Available in PDF, EPUB and Kindle. Book excerpt: The UN has adopted a "responsibility to protect" mandate for humanitarian intervention in civil wars - but there is no institutional basis for carrying out that mandate. Patricia Marchak argues that unless would-be interveners have an understanding of local issues, agents who speak local languages, and a military force fully prepared to undertake both peaceful and military missions on short notice, UN and other attempts to intervene are unlikely to succeed. While UN-sponsored international criminal courts have been successful in obliging leaders to accept responsibility for their actions during bitter internal wars, Marchak argues that they may not be the best means of bringing truth and reconciliation to survivors. Based on the principle of individual responsibility, they are not designed to deal with collective crimes against humanity and genocide, nor are they good instruments for dealing with the breakdown of societies. Bringing together her own field interviews, documentary material, and secondary sources, Marchak critically assesses the recent history of international interventions and criminal prosecutions. She examines three cases in detail: Cambodia, Rwanda, and the former Yugoslavia in its current forms of Bosnia and Serbia, considers their international context prior to and during internal wars, and argues that each case has to be understood in its own context and history - there is no common pattern and no easy fix that could mend broken societies after the wars. No Easy Fix is of interest to anyone concerned with how the international community deals with civil wars that involve serious crimes against humanity.

Book excerpt: Lives in Solidarity is an intimate and compelling description of BDS activism among Muslims living in two different cultural contexts, England and Bosnia. Unlike public discussions of BDS activism that tend to lack nuance, it explores both why Muslims engage in BDS activism and how they weave it into their daily lives. Not only is this a thoughtful ethnography of a critical but often ignored dimension of BDS activism, it is also an important corrective to scholarship that treats affective, ethical, and passionate attachments as inconsequential to politics.

Odakle dolazim? Kuda idem? Postoji li Bog? Ako postoji, gde se nalazi? Kakav je? Kako izgleda? Postoji još mnogo ovakvih i sličnih pitanja. Vladimir govori o skromnosti života i ravnoteži želja. Uz poštovanje ovog dela, želim ti uspeh i veliku čitanost!

Book excerpt: Volume 24 of the Yearbook of International Humanitarian Law (IHL) is dedicated to investigating IHL’s universalist claims from different perspectives and regarding different areas of IHL. While academic debates about “universalism versus particularism” have dominated much of the critical scholarship in international law over the past two decades, they remain relatively underexplored in the field of IHL. The current volume fills this gap in IHL literature by focusing on the ways in which different interpretive communities approach questions of IHL from differing perspectives. Authors were invited to use the concept of culture to deconstruct and take critical distance from the production, interpretation, and application of IHL, and those keen on challenging the idea that IHL needs critical deconstruction were also invited to argue their case. The Volume contains four articles dedicated to the subject of cultures of IHL. It also features a book symposium on Samuel Moyn’s Humane: How The United States Abandoned Peace and Reinvented War (2021) and ends, as usual, with a Year in Review section. The Yearbook of International Humanitarian Law is a leading annual publication devoted to the study of international humanitarian law. The Yearbook has always strived to be at the forefront of the debate of pressing doctrinal questions of IHL and will continue to do so in the future. As this volume shows, it is also a forum for taking a step back and reflecting on the broader, theoretical issues that inform the practice and thinking about the field. The Yearbook provides an international forum for high-quality, peer-reviewed academic articles focusing on this crucial branch of international law. Distinguished by contemporary relevance, it bridges the gap between theory and practice and serves as a useful reference tool for scholars, practitioners, military personnel, civil servants, diplomats, human rights workers and students.

Book excerpt: The war in Bosnia and Herzegovina (1992-1995) was the bloodiest and most savage conflict in post-WWII Europe. While numerous books and articles on the subject exist, this book fills an important void by comprehensively addressing the intricacies of the conflict’s political, historic, military, and diplomatic factors. The brutal civil war triggered by the demise of Yugoslavia. Based on documents and eyewitness accounts, the book covers the ideologies, hidden agendas, military operations, covert actions, and diplomacy that resulted in the Dayton Peace Accords of 1995. It also includes the geography, population, and tumultuous history of Bosnia and Herzegovina. The author convincingly dispels myths related to the war, including pre-planned Serbian aggression, the siege of Sarajevo, the massacres of civilians in the UN “safe areas” of Srebrenica and Žepa, and Slobodan Miloševi?’s role.

Book excerpt: Opening Acts provides new, rigorous ways to analyze communication and culture through performance. It offers cutting-edge readings of everyday life, space, history, and intersections of all three, using a critical performance-based approach. Key Features: Familiarizes readers with the core elements and commitments of performance-based analysis Links performance-based analysis to theoretical and analytical perspectives in communication and cultural studies Provides engaging examples of how to use performance as a critical tool to open up communication and culture combines the best features of two classroom formats. Like a reader, it offers a menu of diverse approaches to performance-based analysis. Like a monograph, these approaches are organized into a coherent conceptual and pedagogical frame. Explicitly links developments in performance theory and methodology to current theories and methodologies in communication and cultural studies. Its topical organization mirrors those theoretical and methodological concerns most likely to engage students and scholars: how to analyze practices of everyday life, history, space, and intersections of all three. Opening Acts works across the divisions of communication and cultural studies, including elements of interpersonal, organizational, and rhetorical communication, feminism, critical pedagogy, ethnography, and visual studies.

Book excerpt: Since the end of the Cold War and the emergence of a oeasymmetrica threats like terrorism, the military has been increasingly entrusted with tasks traditionally belonging to the police. This development is visible through the new challenges posed to modern Peace Support Operations (PSO), intended as an umbrella definition covering different types of post-conflict peace operations, be these mandated under Chapter VI or Chapter VII of the United Nations Charter, with either peace-keeping, peace-enforcing or even peace-building goals. The aim of this volume is primarily to provide guidance, in the format of a handbook, to those deployed in the field and who are confronted with legal issues. In order to achieve this goal, the handbook is structured as follows: after this introduction, Part II addresses the general question whether law enforcement shall be a PSO task. Law enforcement is perceived by some states as a matter of self-defense.Part III then addresses the limits and possibilities of law enforcement by PSO.The discussion continues with Part IV, which provides some practical tools for those deployed to the field. Part V focuses instead on law enforcement within PSO, illustrating problems related to the prosecution of members of PSO forces suspected of illegal activities, and Part VI then draws the conclusions.

Book excerpt: Young People and the Belt and Road is a joint effort by over 40 young people across 20 countries to tell their stories about the future of Central and Eastern Europe, China, and the Belt and Road Initiative. In 2013, the Belt and Road Initiative, which envisions a world with better development, better connectivity, and better cooperation was launched in Kazakhstan,. As a global, multi-generational vision, the Belt and Road Initiative will primarily benefit the young people of the world today. To ensure the success of the Initiative, their voices need to be heard. This is particularly urgent as little systematic work has been done to encourage the participation of young people. This publication places the focus on young people and asks them the question: what should the Belt and Road Initiative look like for you? In this book, young authors from 16 Central and Eastern European nations share insights about their countries. For the Belt and Road Initiative, Central and Eastern Europe plays a critical role in linking together Western Europe, Northern Europe, Central Asia, and East Asia. Each chapter focuses on a single country in the region. Based on the complex historical background and present realities of their respective countries, the authors present their cases of the potential obstacles and opportunities related to the Initiative and provide their suggestions for change.

Available in PDF, EPUB and Kindle. Book excerpt: With the fall of communism and the breakup of Yugoslavia, the successor states have faced a historic challenge to create separate, modern democracies from the ashes of the former authoritarian state. Central to the Croatian experience has been the issue of nationalism and whether the Croatian state should be defined as a citizens’ state (with members of all nationality groups treated as equal) or as a national state of the Croats (with a consequent privileging of Croatian culture and language, but also with a quota system for members of national minorities). Sabrina P. Ramet and Davorka Mati´c have gathered here a series of studies by important scholars to examine the development of Croatia in the aftermath of communism and the war that marred the transition. Sixteen scholars of the region discuss the values and institutions central to Croatia’s transformation from communism and toward liberal democracy. They discuss economic change, political parties, and the uses of history since 1989. To understand the patterns in Croatia, they examine how civic values have been expressed, reinforced, and sometimes challenged through religion, education, and the media. The implications of nationalism in its various manifestations are treated thematically in all the analyses. This book is a companion volume to a similar study on Slovenia, edited by Sabrina P. Ramet and Danica Fink-Hafner and released in fall 2006. Together, these two works form an important case study in comparison and contrast between two countries in the same region going through the transition from communism to liberal democracy. Scholars and policy makers will find a wealth of material in these two volumes.
