introduction, Part II addresses the general question whether law enforcement shall be a PSO task. Law enforcement is perceived by some states as a matter of self-defense.Part III then addresses the limits and possibilities of law enforcement by PSO.The discussion continues with Part IV, which provides some practical tools for those deployed to the field. Book excerpt: With the fall of communism and the breakup of Yugoslavia, the successor states have faced a historic challenge to create separate, modern democracies from the ashes of the former authoritarian state. Central to the Croatian experience has been the issue of nationalism and whether the Croatian state should be defined as a citizens’ state (with members of all nationality groups treated as equal) or as a national state of the Croats (with a consequent privileging of Croatian culture and language, but also with a quota system for members of national minorities). Sabrina P. Ramet and Davorka Mati´c have gathered here a series of studies by important scholars to examine the development of Croatia in the aftermath of communism and the war that marred the transition. Sixteen scholars of the region discuss the values and institutions central to Croatia’s transformation from communism and toward liberal democracy. They discuss economic change, political parties, and the uses of history since 1989. To understand the patterns in Croatia, they examine how civic values have been expressed, reinforced, and sometimes challenged through religion, education, and the media. The implications of nationalism in its various manifestations are treated thematically in all the analyses. This book is a companion volume to a similar study on Slovenia, edited by Sabrina P. Ramet and Danica Fink-Hafner and released in fall 2006.
