Book excerpt: The modern British Commonwealth, linking fifty countries around the world in voluntary association, cooperation, and consultation, is a unique body in world history. The area of its member countries covers a third of the globe and collectively their peoples represent a quarter of the world's total population. Though essentially different from the British Empire from which it originated, the Commonwealth shares many common historical ties with Britain. Patricia M. Larby and Harry Hannam have assembled an unrivaled body of literature to illustrate the growth of the Empire into the Commonwealth. This extensive bibliography identifies, lists, and annotates the most important publications on the development and growth of the Commonwealth; its present status and functions; and its role in education, literature, sport, and the arts and sciences. It includes its historical origins: its cooperation in economics, politics, and international issues such as the environment; and its many spheres of professional activity including medicine, law, and architecture. Strong emphasis is placed on the role of the English language in the Commonwealth and as a medium for creative literature in many disparate cultures worldwide. The Commonwealth appears at a time when this unique organization is on the threshold of a new era in its history. The proposals emerging from the 1991 Commonwealth Heads of Government meeting include statements on democracy and human rights; environmental affairs; and global concerns such as international crime, drug abuse, and AIDS. No previous comprehensive bibliography of the Commonwealth exists, and this volume fills a long-standing gap in the bibliographical coverage. It will be an essential reference source for libraries and scholars involved in Commonwealth studies and will be of particular interest to historians, political scientists, economists, and educators.

Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays has been assembled to mark the centenary of The Round Table. It provides an analysis of the modern Commonwealth since the establishment of the Secretariat in 1965. Providing an overview of the contemporary Commonwealth, this book places the organization in its rich historical context while assessing its achievements, failures and prospects. The volume is divided into two parts: • Part I concentrates on a series of themes, dealing with the structure and functioning of the Commonwealth and its major activities, including the work of the secretary general and secretariat, its championing of the interests of small states, human rights and the world economy. • Part II adopts a regional perspective, identifying the impact of the Commonwealth on regional relations generally and particular problems that affect these relations. It also examines the ways in which the Commonwealth sometimes reinforces regional loyalties and interests but also the extent to which these have also reduced the importance of the Commonwealth in the foreign policy of its member states. The Contemporary Commonwealth will be of interest to students and scholars of international politics and international organisations, practitioners ,journalists and those working in NGOs involved in Commonwealth affairs. This collection of essays is intended as a companion volume to The Commonwealth and International Affairs, edited by Alex May, marking the centenary of The Round Table.

Available in PDF, EPUB and Kindle. Book excerpt: In retrospect it is difficult to accept that Western democracies have implicitly supported, or at least tolerated, the legalized system of white supremacy in South Africa known as apartheid. Renate Pratt’s new book, In Good Faith, explains why the Christian churches were among the first to publicly protest, and why they provided such cogent and determined international support for the struggle against apartheid. The Taskforce on the Churches and Corporate Responsibility is a coalition of Christian churches that for nearly twenty years was one of Canada’s leading anti-apartheid advocates. As the first co-ordinator of this Taskforce, Renate Pratt was at the centre of the early anti-apartheid initiatives in Canada and consequently is able to supply a clear and accurate view. The book traces the history of exchanges between the Taskforce and successive ministers and senior civil servants of the Department of External Affairs. It details the reluctant and weak responses offered by the Canadian government and business community right up to the time of Nelson Mandela’s release from prison. In Good Faith will be of particular interest to Canadian Christians concerned with ecumenical co-operation and with the social and political dimensions of their faith. Equally, it will appeal to those interested in the impact of public interest organizations on public policy or the relationship between politics and business interests.

Book excerpt: This analysis sketches the historical record of Canadian policy toward South Africa. It outlines some of the controversies and speculates about the functions and background of a surprisingly activist policy by a conservative government. It probes the competing political forces in the ongoing South African transition, assesses the prospect of democratic success or failure and describes the ambiguous impact of Canadian efforts on the recipients in the white and black communities. It also reflects on possible changes, new foci, or even withdrawal of Canadian involvement from the Southern Africa region of the post-apartheid era.

Book excerpt: Governments' traditional method of dealing with pollution-related problems has been to employ command and control (CAC) types of regulations, whereby firms and individuals are told the amount of pollutants they can emit, the type of technology to use, the goods they may produce, the production processes to employ, etc. An alternative to CAC regulation is one based upon market-related principles, a method which economists believe to be more efficient while delivering the same level of environmental cleanliness at a lower cost. This report describes the concept of market-based solutions; the distribution of marketable emissions; and objections and responses to this concept. Studies of both hypothetical and actual uses of the concept are included, taken from international cases.

Available in PDF, EPUB and Kindle. Book excerpt: The author explores the role of Western policy, particularly that of the United States, in Southern African politics, from the Reagan era in the White House to the release of Nelson Mandela. He gives a background account of the re-orientation of USpolicy towards Southern Africa in the wake of the Portuguese coup of 1974. In particular, the book explores and analyses Reagan's policy of "constructive engagement" and "linkage" and argues that the policy, far from being constructive, was a distractivegambit designed to secure a Namibian settlement sonducive to Western interests in the region and to delay self-determination in South Africa. The book also examines internal, regional and international factors which led to Namibian independence and to the "reform" of apartheid in South Africa.
