Book excerpt: In the years following World War II, Americans visited the national parks in unprecedented numbers, yet Congress held funding at prewar levels and park conditions steadily declined. Elimination of the Civilian Conservation Corps and other New Deal programs further reduced the ability of the federal government to keep pace with the wear and tear on park facilities. To address the problem, in 1956 a ten-year, billion-dollar initiative titled Mission 66 was launched, timed to be completed in 1966, the fiftieth anniversary of the National Park Service. The program covered more than one hundred visitor centers (a building type invented by Mission 66 planners), expanded campgrounds, innumerable comfort stations and other public facilities, new and wider roads, parking lots, maintenance buildings, and hundreds of employee residences. During this transformation, the park system also acquired new seashores, recreation areas, and historical parks, agency uniforms were modernized, and the arrowhead logo became a ubiquitous symbol. To a significant degree, the national park system and the National Park Service as we know them today are products of the Mission 66 era. Mission 66 was controversial at the time, and it continues to incite debate over the policies it represented. Hastening the advent of the modern environmental movement, it transformed the Sierra Club from a regional mountaineering club into a national advocacy organization. But Mission 66 was also the last systemwide, planned development campaign to accommodate increased numbers of automotive tourists. Whatever our judgment of Mission 66, we still use the roads, visitor centers, and other facilities the program built. Ethan Carr's book examines the significance of the Mission 66 program and explores the influence of midcentury modernism on landscape design and park planning. Environmental and park historians, architectural and landscape historians, and all who care about our national parks will enjoy this copiously illustrated history of a critical period in the development of the national park system. Book excerpt: Lines on the Land Writers, Art, and the National Parks Scott Herring The nineteenth-century photographer William Henry Jackson once complained of the skepticism with which early descriptions of Yellowstone were met: the place was too wondrous to be believed. The public demanded proof, and a host of artists and writers obliged. These early explorers possessed a vigorous devotion to the young nation's wilderness--the naturalist John Muir famously toured the land from Wisconsin to Florida on foot--and through their work established aesthetic categories that exist to this day. In Lines on the Land, Scott Herring contends that these writers and artists were canon makers, recognizing the national parks as naturally occurring works of art and conferring upon them a cultural prestige: the parks were the splendid focal points of the American landscape. These early, canonizing works are homages to a vast, untouched wilderness. This praise would gradually give way, however, to a distinctly American anger--what Herring calls "outraged idealism." Later generations were faced with a changing culture that had imperfectly absorbed, and even misrepresented, the national-park aesthetic. The postwar park was overrun by cars and tourists who could not possibly match the pioneering naturalists' profound commitment to and appreciation for their surroundings. The collective tone of the parks' chroniclers, as a result, evolved from celebration of awesome beauty to indignation over the perceived corruption of the parks, both as an ideal and as actual physical settings. Herring traces this shift through the work of a wide spectrum of creative minds, from early figures such as Muir and Thomas Moran to later observers of the parks such as Ansel Adams, Sylvia Plath, Edward Abbey, and Rick Bass. The text is punctuated by autobiographical "interchapters," in which Herring relates the book's chief themes to his own experiences in Yellowstone National Park. In the postwar baby boom era, however, small communities like Farmington, New Mexico, became bustling municipalities with rapidly expanding economies. In Quest for the Golden Circle, Arthur Gomez traces the development of the Four Corners' two industries, mining and tourism, to discover how each contributed to the economic and urban transformation of this region during the 1950s and 1960s. Focusing on four cities—Durango, Colorado; Moab, Utah; Flagstaff, Arizona; and Farmington, New Mexico—Gomez chronicles how these towns played key roles in the West's dramatic postwar expansion. Cities such as Denver, Albuquerque, Phoenix, Tucson, El Paso, and Salt Lake City all grew through use of the abundant petroleum, uranium, natural gas, timber, and other natural resources extracted from the Four Corners region. But the energy boom in these towns was not to last. With the arrival of foreign oil bringing economic growth to a halt in the early 1970s, town leaders turned again to the land to stimulate their economy. This time, the resource was a seemingly inexhaustible one—tourism. Gomez examines how business-minded citizens marketed the area's scenic wonders and established the entire region as a tourist destination. Their efforts were further assisted by the selection of stunning federal lands—Mesa Verde, Grand Canyon, and Arches National Parks—as treasures protected and promoted by the National Park Service. Both mining and tourism, however, were beset by complex new problems and issues. Extensive highways, for instance, were planned to bisect a Navajo reservation. As Gomez illustrates, the growing cities in the Four Corners region felt tremendous competing pressures between outside business powers and local needs as their extractive economy boomed and busted and as they then struggled to attract tourism dollars. In addition, he highlights the prominent roles played by federal agencies like the Atomic Energy Commission and the National Park Service in shaping regional destiny. An outstanding analysis of the complexities of postwar development, Quest for the Golden Circle successfully illuminates the history of one region within the larger story of the modern American West.
