The Air Force has long struggled to embrace and share the story of the missileer and the ballistic missile mission. Rather than provide yet another study on nuclear strategy, proliferation, and deterrence, this paper serves to show how technology, organizational structures, and personnel and mission challenges have influenced missileers as a corps of nuclear professionals for 60 years. The story of missileers has been captured through the periodization of three epochs: The Rise of the ICBM Mission, 1959-1989; Post-Cold War ICBM Drawdown, 1989-2009; and, Reinvigorating the ICBM Mission, 2009-2017. The influences of technology, organizational structure, personnel and mission challenges, varied in relative influence in each of these periods. Chapter 4 provides analysis from the vantage point of how missileers were developed and promoted through the personnel system throughout the three epochs. The final chapter of this study provides several observations and implications drawn from an assessment of the influences on missileers and the ICBM mission. Missileer heritage has largely been lost from contemporary discourse following two-decades of neglect. The recent creation of Air Force Global Strike Command, its elevation to a four-star command, and establishing an independent 13N Air Force Specialty Code for the Nuclear and Missile Operations officer is demonstrative of contemporary refocusing on the nuclear enterprise. While these actions hold the promise of institutional course-correction, it cannot be assumed a panacea to prevent future service parochialism and functional tribalism that has undermined missileers and the ICBM mission in the past. Primacy must be given, not just to nuclear weapon systems, but also to those who operate them as their solemn stewards—the missileer"--Abstract.

During an unrelated investigation conducted by the Air Force Office of Special Investigations, it was discovered that one crewmember from Malmstrom AFB, MT had emailed test questions to other crewmembers at his base. When news of the investigation caught the attention of the national media, some reported it as the worst cheating scandal in the U.S. Missile Nuclear Weapons Command. As a 13 year veteran of the Minuteman crew force, I strongly believe in the system's strength to prevail, in spite of the recent cheating incident which led to the suspension of all officers involved. However, questions remain as to "why" it happened. This book chronicles the history of the Minuteman Missile program by looking at the career of its author, retired Colonel Lawrence ("Larry") Hasbrouck. He endeavors to explain what could be some of the reasons that led to the cheating incident and why it may be part of the survival culture today. Having worn "three" hats as a crew member, a Squadron Commander and Deputy Commander for Operations at Whiteman AFB MO, he was able to see first hand the extraordinary mission of the Minuteman crew force. Larry, better than most, is able to bring to light the accomplishments and incredible personal sacrifices brought about by a dedicated group of men and women who played a major role in defeating the Soviet Union during the Cold War.
