Book excerpt: This is the second volume of papers written for the Gomery Commission research program, which at its most general level examined how Parliament relates to the federal government & public servants, and vice versa; how best to promote transparency in government; and the role of key political & administrative actors in government. The first paper presents the constitutional argument for bureaucratic independence and its implication for public service accountability. Paper two recommends adoption of both a Charter of Public Service values and disclosure legislation as integral parts of the federal government's accountability regime, and examines the Charter & disclosure ideas within a comparative context that focusses on Australia, New Zealand, and the United Kingdom. The third paper discusses challenges in administration of the Access to Information Act, the application of this legislation to bodies working for or with government, and possible areas of legislative & administrative reform. The fourth paper addresses the application & effectiveness of the Lobbyists Registration Act and suggests ways to mitigate its weaknesses. The fifth paper describes & analyzes the Public Works & Government Services Canada internal audit function in relation to the evolution of the Sponsorship Program, 1995-2000; canvasses a range of explanations for the failure of internal audit during this period; and assesses the October 2005 accountability & financial management reforms of the federal government. The last paper outlines overriding objectives in the management of government communications activities, including both advertising & sponsorships; reviews recent reforms in management & oversight of government advertising & sponsorship programs; and indicates directions for reform in this area.

Available in PDF, EPUB and Kindle. Book excerpt: Canadian public administration has provided a rich ground for examining the changing nature of the state. Currents of political change have rippled through the administration of the public sector, often producing significant alterations in our understanding of how best to organize and administer public services. This volume brings together some of the leading Canadian and international scholars of public administration to reflect on these changes and their significance. Providing a historical perspective on public administration in Canada, the volume examines the shift from a traditional model of administration to newer forms such as new public management and governance, and explores current debates and the place of Canadian public administration within a broader comparative perspective.

Available in PDF, EPUB and Kindle. Book excerpt: This is the thirtieth volume in the series How Ottawa Spends. It is arguable that never in these years have Canadians faced such serious economic upheaval and political dysfunction as the current climate. The dramatic and seemingly sudden changes in the economy occurred simultaneously with a political drama - one that was largely disassociated from the real and pressing economic challenge. Early Harper budgets delivered lower taxes for all Canadians partly through highly targeted but politically noticeable small tax breaks on textbooks for students, tools for apprentices in skilled trades, and public transit costs. The needs of the beleaguered average Canadian and the "swing voter in the swing constituencies" of an already strategized "next" election were a key part of Conservative agenda-setting. In the 2007 budget alone there were twenty-nine separate tax reductions and federal spending was projected to increase by $10 billion, including a 5.7 percent increase in program spending. A small surplus of $3.3 billion was planned, almost all of which would go to debt reduction. As Harper savoured his 14 October 2008 re-election with a strengthened minority government, although without his desired majority, he and his minister of Finance already knew that his surpluses were likely gone in the face of the crashing financial sector and a looming recession. Future deficits were firmly back on the agenda. Contributors include Malcolm G. Bird (Carleton University), Chris Brown (Carleton University), G. Bruce Doern (Carleton University and University of Exeter), Melissa Haussman (Carleton University), Robert Hilton (Carleton University), Ruth Hubbard (University of Ottawa), Edward T. Book excerpt: The first edition of Making Space for Indigenous Feminism proposed that Indigenous feminism was a valid and indeed essential theoretical and activist position, and introduced a roster of important Indigenous feminist contributors. This new edition builds on the success and research of the first and provides updated and new chapters that cover a wide range of some of the most important issues facing Indigenous peoples today: violence against women, recovery of Indigenous self-determination, racism, misogyny and decolonization. Specifically, new chapters deal with Indigenous resurgence, feminism amongst the Sami and in Aboriginal Australia, neoliberal restructuring in Oaxaca, Canada’s settler racism and sexism, and missing and murdered Indigenous women and girls in Canada. Written by Indigenous feminists and allies, this book provides a powerful and original intellectual and political contribution demonstrating that feminism has much to offer Indigenous women, and all Indigenous peoples, in their struggles against oppression.

Available in PDF, EPUB and Kindle. Book excerpt: In the period since the Second World War there has been both a massive influx of women into the Canadian job market and substantive changes to the welfare state as early expansion gave way, by the 1970s, to a prolonged period of retrenchment and restructuring. Through a detailed historical account of the Unemployment Insurance (UI) program from 1945 to 1997, Ann Porter demonstrates how gender was central both to the construction of the post-war welfare state, as well as to its subsequent crisis and restructuring. Drawing on a wide range of sources (including archival material, UI administrative tribunal decisions, and documents from the government, labour and women's groups) she examines the implications of restructuring for women's equality, as well as how women's groups, labour and the state interacted in efforts to shape the policy agenda. Porter argues that, while the post-war welfare state model was based on a family with a single male breadwinner, the new model is one that assumes multiple family earners and encourages employability for both men and women. The result has been greater formal equality for women, but at the same time the restructuring and reduction of benefits have undermined these gains and made women's lives increasingly difficult. Using concepts from political economy, feminism, and public policy, this study will be of interest across a range of disciplines.
