Book excerpt: Anyone interested in 'good government' should read Jerry Mashaw's new book on how the social Security Administration implements congressionally mandated policy for controlled consistent distribution of disability benefits. . . . He offers an important perspective on bureaucracy that must be considered when devising procedures for not only disability determinations but also other forms of administrative adjudication.--Linda A. O'Hare, American Bar Association Journal A major contribution to the ongoing debate about administrative law and mass justice.--Lance Liebman and Richard B. Stewart, Harvard Law Review Profound implications for the future of democratic government. . . . Practical, analytical policymaking for a complex decision system of great significance to many Americans.--Paul R. Verkuil, Yale Law Journal An exceptionally valuable book for anyone who is concerned about the role of law in the administrative state. Mashaw manages to range broadly without becoming superficial, and to present a coherent and challenging theory in lively, readable prose. Bureaucratic Justice seems certain to become a standard reference work for administrative lawyers, and for anyone else who seeks the elusive goal of developing more humane and more effective public bureaucracies.--Barry Boyer, Michigan Law Review Strongly recommended for use in graduate seminars in public policy or law. . . . If we are to develop a positive model of bureaucratic competence, we must answer the insightful questions rased in this cogent book.--David L. Martin, American Political Science Review Mashaw provides an excellent analysis of middle range processes of decision making.--Gerald Turkel, Qualitative Sociology Stimulating and provocative and . . . makes a contribution to the ongoing dialogue about due process in public administration.... It is tightly organized, cogently argued, and full of pithy historical illustrations. . . . One of the best such works in many years. --Annals of the American Academy of Political and Social Science A thoughtful, challenging, and very useful book.--Choice Inspires a new direction in administrative law scholarship.--A.I. Ogus, Oxford Journal of Legal Studies

Available in PDF, EPUB and Kindle. Book excerpt: This first comprehensive study of Chicanas encountering the U.S. criminal justice system is set within the context of the international war on drugs as witnessed at street level in Chicana/o barrios. Chicana Lives and Criminal Justice uses oral history to chronicle the lives of twenty-four Chicana pintas (prisoners/former prisoners) repeatedly arrested and incarcerated for non-violent, low-level economic and drug-related crimes. It also provides the first documentation of the thirty-four-year history of Sybil Brand Institute, Los Angeles' former women's jail. In a time and place where drug war policies target people of color and their communities, drug-addicted Chicanas are caught up in an endless cycle of police abuse, arrest, and incarceration. They feel the impact of mandatory sentencing laws, failing social services and endemic poverty, violence, racism, and gender discrimination. The women in this book frankly discuss not only their jail experiences, but also their family histories, involvement with gangs, addiction to drugs, encounters with the juvenile and adult criminal justice systems, and their successful and unsuccessful attempts to recover from addiction and reconstitute fractured families. The Chicanas' stories underscore the amazing resilience and determination that have allowed many of the women to break the cycle of abuse. Díaz-Cotto also makes policy recommendations for those who come in contact with Chicanas/Latinas caught in the criminal justice system.

Book excerpt: The first comprehensive guide to women activists from every part of the world, illuminating the broad range of women's struggles to reform society from the 18th century to the present. Despite being marginalized, disenfranchised, impoverished, and oppressed, women have always stepped forward in disproportionate numbers to lead movements for social change. This two-volume encyclopedia documents the visions, struggles, and lives of women who have changed the world. This encyclopedia celebrates the lives and achievements of nearly 300 women from around the globe—women who have bravely insisted that the way things are is not the way they have to be. Nadeshda Krupskaya, the wife of Lenin, spearheaded the drive against illiteracy in post-revolutionary Russia. American Dorothy Day founded the Catholic worker movement. Begum Rokeya Hossain organized a girls' school in Calcutta in 1911. Rachel Carson launched the modern environmental movement with her book Silent Spring. The stories of these women and the hundreds of others collected here will restore missing pages to our history and inspire a new generation of women to change the world.

Book excerpt: Yet many who sit next to us in the pew at church fit that description, says author Wesley Hill. As a celibate gay Christian, Hill gives us a glimpse of what it looks like to wrestle firsthand with God's ''No'' to same-sex relationships. What does it mean for gay Christians to live faithful to God while struggling with the challenge of their homosexuality? What is God's will for believers who experience same-sex desires? Those who choose celibacy are often left to deal with loneliness and the hunger for relationships. How can gay Christians experience God's favor and blessing in the midst of a struggle that for many brings a crippling sense of shame and guilt? Weaving together reflections from his own life and the lives of other Christians, such as Henri Nouwen and Gerard Manley Hopkins, Hill offers a fresh perspective on these questions. He advocates neither unqualified ''healing'' for those who struggle, nor their accommodation to temptation, but rather faithfulness in the midst of brokenness. ''I hope this book may encourage other homosexual Christians to take the risky step of opening up their lives to others in the body of Christ,'' Hill writes. ''In so doing, they may find, as I have, by grace, that being known is spiritually healthier than remaining behind closed doors, that the light is better than the darkness.

Available in PDF, EPUB and Kindle. Book excerpt: Following the release of the Public Protector’s State of Capture Report in November 2016, South Africans have been witness to an explosion of almost daily revelations of corruption, mismanagement and abuses by those entrusted to lead the nation. The extent of this betrayal is overwhelming and it is often difficult to distil what actually happened during the Zuma administration. This book draws on the insights and expertise of 19 contributors from various sectors and disciplines to provide an account of what transpired at strategic sites of the state capture project. The ongoing threat of state capture demands a response that probes beyond what happened to understanding how it was allowed to happen. The stubborn culture of corruption and misgovernance continue to manifest unabated and the predatory practices which enable state capture have not yet been disrupted. It is our hope that the various case studies and analyses presented in this book will contribute to confronting these shortcomings in current discourse, and open avenues for progressive deliberation on how to collectively reclaim the prospects of a just and prosperous South Africa for all.

Book excerpt: The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.
