Harley McGee draws on his experience with the government at senior regional and departmental levels, and on primary and secondary sources, to examine the evolution of federal regional development policies and the structures developed between 1970 and 1991 to implement them. He dispels some of the myths and challenges some of the perceptions about the manner in which regional development has been tackled by governments in Canada. He explores the federal-provincial dimensions of regional development, as well as the difficulty of reconciling the perceived dichotomy between national and regional policies. McGee argues that the 1982 move away from the DREE model of regional development was a mistake, and suggests that the predilection of governments for reorganising existing instruments of regional development policy and creating new ones has been detrimental to regional economies. Mindful of the new realities of the global economy within which Canada and its regions must compete, and of the promise/threat of rapidly changing technology, McGee identifies the need for a new order of priorities with which governments can meet these challenges and opportunities.

Barbara Jenkins here addresses this complex issue in a timely account of market relationships among North American nations. Jenkins provides up-to-date, detailed analyses of foreign investment regulations and policies in Canada, Mexico, and the United States. She identifies inherent contradictions in the general tactic that all three countries have pursued-simply relying on the pressures of the market rather than planning active strategy--and she assesses the likely effects on foreign investment of the recently concluded Canada--U.S. Free Trade Agreement and the potential North American free trade agreement. Free trade and the absence of adjustment policy, she argues, expose key political actors such as business and labor too broadly to market forces. The result is a projectionist reaction on the part of these domestic actors, which ultimately defeats efforts to liberalize trade and investment relations. In current approaches to foreign investment regulation, Jenkins detects divergent trends among the three countries: while Ottawa and Mexico City continue to liberalize their investment strategies, Washington is growing more interventionist. She shows, however, that the interventionism of the United States reflects a nationalistic trend rather than a commitment to a coherent strategy. Cautioning that the conclusion of a North American free trade agreement will only exacerbate the inadequacies of current policies, Jenkins concludes by offering recommendations for future action. The Paradox of Continental Production will be stimulating reading for policymakers, political economists, and other observers of Canadian, Mexican, and U.S. politics.

Book excerpt: In the period since the Second World War there has been both a massive influx of women into the Canadian job market and substantive changes to the welfare state as early expansion gave way, by the 1970s, to a prolonged period of retrenchment and restructuring. Through a detailed historical account of the Unemployment Insurance (UI) program from 1945 to 1997, Ann Porter demonstrates how gender was central both to the construction of the post-war welfare state, as well as to its subsequent crisis and restructuring. Drawing on a wide range of sources (including archival material, UI administrative tribunal decisions, and documents from the government, labour and women's groups) she examines the implications of restructuring for women's equality, as well as how women's groups, labour and the state interacted in efforts to shape the policy agenda. Porter argues that, while the post-war welfare state model was based on a family with a single male breadwinner, the new model is one that assumes multiple family earners and encourages employability for both men and women. The result has been greater formal equality for women, but at the same time the restructuring and reduction of benefits have undermined these gains and made women's lives increasingly difficult. Using concepts from political economy, feminism, and public policy, this study will be of interest across a range of disciplines.
