Book excerpt: This study analyzes the elements surrounding renewable energy development in Mississippi, with emphasis on the aspects related to government intervention. This study addresses the question: how can energy policy in the state of Mississippi support a transition from fossil fuels to non-traditional sources of energy? Drawing from existing literature, renewable energy was analyzed on the cost, development, and environmental concerns, while GIS analysis was utilized to determine generation capacity. Additionally, literature was reviewed to indicate the effectiveness of policy instruments in promoting renewable energy. Finally, the political influences that may affect renewable energy development or policy formulation were analyzed through a review of literature. The study indicates that renewable energy, particularly biomass, has some potential in Mississippi. Although the political environment may not be conducive to policy innovation, a renewable energy policy from the state level should be the most effective tool in promoting renewable development.

IT is necessary to a correct understanding 1 of the history of the period which it is proposed to cover in this chapter to review briefly the steps leading up to the beginning of hostilities with the United States. The perpetuation and extension of the system of negro slavery, the real cause of the Civil War, was declared by the Supreme Court of Mississippi in 1837 to be a part of the public policy of the state. 1 Three years before this deci sion was made, the people of the state repudiated unequivo cally the doctrine of nullification and secession. On the 9th of June, 1884, the Democratic state convention, pre sided over by General Thomas Hinds, unanimously resolved that a constitutional right of secession from the Union, on the part of a single state as asserted by thenullifying leaders of South Carolina, is utterly unsanctioned by the Constitution, which was framed to establish, not to destroy, the Union. 2 Secession in Mississippi was nothing more than an abstract question, until the adoption by Congress of the policy of excluding slavery from the territories. Johnson decision, which replaced multi-member legislative districts with single-member districts. Mary DeLorse Coleman examines how, after an arduous journey through the judicial system, this decision changed the profile of Mississippi politics from its domination by the agrarian elite to its integration by multi-racial representatives. The study issues a challenge to the legislature, formerly a stronghold of white leadership, to foster legislation which will erase racial and class divisions. The analysis begins with a review of black politics from 1865 to 1986, followed by an in-depth account of the Connor litigation. Attention turns to the subsequent voting actions of the Mississippi legislature and what variables predict member voting. Although Mississippi politics is the book's primary topic, Coleman demonstrates how it serves as a touchstone from which to view politics throughout the deep South and Black politics in general. A bibliography and general subject index complete the work.
