Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Moreover, there is a consideration of public accountability. The unique significance of this collection of national studies involving the public/private sector mix of healthcare services and/or finances is that it provides insights into the factors that enhance the public/private sector mix in fulfilling the goals of health equity and the quality of healthcare services as well as an understanding of the circumstances in which elements of the public/private sector mix may be harmful for the achievement of such goals in a variety of national settings. The contributions to this volume provide a variety of perspectives in dealing with these objectives"--

Available in PDF, EPUB and Kindle. Book excerpt: Looking at the theory and practice of privatization in its broadest manifestations, the contributors to this volume scrutinize the combination of public and private initiatives that makes up the present U.S. social sector. As they discuss privatization both in production and delivery of services and in financing, they reveal complexities that have been ignored in recent ideological arguments. This book, while warning about political misuse of privatization, offers an unusually rigorous definition and theory of the concept and presents a number of case studies that show how public and private sectors variously cooperate, compete, or complement one another in social programs--and how various systems have accommodated to the privatization rhetoric that has come to the fore under the Reagan administration. The contributors are Marc Bendick, Jr., Evelyn Z. Brodkin, Arnold Gurin, Alfred J. Kahn, Sheila B. Kamerman, Michael O'Higgins, Martin Rein Richard Rose, Paul Starr, Mitchell Sviridoff, and Dennis Young. Originally published in 1989. Available in PDF, EPUB and Kindle. Book excerpt: In this non-biased, politically neutral compendium, the authors trace the evolution of the U.S. government's role in the economy, including the history, ideas, key players, and court rulings that influenced its involvement. Today's economic environment is in constant flux, as is the participation of governments in it. Local, state, national, and global governmental agencies have taken on new responsibilities—with both positive and negative economic consequences. This book looks at the changing role of American government in the economy, from determining the measurements of economic health, to being mindful of corporate sustainability, to legislating business practices and consumer affairs. This comprehensive collection of essays draws from the contributions of 25 economic scholars along with seasoned educators David A. Dieterle and Kathleen C. Simmons to examine economic systems and the factors that influence them. The work includes summaries of important Supreme Court cases that have impacted America's economic infrastructure, biographies of famous economists, and descriptions of the seven key economic systems—command (socialism), democratic socialism, fascism, market (capitalism), state capitalism, transitional, and welfare state.

Book excerpt: This long-awaited new book from Cynthia Day Wallace picks up the thread of her best-selling "Legal Control of the Multinational Enterprise: National Regulatory Techniques and the Prospects for International Controls," In the present work she applies herself to legal and pragmatic aspects of control surrounding MNE operations. The primary focus is on legal and administrative techniques and measures practised by host states to control - transparently or less so - foreign MNE activity within their territories, or even extraterritorially when effects are felt within national boundaries. The primary geographic focus is the six most investment-intensive industrialized states (namely, Canada, France, Germany, Japan, the United States and the United Kingdom). At the same time an important message of the present study is precisely the implication for the developing countries as well as for the emerging market economies of central and eastern Europe - and even Asian nations besides Japan, because it is the sharing of this very 'experience of years' that can best serve to facilitate a fuller participation on the part of the up-and-coming economies in the same global market place.

Book excerpt: How a massive agricultural reform movement led by northern farmers before the Civil War recast Americans' relationships to market forces and the state. Recipient of The Center for Civil War Research's 2021 Wiley-Silver Book Prize, Winner of the Theodore Saloutos Memorial Award by the Agricultural History Society In this sweeping look at rural society from the American Revolution to the Civil War, Ariel Ron argues that agricultural history is central to understanding the nation's formative period. Upending the myth that the Civil War pitted an industrial North against an agrarian South, Grassroots Leviathan traces the rise of a powerful agricultural reform movement spurred by northern farmers. Ron shows that farming dominated the lives of most Americans through almost the entire nineteenth century and traces how middle-class farmers in the "Greater Northeast" built a movement of semipublic agricultural societies, fairs, and periodicals that fundamentally recast Americans' relationship to market forces and the state.

This study includes eight essays covering the topics of a conceptual framework for studying service industries in developing countries; and examines marketing techniques for service industries; an exploration of the very important but neglected service sector - the financial markets - in relation to economic development in developing countries; a study that argues that financial liberalisation is essential to the economic development of the Third World countries and concludes that many will have to change their outlook and adopt more appropriate and realistic financial policies in the next few years.
