Book excerpt: This Element offers a review and synthesis of the theoretical analysis of mixed oligopoly, that is a hybrid market structure in which public (state-owned) and private firms interact, using a variety of strategic variables. A distinguishing feature of a mixed oligopoly is that firms have different objectives. A public firm's objective is a notion of social welfare while a private firm is profit maximising. Privatisation and partial-privatisation of a public firm is also discussed, together with several applications from diverse subfields spanning industrial organisation, applied microeconomic theory, innovation, international trade and environment policy. The authors also discuss ways in which the original analysis has been enriched to study the interaction between providers of public sector services as opposed to traditional goods.

The wave of privatization since the 1980s has taken the development of the theory of mixed oligopoly in several directions. Although the main concern of the theory of mixed oligopoly focuses on the effect of regime change—especially privatization of a public firm—on social welfare, existing studies have not considered the difference in economic environments. With drastic changes in economic environments along with economic development in recent years, the domestic and foreign markets have become more and more integrated, firms have become concerned about corporate social responsibility, and governments or politicians have had various interests and preferences. Against that background, this book revisits the question of how privatization affects social welfare by incorporating regional and international interdependency and investigates how firms’ activities for corporate social responsibility, governments’ preferences, and political economic situations affect the market circumstance in a mixed oligopoly. The dynamic aspect of privatization is also investigated.

However, there are examples of substantial cost increases in some areas. In this paper, using a mixed oligopoly model, we investigate the effects of deregulation on the cost-reducing incentives of a public firm. Our results show that a firm that is a public monopoly has greater incentive to conduct cost-reducing investment than a public firm within mixed oligopoly market.

Book excerpt: We survey the literature on mixed oligopolies and detected that it has ignored, among other things, the effects resulting from changes in assets ownership as well as the location resulting when firms compete to set up their facilities and then they compete in quantities in a linear market. The former is important because decisions to increase the industry's stock of capital, the sale of it among firms, or its joint ownership, lead to different behavior and performance of the industry. Therefore, we investigate how the change in asset ownership affects price, firms' profit, welfare and industry concentration. We also analyze if there is a negative correlation between industry concentration and welfare. We find out that the direction in price changes, firms' profit and industry concentration depend on how asset ownership changes. Further more, we find no correlation between industry concentration and welfare. It has been shown in a private oligopoly, that if firms compete first in location choice, and then in quantities, they will choose to agglomerate at the market center. We investigate if the presence of a public firm breaks down this agglomeration. In our analysis of mixed duopoly we show that whether or not firms agglomerate, depends on the cost differential between the private and the public firm. No agglomeration results if the cost differential is small, i.e. c

Available in PDF, EPUB and Kindle. Book excerpt: Several studies on mixed oligopoly indicate that the ownership pattern of firms does not affect the equilibrium price. This idea often suggests that ownership is irrelevant. In a mixed duopoly under price competition, firm ownership is irrelevant. This study reveals that ownership is irrelevant in a single publicly owned firm and in any positive number of privately owned firms. However, if two or more publicly owned firms exist, then ownership becomes relevant in a homogeneous good market with a strictly increasing convex cost schedule and a downward sloping demand curve. If firms set the price sequentially and if the lone public firm is a price leader, then social welfare is constantly greater than when the latter is a price follower. The unique price is the competitive price when the public firm moves first in the sequential game.

Book excerpt: Advanced Textbooks in Economics, Volume 23: Public Enterprise Economics: Theory and Application focuses on economics, mathematical economics, and econometrics, including microeconomics, marginal-cost pricing, taxes, and income effects. The manuscript takes a look at the essential parts of public sector pricing models, normative optimum theory, and normative piecemeal theory. Discussions focus on welfare improvements with non-tight constraints, welfare -improving increases of public inefficiency, conditions for optimal prices and quantities, compensating for income effects, and conditions for optimal quality. The book then ponders on marginal-cost pricing, Ramsey pricing, rate of return regulation, and pricing with distributional aims. Topics include comparing distributional and allocative pricing, prices versus taxes, optimum Ramsey policy, influence of Ramsey prices on allocation, distribution, and stabilization, and consequences for allocation, distribution, and stabilization. The publication examines bus and underground services in London, economic theory and empirical analysis, and different approaches towards optimal quality, including empirical studies on bus and underground demand, organizational and political history, and microeconomics of the representative consumer. The book is a valuable source of data for researchers interested in public enterprise economics.

Available in PDF, EPUB and Kindle. Book excerpt: Using a series of studies, this book shows that ownership structure plays a major role in the national economy as a whole. Inefficient State Owned Enterprises (SOE's) damage the development of private enterprises and overall economic growth in various ways. The policy implications are very clear: in order to achieve healthy and fast economic development, there must be a radical reform of SOEs. Moreover, the aim of the SOE reform is not just to highlight the enterprises’ efficiency, but also create favorable conditions for financial deregulation, elimination of market segmentation, weakened market monopoly, and balanced regional economic development. The book argues that SOE reform is pivotal to stimulating general economic reform and development in order for China to achieve a smooth transition to a mature market economy.
