Book excerpt: The proliferation of ballistic missiles that can deliver weapons of mass destruction halfway across the world is a matter of growing urgency and concern, as is the fate of agreements limiting the development of such deadly weapons. The Bush administration’s scrapping of the ABM Treaty and pursuit of a huge National Missile Defense initiative are dramatic evidence of this concern. Yet there remains much uncertainty about the viability of missile defense. If defenses fall short, strong security regimes will be necessary to contain missile proliferation. Since 1987, more than thirty states have agreed to restrict their transfer of missiles and related technologies under the Missile Technology Control Regime (MTCR). During the MTCR’s first decade, several regional powers were thwarted from advancing their missile ambitions. Subsequently, however, states such as North Korea, Iran, Pakistan, India, and Israel have tested medium-range missiles and others have expanded their missile arsenals. Dinshaw Mistry critically examines the successes and limitations of the MTCR, and suggests five practical ways to strengthen the regime. The author’s exhaustive research offers new and detailed insights on the technology and politics of missile programs in Iran, Iraq, North Korea, Pakistan, India, Israel, Egypt, South Korea, Taiwan, and other countries. No doubt, when contemplating an attack on US territory by intercontinental ballistic missiles, consulting Michel Foucault and critical international relations theory scholars may not seem the obvious route to take. The answer to this lies in another question: why has there been so much interest and continuous investment in NMD deployment when there is such ambiguity surrounding the status of threat to which it responds, controversy over its technological feasibility and concern about its cost? Posed in this manner, the question cannot be answered on its own terms – the terms given in official accounts of NMD that justify the system’s significance on the basis of strategic feasibility studies and conventional threat predictions guided by worst-case scenarios. Instead, this book argues that the preferences leading to NMD deployment must be understood as satisfying requirements beyond strategic approaches and issues. In turning towards the interpretative modes of inquiry provided by critical social theory and poststructuralism, this book contests the conventional wisdom about NMD and suggests reading the strategy in terms of US identity. Presented as an analysis of discourses on threats to national security, around which the need for NMD deployment is predominantly framed, this book is an effort to let the two fields of critical international relations theory and US foreign policy speak directly to each other. In the opening days of the U.S.-led military counteroffensive beginning on January 16, 1992, Iraq launched ballistic missiles against population centers in Israel and military bases in Saudi Arabia. The attacks intensified the terror of the war and prompted renewed efforts by the multinational force to destroy Saddam Hussein's military machine. The countries aligned against Iraq were prepared for attacks by chemically armed missiles, but Iraq's missile force proved to be of little military consequence. The missiles that survived the opening hours of Operation Desert Storm were conventionally armed, inaccurate and unreliable. Most of those that were actually launched either were intercepted by American antimissile defenses or failed to hit vital targets. But the political impact of the missiles was inestimable. The strikes symbolized Iraq's determination to prosecute the war no matter what the cost. By threatening to involve Israel, they created severe tensions and posed the risk that multinational military coalition would be dissolved, and they underscored the potential vulnerability of all the states in the region to Iraqi aggression. In this book, Janne E.
